Dear Colleagues,

This year the Indonesian National Committee on Governance

(NCG – Komite Nasional Kebijakan Governance) is pleased to

announce that it will once again held a national forum to

facilitate regulators, corporations, and communities in

exchanging views and knowledge in implementing good

governance in Indonesia. This forum, which is the 3rd annual

forum, will again be held jointly with our long and important partner, RSM AAJ Associates, an accounting and consulting firm which is a strong supporter of good corporate governance.

Message from the Chairman of Indonesian National

Committee on Governance

As you know it is the aim of NCG to enhance comprehension and implementation of good governance in Indonesia and also to advise the government on governance issues, both in public and corporate sectors. Based on our experience in doing the first two national forums, we truly believe that this important event needs to be continued at least on an

annual basis. The theme of the 3rdAnnual Top Executive Forum on Governance, which will

be held in Grand Hyatt Nusa Dua, Bali, on 13-14 May 2010, will be LawEnforcement for

GoodGovernance . More than regulations or voluntary codes, enforcement is key to the success of creating an effective business environment and good corporate governance. This year forum will brought to the table the impact on corporate governance when rules are not enforced, and what can be done to improve corporate governance in weak enforcement environments. Public enforcement is necessary, and private enforcement mechanisms often require public laws to function. Private initiatives are often also taken under the threat of legislation or regulation. During this event, we will also be launching Indonesia Public Governance Code, which is the first ever existed.

As you can see in the this brochure, high profile individuals from the government agencies and from the private sector will be presenting their thoughts, knowledge and experience; and will share them with participant of the forum. This event will also be attended by high-ranking public officials, regulators, corporate leaders, capital market, state-owned enterprises, and banking community, and the media.

For that reason, I cordially invite you to participate in this event and together we can help promote good governance for Indonesia.

The Top Executive Forum on Governance is a forum for regulators, corporate leaders and business communities to meet, interact and exchange views on good governance and its implementations. The 1st Top Executive Forum was conducted on August 2007 addressing the issue of sustaining company value through GCG based practices. The 2ndTop Executive Forum was conducted on November 2008 addressing the issue of cultural perspectives on governance. Both events were conducted in Bali, Indonesia.

The Top Executive Forum on Governance is an initiative jointly conducted by Komite Nasional Kebijakan Governance (KNKG/NCG) and RSM AAJ Associates. KNKG is an independent body established by the Government of Indonesia with purpose to enhance the awareness and enforcement of good governance in Indonesia and to advise the government regarding governance issues. RSM AAJ Associates is an international firm with strong local presence in Indonesia delivering independent accounting and consulting services with vision to be the right partner to its stakeholders.

Overview

More than regulations, laws on the books, or voluntary codes, enforcement is key to creating an effective business environment and good corporate governance, at least in developing countries and transition economies.

Some suggests that private enforcement tools are often more effective than public tools. However, some public enforcement is necessary, and private enforcement mechanisms often require public laws to function. Private initiatives are often also taken under the threat of legislation or regulation, although in some countries bottom-up, private-led initiatives preceded and even shaped public laws. Concentrated ownership aligns incentives and encourages monitoring, but it weakens other corporate governance mechanisms and can impose significant costs. Various steps can be taken to reduce these costs and reinforce other corporate governance mechanisms. Political economy constraints however, resulting from the intermingling of business and politics, often prevent improvements in the enforcement environment and the adoption and implementation of public laws.

The two-day programme is presented to help explain enforcement, the impact on corporate governance when rules are not enforced, and what can be done to improve corporate governance in weak enforcement environments.

High profile individuals from the government agencies and from the private sector will be presenting their thoughts, knowledge and experience; and will share them with participant of the forum.

The Venue

The event will be held at Grand Hyatt Bali, located in Nusa Dua, approximately 12 kilometers (20 minutes) from Ngurah Rai International Airport. The Grand Hyatt Bali was conceived as a water-palace , with lakes, landscaped gardens and five swimming pools surrounding low-rise Balinese style buildings. The resort is just a short distance from Sanur, Kuta and Denpasar.

The Indonesian island of Bali is a favorite destination for both adventurers and those in need of a little relaxation. The waters off the coast of Bali's white beaches are an ideal spot for diving, while the dense jungles, teeming with monkeys and hidden stone temples, call out for exploration. Hike the rugged path to the summit of Mount Batur, and your effort will be rewarded with a stunning view. Then coax your sore muscles back into action with a massage at one of Bali's many luxury spas.

Religious Service

We have arranged a shuttle service for conference participants wishing to attend the afternoon mass in remembering the Accession of Jesus Christ day. The shuttle will depart from Grand Hyatt Nusa Dua to Gereja Bukit Doa. The service will be in English and commence at 6 PM.

We have also made suitable arrangement for conference participants who are attending the Friday Prayer (Shalat Jumat), which will be held in the hotel area.
