The Technical Collaboration Seminar between Japanese Specialized
Construction Technology Companies and Construction Companies in Indonesia
Introduction
The construction sector plays an important role in Indonesia’s national development. Besides pushing the development of other sectors, the construction sector is an economic activity that has a contribution of 10.7% to the GNP and absorbs 7.1% of the workforce (BPS, 2015). The Jokowi-JK government has determined infrastructure development as a priority program to improve public welfare. During the period of 2014-2019 a budget of IDR 5,519 T or around 11% of GNP/year has been planned to construct various infrastructure Rp. 5.519 T (Bappenas, 2014).
In 2017, there were 274,318 active contractors in Indonesia, consisting of 2,551 (<1%) big contractors that dominated 80% of the construction market, 35,561 (13%) medium-size contractors and 236,118 (86%) small-size contractors that competed in 10% of the construction market, with a general/specialist contractors ratio of 90%/10% (LPJKnet, 2017).
There are 9 factors that influence a country’s construction industry competitiveness, i.e. Government, Demand conditions, Human resources, Factor conditions, Industry Characteristics, Firm Strategy & Management, Culture, Chance, and Internationalization (Ericsson, 2015). Besides, in many developed countries a solid, reliable, and competitive construction industry structure is characterized by a relatively high number of specialist contractors compared to general contractors as can be seen in USA - 72%, Great Britain - 65%, Japan - 59%, and China - 48% (Wu Jia Ming et.al, 2003).
The development of specialist contractors is part of an important strategy to improve the Indonesian construction competitiveness as stated in the new Act No. 2, 2017 on Construction Services. The collaboration between general contractors and specialist contractors is believed to be able to increase creativity and innovation that facilitate added value (value for money) improvement of constructed infrastructure.
Objective of the Seminar
The purpose of this program is providing an opportunity to both for Japanese specialized construction technology companies and Indonesian construction companies for expanding business in the form of technical and management collaboration. The participants from Japan and Indonesia who shall have specialized construction technologies will make presentations and/or set up exhibition booths for introducing their own technologies in the seminar. The participant companies will discuss each other regarding technical collaboration for expanding new business both in domestic and international market and for finding a partner.

TOR for Indonesian Contractor Speaker
Three Indonesian contractors, who are interested to collaborate with Japanese contractors,
representative of Indonesian Contractors Association i.e. GAPEKSINDO, GAPENSI, and AKI are
invited to participate in the session for Indonesian Contractors. The time allocated for the session is
90 minutes (3 companies each 20 minutes presentation and 30 minutes Q&A). The company is
required to prepare ppt presentation (maximum 20 slides) and submitted to the committee, one
week before seminar’s date.
The company is expected to present:
1.
Their experiences in a collaboration between general contractor and specialist
contractor, between national contractor and foreign contractors, or between contractors
in general.
2.
Their specific opinions on the collaborations; constraints, opportunities & challenges,
and expected supports from the government to improve Indonesian contractors
competitiveness.
