A. Background
The Devel opment of Inf ormat ion and Communicat ions Technol ogy
(“ ICT” )
are
nowadays running rapidl y. The cont rol and suppl y of t echnol ogy have been
dominat ing most l y by f oreigner; t hus, t he indicat ion occurs t hat t he t echnol ogy
t ransf er was not properl y impl ement ed. The serious and cont inuous ef f ort have
t o be kept on execut ed, in order t o support t he independency of ICT indust ry by
means of sel f -empowerment pol icy.
One of t he support ive pol icies was t he obl igat ion t o do a f inancing in t own or t o
consume l ocal cont ent / l ocal product wit h t he minimal provisions of 30% of t he
Capex and 50% of Opex per year. On t his condit ion, it must be most l y of t he
Capex wil l come t o t he f oreigner as t he t echnol ogy mast er. General l y, t he
government regul at ion and pol icy have not given t he incent ive yet t o t he privat e
ent erprises t o part icipat e in devel oping t he domest ic indust ry.
The suppl y and expl oit at ion of net work inf rast ruct ure (back-bone) in Indonesia
now on is not ef f icient enough; one of t hem is not ed by which each
t el ecommunicat ion service provider has t heir own net work inf rast ruct ure
(back-bone). The f oreign count ries’ pol icy t hat t he government provides t wo
al t ernat ives which are providing t he net work back-bone it sel f or giving
incent ives t o t he t he privat e sect or who is int end t o const ruct it . Meanwhil e, t he
suppl y of net work back-bone by Indonesian government nowadays, such as a
const ruct ion of nat ional f iber-opt ics net work (Pal apa Ring), is impossibl e, since
t he t he budget is l imit ed; t heref ore, it is t hen of f ered t o t he privat e ent erprises.
To accel erat e net work back-bone const ruct ion in order t o provide an af f oradabl e
cost access t o al l of Indonesian communit ies, some st rat egic t hought s are
required t hat can be cont inuousl y impl ement ed. By having t he net work back-bone
f or dat a communicat ions, voice, and images (Next Generat ion Net work)
avail abl e, it wil l urge t he growt h of rel evant indust ry, such as : mul t imedia,
broadcast ing, appl icat ion sof t ware, and ot her support ing indust ries. Int ernat ional
Conf erence on Inf ormat ion and Communicat ions Technol ogy and t he Nat ional
Coordinat ion Meet ing Tel emat ics are conduct ed t o discuss and f ormul e a
recommendat ion t o sol ve t hose probl ems/ chal l enges.

Purpose and Obj ective
Int ernat ional Conf erence of Inf ormat ion Technol ogy and Communicat ions and
Tel emat ic Nat ional Coordinat ion Meet ing of Kadin Indonesia, are hel d once a
year in roder t o eval uat e work resul t of year 2006 and t he impl ement at ion of
work program 2007, as wel l as t o give input s t o government f or t he t elemat ic
devel opment in Indonesia.
