Following the letter of the Directorate Development of Processing and Marketing of
Forest Products Number S.113/BPPHH-3/2015 date of 4 February 2015, subject of revision
input on Presidential Decree no. 54 of 2010, we herewith convey:
1. The Ministry of Environment and Forestry has set a timber legality verification
system (SVLK), a system to ensure the sustainability of forest management and/or
timber legality as well as timber tracking through certification of performance
assessment for sustainable production forest management (PHPL), timber legality
verification (LK) and suppliers’ conformity declaration (DKP). SVLK is the Indonesian
government's commitment to ensure timber legality and timber products traded in
domestic market as well as overseas markets (export);
2. In relation to point 1, the Director of Processing and Marketing of Forest Products
has proposed a revision to the President Regulation No. 54 of 2010 to LKPP as
follows:
a. In the Chapter XII, article 105, the proposed revision is in paragraph (2), namely:
The concept of environmentally friendly procurement should be applied in Election Document in form of requirements that comply with environmentally
resources and support the conservation of environmental functions in
accordance to job characteristics.
b. Adding one paragraph to Article 105, becomes paragraph (3), which reads:
c. (3) Especially for government procurement of timber products, it must comply
with the requirements in SVLK
d. Propose several timber products that have been obliged to fulfill SVLK to get
listed in the e-catalog of goods/services procurement of government in LKPP,
namely: plywood, furniture, particle board, sawn timber and molding.
3. In relation to point 1 and 2, ti er produ ts’ pro ure e t i the s ope of the
ministry is expected to comply with the requirements in SVLK.
