ABSTRAK
Penyakit Tidak Menular (PTM) merupakan penyakit yang lebih banyak disebabkan oleh gaya hidup manusia atau sering dikenal juga dengan penyakit degeneratif. Berdasarkan Riset Kesehatan Dasar (2013) kasus PTM terus meningkat setiap tahunnya di Indonesia dimana tercatat prevalensi hipertensi 26,5%, Rematik 24,7%, Asma 4,5%, Penyakit Paru Obstruktif Kronik 3,7%, Diabetes Melitus 2,1%, Penyakit Jantung Koroner 1,5%, dan Stroke 1,2%. Posbindu PTM merupakan program nasional untuk menanggulangi masalah PTM melalui pendekatan preventif dan promotif..
Penelitian ini bertujuan untuk mengetahui analisis pelaksanaan program Posbindu PTM di wilayah kerja Puskesmas Polonia Kecamatan Medan Polonia Tahun 2016. Jenis penelitian ini adalah penelitian kualitatif dengan metode observasi dan wawancara mendalam terhadap delapan informan yang terdiri dari pihak Dinas Kesehatan Kota Medan, Kepala Puskesmas, Petugas Puskesmas Terkait, tiga kader posbindu, dan dua penderita PTM.
Hasil penelitian menunjukkan bahwa input meliputi tenaga pelaksana Posbindu masih kurang, sarana dan prasarana tergolong minim, dan biaya operasional sangat minim berasal dari dana BOK Puskesmas. Proses meliputi kegiatan program Posbindu tidak semua kegiatan dilakukan. Kader belum menjalankan tugasnya dengan baik dikarenakan pengetahuan kader masih rendah mengenai Posbindu PTM. Pelatihan/ pembinaan kader belum optimal dilakukan.
Berdasarkan hasil penelitian dapat disimpulkan bahwa program Posbindu PTM di wilayah Puskesmas Polonia belum maksimal, maka diharapkan kepada pihak Dinas Kesehatan Kota Medan melengkapi sarana dan prasarana serta memberikan pelatihan yang rutin bagi para kader. Diharapkan adanya kerjasama dan koordinasi dengan berbagai pihak dalam pelaksanaan Posbindu PTM dan diharapkan tenaga pelaksana dapat lebih aktif menjalankan perannya.

ABSTRACT
Non communicable diseases are usually caused by unhealthy lifestyle factors or also known as degenerative diseases. According to Riskesdas (2013) the prevalence of non communicable diseases keep increasing every year in Indonesia which including hypertension 26,5%, rheumatoid arthritis 24,7%, asthma 4,5%, chronic obstructive pulmonary disease 3,7%, diabetes mellitus 2,1%, coronary hearth disease 1,5%, and stroke 1,2%. Posbindu PTM (Non Communicable Disease Integrated Service Post) program is a national program for solving non communicable disease, by using preventive and promotion.
The objective of the research was to find out the implementation of Posbindu PTM program in the working area of Puskesmas Polonia (Polonia Primary Health Service), Medan Polonia, in 2016. The research used qualitative method, by conducting observation and in-depth interviews with eight informants that consisted of the management of Medan Health Service, the Head of Puskesmas, Posbindu Puskesmas Personnel, 3 Posbindu cadres, and 2 citizen non communicable disease sufferer.
The result of the research showed that input which included the lack of program implementer, facility and infrastructure were inadequate, and the operational cost which came from BOK of Puskesmas was also inadequate. Besides that, the proses which included Posbindu PTM program was not all programs could be implemented. Cadres did not do the activity well because their knowledge of Posbindu PTM was still low. The training/development for them was not optimal.
The conclusion of the research was that Posbindu program in the working area of Puskesmas Polonia was not maximal. It is recommended that the management of Medan Health Service complete the facility and infrastructure and provide training for cadres regularly. It is also recommended that collaboration and coordination should be performed in implementing Posbindu program and the program implementer that considered of cadres and nurse should actively play their role.
