ABSTRAK
Resistensi kaum buruh merupakan bentuk ketidakpuasaan akibat diterapkannya undang-undang Ketenagakerjaan No 13 Tahun 2003 yang melegalkan praktek sistem kerja kontrak di perusahaan-perusahaan. Undang-undang ini sangat merugikan buruh karena banyaknya jaminan upah hinggal jaminan sosial yang tidak diberikan perusahaan. Penelitian ini mencoba untuk menganalisis resistensi buruh terhadap kebiajakan sistem outsourcing di kota Medan. Dalam mengkaji resistensi buruh terhadap kebijakan sistem outsourcing ini peneliti menggunakan teori buruh, teori resistensi dan konsep outsourcing (ahli daya).
Metode penelitian yang digunakan adalah metode deskriptif kualitatif, hasil penelitian menyimpulkan bahwa kebijakan sistem outsourcing yang diterapkan perusahaan menimbulkan perlawanan buruh. Perlawanan GSBI dikatakan masih belum sepenuhnya berhasil.

Labor Resistance to Outsourcing System Policy (Case Study: Association of Indonesian Trade Unions (GSBI) in Medan)

ABSTRACT
The resistance of the workers is a form of discontent due to the enactment of Labor Law No. 13 of 2003 which legalizes the practice of contract work systems in companies. This law is very detrimental to the workers due to the large amount of wage insurance coverage that is not provided by the company. This study attempts to analyze the resistance of laborers to the outsourcing system policy in Medan city. In reviewing the resistance of laborers to the policy of outsourcing system this researcher uses labor theory, resistance theory and outsourcing concept (power expert).
The research method used is qualitative descriptive method, the result of the research concludes that the policy of outsourcing system applied by company raises labor resistance. GSBI resistance is said to still not fully successful.
