PEMERINTAHAN 2.1 Wilayah Administrasi

Wilayah administrasi Kota Kendari terdiri atas 10 wilayah Kecamatan, yaitu Kecamatan Mandonga, Kecamatan Baruga, Kecamatan Puuwatu, Kecamatan Kadia, Kecamatan Wua-Wua, Kecamatan Poasia, Kecamatan Abeli, Kecamatan Kambu, Kecamatan Kendari dan Kecamatan Kendari Barat berdasarkan Peraturan Daerah Kota Kendari Nomor 5 s/d 14 Tahun 2005 yang selanjutnya terbagi menjadi 64 kelurahan.

Secara terinci wilayah administrasi pemerintah Kecamatan Mandonga tahun 2011 dengan ibukotanya Wawombalata, terdiri dari 6 kelurahan; wilayah administrasi pemerintah Kecamatan Baruga dengan ibukotanya Watubangga, terdiri dari 4 kelurahan; Kecamatan Puuwatu dengan ibukotanya Puuwatu terdiri dari 6 kelurahan; wilayah administrasi Kecamatan Kadia dengan ibukotanya Kadia terdiri dari 5 kelurahan; wilayah administrasi Kecamatan Wua-Wua dengan ibukotanya Anawai terdiri dari 4 kelurahan; pemerintah Kecamatan Poasia dengan ibukotanya Rahandouna terdiri dari 4 kelurahan;

wilayah administrasi pemerintah Kecamatan Abeli dengan ibukotanya Anggalomelai terdiri dari 13

Kendari administrative area consists of 10 districts, namely District Mandonga, District Baruga, District Puuwatu, District Kadia District Wua-Wua, Poasia, District Abeli, District Kambu, District Kendari and District Kendari Barat based on Regional Regulation of Kendari City No. 5 to 14 in the year 2005 which was subsequently divided into 64 sub-districts.

Kecamatan Kambu dengan ibukotanya Padaleu terdiri dari 4 kelurahan; wilayah administrasi pemerintah Kecamatan Kendari dengan ibukotanya Kandai terdiri dari 9 kelurahan; dan wilayah administrasi Kecamatan Kendari Barat dengan ibukotanya Benu-Benua terdiri dari 9 kelurahan. Menyikapi tuntutan tetap tegaknya semangat reformasi, maka penyelenggaraan pemerintahan di wilayah Kota Kendari dilaksanakan dengan bertumpu pada prinsip demokratis, partisipatif, transparansi dan akuntabel dalam upaya mewujudkan penyelenggaraan pemerintahan yang baik (good governance).

2.2 Dewan Perwakilan Rakyat Daerah (DPRD)

Pemilihan Umum dilaksanakan dengan maksud untuk memilih para anggota Dewan Perwakilan Rakyat Daerah sebagai wakil rakyat yang akan duduk di lembaga Legislatif.

Legislatif adalah lembaga kontrol bagi pelaksanaan tugas Eksekutif sehingga dalam pelaksanaan pembangunan dan kemasyarakatan diharapkan akan berjalan seimbang dan berhasil maksimal.

Lembaga Legislatif di Kota Kendari dalam tahun 2011 terdiri dari 11 (sebelas) fraksi yaitu Fraksi PAN sebanyak 5 orang anggota dan

2.2 House of Regional People Representatives (DPRD)

Election is held with the purpose to select the members of the House of Regional People Representatives as a representative of the people who will sit on the legislative. The legislative is the institution control for execution of the executive duties so that in the implementation of development and community are expected to walk in balance and managed to the maximum.

The Legislature in Kendari City

in 2011 consisted of 11 (eleven)

factions of the PAN faction members

and as many as 5 consecutive Golkar

31 berturut-turut Fraksi Golkar,

Demokrat, PKS, Hanura masing- masing 4 orang anggota, Fraksi PDIP 3 orang anggota, PBB 2 orang anggota fraksi PPP, PBR, dan Gerindra masing-masing mempunyai 1 (satu) orang anggota, sedangkan Fraksi PPDI belum ada gantinya.

Kinerja Dewan Perwakilan Rakyat Daerah Kota Kendari tahun 2011 dapat dilihat pada kegiatan yang dilakukan menghasilkan 12 buah Peraturan Daerah serta 14 Keputusan DPRD. Bila dibandingkan dengan tahun sebelumnya, jumlah tersebut lebih banyak, dimana pada tahun sebelumnya, terdapat 7 Peraturan Daerah serta 13 Keputusan DPRD.

2.3 Pegawai Negeri

Dalam prakteknya pada pelaksanaan pemerintahan daerah pada tahun 2011, di kota Kendari terdapat 7.705 pegawai yang berstatus Pegawai Negeri Sipil (PNS). Jumlah PNS perempuan lebih banyak dibandingkan PNS laki-laki

2.4 Administrasi Pemerintahan Kota Kendari dikepalai oleh seorang Walikota, dalam melaksanakan tugasnya, selain didampingi oleh wakilnya, Walikota Kendari dibantu oleh Sekretaris Wilayah Kota yang membawahi beberapa Asisten, Badan Perencanaan Pembangunan Daerah (BAPPEDA), dan Inspektorat Wilayah Daerah serta

Faction, Democrats, PKS, Hanura each 4 members, 3 members of the PDI-P faction, the PBB faction 2 members while the PPP faction members, PBR, PPDI, and Gerindra each have 1 (one) member, while replacement the PPDI faction has been no return.

Performance of the House of Regional People Representatives of Kendari City in 2011 can be seen in the activities carried out which produce 12 Regional Regulation and 14 Decrees parliament. When compared with the previous years, there were 7 regional and regulations and 13 decrees parliament.

2.3 Civil Servant

In practice the

implementation of local governance at year 2011, in Kendari City, there are 7.705 Public Civil Servant (PNS). The number of female PNS is larger than male PNS.

2.4 Governance Administration

dinas/vertikal yang masing-masing mempunyai lingkup tugas yang berbeda-beda. Di setiap kecamatan dan kelurahan, Walikota Kendari mendudukkan masing-masing seorang Camat dan seorang Lurah dalam upaya untuk membantu kelancaran pelaksanaan pembangunan dan kemasyarakatan sampai ke bawah.

Untuk mencapai hal tersebut diperlukan pendekatan pengelolaan yang strategis antara permasalahan internal dan tantangan eksternal bagi Kota Kendari, diperlukan suatu cara pandang bersama para pengelola kebijaksanaan maupun pelaku pembangunan Kota (Stakeholders) bagi masa depan Kota Kendari, dalam suatu Visi, Misi, Kebijaksanaan dan Strategi (Vimistra) Pembangunan Kota Kendari.

Visi, misi, kebijakan dan program RPJM Daerah Kota Kendari disusun sebagai penjabaran dari visi dan misi pasangan Walikota dan Wakil Walikota terpilih. Visi dan misi tersebut kemudian dijabarkan dalam bentuk dokumen perencanaan dengan memperhatikan kondisi, gambaran umum daerah maupun kebijakan pengembangan pembangunan kota serta mengacu pada RPJP Kota Kendari (Perda Nomor 10 Tahun 2001).

Untuk mencapai misi yang diemban, ditetapkan tujuan dan strategi kebijakan dengan

Vision and mission are then translated in the form of planning documents taking into the conditions, the general description of regional and urban development policy and refers to RPJP Kendari City (Perda No. 10 of year 2001).
