National VET Data Policy
Purpose
To inform schools that are Registered Training Organisations (RTOs) about new actions required under the 2017 National VET Data Policy. Under the policy, RTOs must now:
1. provide a yearly declaration to the QCAA (as their regulator) that a student, or the student’s parent or guardian, has consented to the RTO providing data and personal information to the National Centre for Vocational Education Research (NCVER) 2. enter an additional data field for ‘survey contact status’ in SLIMS/RABS and Student
Management.
These new requirements are included in the reporting standards of Australian VET Management Information Statistical Standard (AVETMISS) 8.
Background
On 24 November 2017, the Council of Australian Governments (COAG) Industry and Skills Council (CISC) endorsed a new National Vocational Education and Training (VET) Data Policy paper. The policy brings together requirements for collecting nationally consistent data about VET activity and processes, and for using data in statistic collections and national surveys.
School RTOs in Queensland are required to provide their VET data to the QCAA (as their regulator). The QCAA then submits this data to NCVER using the fields prescribed by AVETMISS 8.
The revised National VET Data Policy includes a new reporting field to capture the requirements of the USI. These include:
1. RTOs have individual students complete a declaration that they understand and approve that their data and personal information is to be disclosed to NCVER (see Schedule 1 to the policy)
2. RTOs provide an annual declaration to the QCAA (as their regulator) confirming that a student’s consent (and, if they are under 18 years, their parent or guardian’s consent) has been given to provide information to NCVER (see Schedule 2 to the policy).

Information
All school RTOs must ensure that data from 2018 complies with the requirements of the policy.
To enable schools to report compliance with the new AVETMISS field, the Student Management application and SLIMS have been updated to include a field for this reporting capability. These new reporting processes are outlined below in the ‘What you need to do’ section of this memo.

Student Management data entry requirements
The Student Management application is to be used to record the data for Year 10 students.

SLIMS data entry requirements
SLIMS is to be used to record the data for Year 11 and 12 students. Please refer to ‘Recording survey contact status via RABS’ on the SLIMS — Registration and banking page

Annual Declaration on Compliance 2019
The Annual Declaration on Compliance form, which is provided by school RTOs to the QCAA, includes a section on compliance with national data provision requirements. The form, which has been updated to include the new requirements of this policy, is used by school RTOs to provide the evidence to the QCAA that they comply with the requirements of this policy, and will continue to be used by school RTOs to demonstrate compliance.
