Dynamic situations, such as disaster relief, require the ability to create new feature types on-the-fly to reflect the situation on the ground. Also, collaborative data entry (e.g. crowd-sourcing) require this capability because it is difficult to a priori anticipate all the feature types that may be required.
Summary of

If a WFS is presented with the GML application schema (i.e. a .xsd file) via an HTTP POST (for example), it should instantiate that schema in its data store.

A significantly reduced capability to support dynamic, collaborative data creation activities.
