ABSTRAK
Kebijakan program jaminan persalinan diharapkan dapat menurunkan angka kematian ibu dan bayi di Indonesia. Program Jaminan persalinan di Kota Padangsidimpuan dimulai sejak bulan Juni 2011. Namun angka kematian ibu dan bayi masih cukup tinggi. Hal tersebut dikarenakan adanya persepsi bidan yang salah terhadap program Jaminan persalinan, sehingga sikap dan motivasi bidan rendah dalam pemberian pelayanan kesehatan.
Tujuan penelitian ini untuk mengetahui pengaruh psikologis (sikap dan motivasi) dan organisasi (sumber daya dan imbalan) terhadap kinerja bidan dalam pelaksanaan program Jaminan Persalinan di Kota Padangsidimpuan. Jenis penelitian asosiatif kausal. Sampel penelitian adalah bidan yang mengikat perjanjian kerja sama terhadap program jaminan persalinan di Kota Padangsidimpuan yaitu sebanyak 70 orang. Data faktor psikologis (sikap dan motivasi) dan organisasi (sumber daya dan imbalan) serta kinerja diperoleh dengan wawancara langsung menggunakan kuesioner. Data yang sudah dikumpulkan dianalisis dengan uji regresi logistik.
Hasil penelitian menunjukkan bahwa variabel sikap, motivasi, sumber daya, dan imbalan berpengaruh signifikan pada alpha 5% terhadap kinerja bidan dalam pelaksanaan program Jaminan Persalinan. Variabel motivasi adalah paling dominan pengaruhnya terhadap kinerja bidan dalam pelaksanaan program Jaminan Persalinan di Kota Padangsidimpuan.
Untuk meningkatkan motivasi bidan dalam melaksanakan program Jaminan persalinan, maka disarankan bagi Pemerintah Kota Padangsidimpuan agar melakukan pengawasan terkait dengan besar imbalan yang diberikan oleh Dinas Kesehatan kepada setiap bidan yang ikut program Jaminan persalinan agar besar imbalan yang bidan dapatkan sesuai dengan tarif yang ditetapkan.

ABSTRACT
The policy of confinement security program is expected to be able to decrease mortality rate of mothers and babies in Indonesia. This program began in June, 2011 at Padangsidempuan, but the mortality rate of mothers and babies is still high. This is
because midwives’ wrong perception on the confinement security program so that
their attitude and motivation in providing health service are low.
The aim of the research was to know the influences of psychological factors (attitude and motivation) and organizational factors (resources and reward) on
midwives’ performance in implementing the confinement security program at
Padangsidempuan. The type of the research was associative clausal. The samples comprised 70 midwives who made the cooperative agreement in confinement security program at Padangsidempuan. The data of psychological factors (attitude and motivation), organizational factors (resources and reward), and performance were gathered by performing in-depth interviews and using questionnaires. The gathered data were analyzed by using logistic linear regression tests.
The result of the research showed that the variables of attitude, motivation, resources, and reward had significant at alpha 5% influence on midwives’ performance in implementing confinement security program. The variable of
motivation had the most significant influence on midwives’ performance in
implementing confinement security program at Padangsidempuan.
In order to increase midwives’ motivation in implementing confinement
security program, it is recommended that Padangsidempuan Regional Administration should carry out control on the amount of reward given by the Health Service to each midwife who participates in the confinement security program; the amount of reward should be in line with the standard tariff.
