The r evenue cost r at io ( RCR's) value is gr eat er t han one, m eaning t hat USD 1 ear ned fr om soybean pr oduct ion r equir e m or e t han a USD 1 r esour ces cost ( Gonzales, 1993) . Am ong t hr ee m ain food cr ops ( r ice, m aize, and soybean) soybean is t he least efficient cr op t o gr ow . The RCRs of r ice and m aize ar e gener ally less t han one I ndonesia soybean pr oduct ion in t hese 5 year s is r elat ively st agnant on a low level, ave. 487t housand t on/ year ,in ot her w or ds, less t han 1% of t he w or ld pr oduct ion. Nat ur ally, dom est ic consum pt ion cannot be fulfilled. To m eet t he dem and, gover nm ent st ar t ed t he " Soybean Aw akem ent " m ovem ent w hich w as not succesful.
