Certainly is not out of the development of education learning. Starting from
procurement of Electronic Books, up to Mobile Education. The development of learning is not out of the way of technological development. For that, we need to develop in a way learn to use Mobile Education, so that the community did not need to have to back and forth looking for a book or download a book whose size the file until hundreds of Mega Bytes with the Electronic Books. With this MePe Online (Media Pembelajaran Online), people
especially the students can save times and some money for getting that MePe Online.
INTRODUCTION 1.1. Background Study
Certainly is not out of the development of education learning. Starting from procurement of Electronic Books, up to Mobile Education. The development of learning is not out of the way of technological development. For that, we need to develop in a way learn to use Mobile Education, so that the community did not need to have to back and forth looking for a book or download a book whose size the file until hundreds of Mega Bytes with the Electronic Books. With this MePe Online (Media Pembelajaran Online), people especially the students can save times and some money for getting that MePe Online.
MePe Online is an application which combine Mobile Learning and Internet. Mobile Learning is “personal and portable”, much useful for distance learners .Teacher educators have to focus on the mobile devices themselves and more particularly on the characteristics of the learning experience they facilitate and the learners who interact with them [ CITATION Joa13 \l 1033 ]. Internet is a set of interconnected computer networks that are physically and have the ability to read and decipher specific communication protocol called Internet Protocol (IP) and
Transmission Control Protocol (TCP). Protocol is a simple specification of how computers exchange information (Allan, [ CITATION Uma \l 1033 ], 2005). So, MePe Online can conclude as an application portable using for gadget especially Smartphone and can connect on Internet.

Mobile Learning Applications in Indonesia have been beneficial for the students, but the existing Mobile Learning Applications are less effective for improving the ability of the students. Why? Because in the Mobile Learning
Applications are available, students can not hone his ability with other students, or at least with the AI to determine the extent of achievement or the student's ability to understand the lesson.
1.2. Resource Potentials and Market Opportunities
Central storage and filter Mobile Application in Indonesia is Kemdikbud. Actually, in Indonesia there are so many mobile applications developers, each area is also available, but the parent of all Mobile Application developers in Indonesia and most competitive Kemdikbud only. Schools in Indonesia is also very much, even in rural areas. With the MePe Online is to obtain equality in education, the opportunities that MePe Online is very helpful and useful for education in Indonesia is enormous.
