Apakah Market Sounding?
• The market sounding process was used to provide an indication of the marketability of the project and to highlight any potential commercial constraints.
• It was also an opportunity to prepare the market for the potential PPP project. • The market sounding was also used as a
means of estimating the assumptions that have been used to develop the Partnership Model and to analyse the potential for value for money.

• “Market sounding bukan hanya soal proyek tapi juga jadi sarana daerah mendapatkan input dari calon investor,”

The key objectives of the market sounding process can therefore be summarised as follows:
• To provide an outline of the Project to those parties interested in participating;
• To seek as wide a range of views from those interested parties on how the Government might optimise value for money through the Project;
• To seek feedback from interested parties on the potential commercial structure envisaged through a PPP approach;
• To ascertain the likely level of market interest, capability and capacity in delivery of the Project through a PPP;
• To identify issues about which the private sector has concerns so as to ensure these are addressed appropriately in refining the Project; and
• To provide an opportunity for the private sector to communicate their requirements of the procurement process.

• TEMPO.CO,Jakarta- Badan Koordinasi Penanaman Modal tahun 2013 ini bakal menawarkan 15 proyek infrastruktur bernilai Rp 100 triliun kepada investor. Proyek ini nantinya akan menggunakan skema kerja sama pemerintah dan swasta (KPS). "Dalammarket sounding2013 ini ada proyek-proyek di 2012 yang akan dibawa kembali. Total target kami, ada 15 proyek-proyek yang akan ditawarkan," kata Direktur Perencanaan Investasi Infrastruktur, Fritz Horas Silalahi, kepada wartawan di Jakarta, Senin, 25 Februari 2013.
Meski begitu, Fritz belum bisa menyebutkan proyek apa saja yang dibawa dari tahun 2012 yang akan ditawarkan dalam pada 2013. "Kami masih meneliti mana yang kira-kira layak. Minggu depan kami akan rapat lagi untuk menentukan kondisi-kondisi proyek tersebut."
Ada sembilan proyek baru dengan total nilai sebesar US$ 9 miliar yang sudah pasti akan dibawa dalammarket sounding2013 ini. Proyek-proyek tersebut adalah proyek pengelolaan limbah Batam senilai US$ 75-200 juta, proyek penyediaan air Semarang senilai US$ 50-80 juta, proyek bandara internasional Kertajati senilai US$ 842,6 juta, jalan tol Cileunyi-Sumedang-Dawuan senilai US$ 779 juta. Kemudian yaitu proyek pengelolaan limbah Bandung senilai US$ 42,1 juta, proyek pembangkit listrik di Sumatera (2x600 megawatt) senilai US$ 1.560 juta, proyek pembangkit listrik di Sumatera (1x600 megawatt) senilai US$ 780,8 juta, proyek pembangkit listrik Jambi senilai US$ 1.350 juta, dan pembangkit listrik Karama senilai US$ 1.398 juta.
Kepala Subdirektorat Energi dan Sumber Daya Air, Imam Suyudi, mengatakan, investor asing dan lokal tertarik pada seluruh jenis proyek yang ditawarkan. "Kalau investor asing kebanyakan tertarik dengan proyek energi," ujarnya. Investor asing tersebut terutama berasal dari Jepang, Spanyol, Prancis, dan Singapura.
Sepanjang 2012, BKPM telah melakukanmarket sounding, baik di dalam maupun luar negeri, atas 12 proyek infrastruktur. Total nilai investasi dari 12 proyek tersebut diperkirakan mencapai Rp 92,73 triliun.
Dari sejumlah proyek yang telah ditawarkan, hingga saat ini belum ada kemajuan yang signifikan. Alasannya, menurut Fritz, karena terhambat pengadaan dan pembebasan lahan. "Saat ini, proyek listrik 2x1.000 megawatt di Jawa Tengah senilai Rp 33 triliun hampir memasuki tahap penutupan finansial. Ini agak mundur dari jadwal karena problem pembebasan lahan," ujarnya.
