Your Excellency,

Following the announcement made by the Netherlands Minister

in charge of development aid during the recent meeting of the

Intergovernmental Group on Indonesia at Scheveningen, I have the

honour to confirm that the Netherlands Government is prepared to

grant to the Indonesian Government a gift of Nfl.

million,

and to make available via De Nederlandse Investerinesbank voor

Ontwikkelingslanden N.V. (NIO) a loan of Nfl.

17,3

million, the

terms of which will provide that the period of repayment shall be

25 years, including a period of grace of

7

years during which no

repayments of capital will be demanded, and that a flat rate of

interest of 3

%

per annum shall be charged on all sums disbursed

to the Government of Indonesia, payable each calendar half year.

With regard to the · implementation of this financial

assistance the Netherlands Government proposes that the procedures

laid down in the AgTeed Minutes of Discussions, dated December

9,

1966,

including all its annexes as subsequently amended or yet to

be amended in accordance with article 5 of said Agreed Minutes,

will apply, it being understood:

a.) that all purchases under this new assistance will be restricted

to goods of Netherlands origin;

b.) that purchases by the Indonesian Government and by Indonesian

state-enterprises in as much as they are financed through the

Indonesian budget can be channelled through the 11

Rijksinkoop-bureau11 (hIB), if so desired.

as soon as possible between the authorities concerned to arrange
