SEVEN HILLS ELECTORATE

ITEM-1 VENTURA ROAD, NORTHMEAD - APPLICATION FOR ROAD CLOSURE

TECHNICAL OFFICER’S RECOMMENDATION TO LTC

The Committee endorse the Ray White Northmead open day to be held in the carpark area adjacent to the Ventura Road shopping centre on Sunday 22nd May 2016 between the hours of 11.30am and 3.00pm, subject to:

a. the event being classified as a Class 3 event in accordance with the ‘Guide to Traffic and Transport Management for Special Events’;

b. the event organisers to hold public Liability Insurance in the minimum amount of $10 million with Council’s interest endorsed on the Certificate of Currency;

c. an approved temporary vehicle safety barrier that complies with Roads and Maritime Services (RMS) standards and Australian Standard AS1742.3, be installed to separate the traffic lane on Ventura Road from the event area;

d. clear pedestrian access being maintained at all times on the southern side of Ventura Road from Windsor Road to Sorlie Avenue;

e. the event organiser being responsible for the cost of cleaning or repairing any damage to the event area;

f. the event organisers being responsible for providing a written notification to local residents and businesses in the vicinity of the event area at least two weeks prior to the event, with the notification including a contact name, email address and phone number;

g. the event organiser obtaining a Road Occupancy Licence from the Transport Management Centre for the duration of the event including any period required for the setting up and dismantling of the event;

h. payment of the necessary fee for a temporary road closure application in accordance with Council’s adopted Fees and Charges;

i. approval being obtained from the Police to conduct a public assembly in accordance with Section 23 of the Summary Offences Act 1988.

5 LTC RECOMMENDATION TO COUNCIL

BAULKHAM HILLS & CASTLE HILL

ITEM-2 SYDNEY METRO NORTHWEST - REQUEST FOR

APPROVAL OF PROPOSED TRAFFIC FACILITIES AT NORWEST, BELLA VISTA AND ROUSE HILL STATION PRECINCTS

TECHNICAL OFFICER’S RECOMMENDATION TO LTC

1. Council approve the proposed traffic facilities, including marked pedestrian crossings, regulatory signposting and linemarking, on existing and proposed public roads around the Norwest, Bella Vista and Rouse Hill station precincts, as detailed in Attachments 1, 4 and 5 to the report.

2. Northwest Rapid Transit and Transport for NSW be advised that Council’s approval does not extend to traffic facilities being provided:

a) in accordance with separate Works Authorisation Deeds entered into between Transport for NSW and Roads and Maritime Services, or;

b) on proposed roads within the Bella Vista station precinct that are to be managed by Northwest Rapid Transit on behalf of Transport for NSW, or;

c) on the North West T-Way or the southern and northern bus layover facilities in the Rouse Hill station precinct.

6 LTC RECOMMENDATION TO COUNCIL

A MOTION WAS MOVED BY MRS D HANNA (RMS) AND SECONDED BY LOCAL AREA COMMANDER DET. SUP. R CRITCHLOW (CASTLE HILL POLICE) THAT

1. Council approve the proposed traffic facilities, including marked pedestrian crossings, regulatory signposting and linemarking, on existing and proposed public roads around the Norwest, Bella Vista and Rouse Hill station precincts, as detailed in Attachments 1, 4 and 5 to the report, subject to the issues raised by Roads and Maritime Services in an email received by Council on 21 March 2016 being considered at a Workshop between stakeholders.

2. The outcome of the Workshop being reported to a future meeting of the Local Traffic Committee including any further changes to regulatory signposting and linemarking on local roads.

3. Northwest Rapid Transit and Transport for NSW be advised that Council’s approval does not extend to traffic facilities being provided:

BAULKHAM HILLS

ITEM-3 BALMORAL ROAD RELEASE AREA, KELLYVILLE - APPLICATION FOR FULL TIME BUS STOPS

TECHNICAL OFFICER’S RECOMMENDATION LTC

Approval be given to Hillsbus for the installation of bus stops listed in Attachment 2 to the report.

7 LTC RECOMMENDATION TO COUNCIL

A MOTION WAS MOVED BY MR K TOPLOSKI (ELECTORATE OFFICER) AND SECONDED BY LOCAL AREA COMMANDER DET. SUP. R CRITCHLOW (CASTLE HILL POLICE) THAT Approval be given to Hillsbus for the installation of bus stops listed in Attachment 2 to the report.

ITEM-4 MUNRO STREET, BAULKHAM HILLS - PROPOSED CHILDRENS' CROSSING

TECHNICAL OFFICER’S RECOMMENDATION TO LTC

A Children’s Crossing and associated parking restrictions be approved for installation on Munro Street, Baulkham Hills at the location of the existing pedestrian refuge island.

8 LTC RECOMMENDATION TO COUNCIL

A MOTION WAS MOVED BY MR K TOPLOSKI (ELECTORATE OFFICER) AND SECONDED BY LOCAL AREA COMMANDER DET. SUP. R CRITCHLOW (CASTLE HILL POLICE) THAT

1. A Children’s Crossing and associated parking restrictions be approved for installation on Munro Street, Baulkham Hills at the location of the existing pedestrian refuge island.

2. Tree trimming to be carried out if required to ensure that adequate sight distance of the crossing is provided.

3. The pedestrian ramps to comply with current standards.

CASTLE HILL

ITEM-5 FRANCIS STREET, CASTLE HILL - PROPOSED MEDIAN ISLAND

TECHNICAL OFFICER’S RECOMMENDATION TO LTC

The construction of the median island, as well as the installation of the accompanied stop signs be supported.

9 LTC RECOMMENDATION TO COUNCIL

A MOTION WAS MOVED BY COUNCILLOR DR BYRNE ADJUNCT PROFESSOR AND SECONDED BY MR K TOPLOSKI (ELECTORATE OFFICER) THAT The construction of the median island, as well as the installation of the accompanied stop signs be supported subject to the width of the island being increased to a minimum of 2 metres.

THE MOTION WAS PUT AND CARRIED UNANIMOUSLY.

ITEM-6 GILHAM STREET, CASTLE HILL - INSTALLATION OF TRAFFIC MEDIAN ISLAND

TECHNICAL OFFICER’S RECOMMENDATION TO LTC

The construction of the median island in Gilham Street, Castle Hill as well as the installation of the accompanied stop signs, be supported.

10 LTC RECOMMENDATION TO COUNCIL

A MOTION WAS MOVED BY COUNCILLOR DR BYRNE ADJUNCT PROFESSOR AND SECONDED BY SNR. CONSTABLE A LILLY (CASTLE HILL POLICE) THAT The construction of the median island in Gilham Street, Castle Hill as well as the installation of the accompanied stop signs, be supported.

ITEM-7 NO. 157 TUCKWELL ROAD, CASTLE HILL - PROPOSED PARKING RESTRICTIONS

TECHNICAL OFFICER’S RECOMMENDATION TO LTC

Parking restrictions on the northern side of Tuckwell Road, Castle Hill outside No. 157 be approved as follows:

1. A ‘No Parking (R)’ sign be installed adjacent to the existing ‘Bus Zone (L)’ sign outside No. 157.

2. A ‘No Parking (L)” sign be installed approximately one (1) metre west of the driveway adjacent to the driveway at No. 155.

11 LTC RECOMMENDATION TO COUNCIL

Parking restrictions on the northern side of Tuckwell Road, Castle Hill outside No. 157 be approved as follows:

1. A ‘No Parking (R)’ sign be installed adjacent to the existing ‘Bus Zone (L)’ sign outside No. 157.

2. A ‘No Parking (L)” sign be installed approximately one (1) metre west of the driveway adjacent to the driveway at No. 155.

ITEM-8 PROPOSED RELOCATION OF TAXI ZONE IN OLD NORTHERN ROAD - MAIN STREET, CASTLE HILL

TECHNICAL OFFICER’S RECOMMENDATION TO LTC

1. The “Taxi Zone at other times” parking restrictions located outside Nos. 268-270 Old Northern Road “Main Street”, Castle Hill to be relocated to the four parking spots outside Nos. 264-266 Old Northern Road “Main Street”.

2. The parking restrictions at No. 264-266 Old Northern Road, Castle Hill be amended to

“1 hour parking 8am – 6pm, Taxi Zone at other times”.

3. The three parking spots outside No. 268-270 Old Northern Road “Main Street”, Castle Hill to be signposted as “1 hour parking 8am – 6pm”.

12 LTC RECOMMENDATION TO COUNCIL

Install 12 metres of “Bus Zone 7.30am – 4.00pm school days, No Parking at other times” restrictions on Cecil Avenue between the Hills Adventist Church driveway and the entry driveway to the Hills Adventist College.

13 LTC RECOMMENDATION TO COUNCIL

HAWKESBURY

ITEM-10 CLIFTONVILLE ROAD, MAROOTA/SOUTH

MAROOTA/LOWER PORTLAND - OUTCOME OF ROAD SAFETY AUDIT

TECHNICAL OFFICER’S RECOMMENDATION TO LTC

1. The Committee note the content of the Road Safety Audit for Cliftonville Road and the actions taken by Council to address recommendations in the audit including the installation of appropriate warning signs and reflectorized guideposts.

2. RMS be requested to review the sign posted speed limit in Cliftonville Road as a matter of urgency in accordance with previous advice from the then RTA, and the recommendations in the Road Safety Audit.

3. Approval be given for a GIVE WAY sign with appropriate linemarking to be installed on Cliftonville Road at the intersection with Wisemans Ferry Road as detailed in Attachment 3 to the report.

14 LTC RECOMMENDATION TO COUNCIL

15 LTC RECOMMENDATION TO COUNCIL

A MOTION WAS MOVED COUNCILLOR DR BYRNE ADJUNCT PROFESSOR AND SECONDED BY LOCAL AREA COMMANDER DET. SUP.
