HE MINISTRY of Energy and Mineral Resources (ESDM) prepares a strategy to encourage investment activities for exploration in the mineral and coal sub-sector (minerba). The plan is that the Ministry of Energy and Mineral Resources will provide "right to match" incentives for those who carry out the assignment of exploration activities in the sub-sector. The Director of Mineral and Coal Program Development at the Ministry of ESDM, Sunindyo Suryo, said that his party is currently preparing a Draft Government Regulation (RPP) which regulates the provisions regarding the provision of right to match incentives. "This year's RPP is expected to be published, it has been processed since Law 3/2020 (Minerba Law) was issued," said Sunindyo to Kontan.co.id, Friday (9/7).

The RPP regarding exploration assign-ments and the accompanying right to match incentives, continued Sunindyo, is a follow-up to Article 17B of Law No. 3 of 2020 concerning Amendments to Law No. 4 of 2009 concerning Mineral and Coal Mining.

As is known, Law No. 3 of 2020 changes several articles in Law No. 4 of 2009 as well as inserting an additional article on the rules of the Act. Article 17B itself is an additional article that is inserted. Previously, this article did not exist.

EMENTERIAN Energi dan Sumber Daya Mineral (ESDM) menyiapkan strategi untuk mendorong kegiatan investasi untuk eksplorasi di sub sektor mineral dan batubara (minerba). Rencananya, Kemen-terian ESDM bakal memberikan insentif “right to match” bagi pihak yang menjalan-kan penugasan kegiatan eksplorasi di sub sektor tersebut.

Direktur Pembinaan Program Minerba Kementerian ESDM, Sunindyo Suryo mengatakan, pihaknya tengah menyusun Rancangan Peraturan Pemerintah (RPP) yang mengatur ketentuan perihal pem-berian insentif right to match. “RPP tahun ini diharapkan terbit, sudah diproses semenjak UU 3/2020 (UU Minerba) terbit,” ujar Sunindyo kepada Kontan.co.id, Jumat (9/7).

RPP perihal penugasan eksplorasi berikut insentif right to match yang menyertainya, lanjut Sunindyo, merupakan tindak lanjut Pasal 17B Undang-Undang No.3 tahun 2020 tentang Perubahan UU No. 4 Tahun 2009 tentang Pertambangan Mineral dan Batubara.

Seperti diketahui, UU Nomor 3 Tahun 2020 mengubah beberapa beberapa pasal yang ada pada UU No. 4 Tahun 2009 serta menyisipkan pasal tambahan pada aturan UU itu. Pasal 17B sendiri merupakan pasal tambahan yang disisipkan. Sebelumnya, pasal tersebut tidak ada.

3 of 2020 states, the minister can assign assignments to state research institutions, state-owned enterprises, regionally-owned enterprises, or private companies to conduct investigations and research in the context of preparing Metal Mineral and Mining Business Permit Areas (WIUP). Coal Mining Permit Areas.

SOEs, regionally-owned enterprises, or private companies that get the assignment will later get the right to match the bids in the auction of the explored area or commonly known as the right to match. This provision is regulated in Paragraph (3) of Law Number 3 of 2020.

As a comparison, the provisions regarding the assignment to conduct investigations and research in the context of preparing metallic Mineral WIUP and Coal WIUP have actually also been regulated in Article 87 of Law no. 4 of 2009. However, the assign-ment targets in these provisions are only aimed at state and/or regional research institutions. In addition, Law no. 4 of 2009 also does not mention the right to match bids, aka right to match.

Sunindyo explained that this assignment scheme can also be carried out based on requests from companies that want right to match incentives.

In the event that the assigned area is designated as metallic Mineral WIUP and Coal WIUP, the company that has carried out regional exploration assignments and participated in the auction of the area can use its right to match to match the bid from the highest bidder and win the auction. This is based on the consideration that companies that have carried out regional exploration assignments have more experience in the area and have incurred exploration costs.

Ayat (1) Pasal 17B UU Nomor 3 Tahun 2020 menyebutkan, menteri dapat memberikan penugasan kepada lembaga riset negara, BUMN, badan usaha milik daerah, atau perusahaan swasta untuk melakukan penyelidikan dan penelitian dalam rangka penyiapan Wilayah Izin Usaha Pertam-bangan (WIUP) Mineral logam dan WIUP Batubara.

BUMN, badan usaha milik daerah, atau perusahaan swasta yang mendapatkan penugasan tersebut nantinya mendapatkan hak menyamai penawaran dalam lelang wilayah yang dieksplorasi atau biasa dikenal dengan right to match. Ketentuan ini diatur dalam Ayat (3) UU Nomor 3 Tahun 2020. Sebagai pembanding, ketentuan perihal penugasan untuk melakukan penyelidikan dan penelitian dalam rangka penyiapan WIUP Mineral logam dan WIUP Batubara sebenarnya juga sudah diatur dalam Pasal 87 UU No. 4 Tahun 2009. Hanya saja, sasaran penugasan dalam ketentuan tersebut hanya ditujukan pada lembaga riset negara dan/atau daerah. Selain itu, UU No. 4 Tahun 2009 juga tidak menyinggung soal hak menyamai penawaran alias right to match. Sunindyo membeberkan, skema pemberian penugasan ini nantinya bisa juga dilakukan berdasarkan permohonan dari perusahaan yang menginginkan insentif right to match. Dalam hal wilayah penugasannya ditetapkan sebagai WIUP Mineral logam dan WIUP Batubara, perusahaan yang telah melak-sanakan penugasan eksplorasi wilayah dan mengikuti lelang wilayah tersebut dapat menggunakan right to match yang dimiliki untuk menyamai penawaran dari penawar tertinggi dan memenangkan lelang.

Hal ini didasarkan pada pertimbangan bahwa perusahaan yang telah melaksanakan penugasan eksplorasi wilayah memiliki pengalaman lebih banyak di wilayah tersebut serta telah mengeluarkan biaya eksplorasi.

Chairman of the Association of Indonesian Mining Experts (Perhapi), Rizal Kasli said, Perhapi supports the discourse of providing rights to match incentives to companies conducting mineral and coal exploration. Perhapi himself, said Rizal, had given input to the Ministry of ESDM to implement the incentive mechanism to encourage companies' interest in conducting exploration activities in the mineral and coal sub-sector.

According to Rizal, Indonesia has stagnated in the field of mineral resource exploration in the last decade. According to him, this is reflected, for example, in expenditures or expenditures for exploration in Indonesia, which is only around US$ 100-200 million a year or equivalent to 1%-2% of the world's total exploration budget based on 2016 S&P Global data and the Ministry of ESDM.

"We hope that (exploration investment) will increase (with the right to match)," Rizal said to Kontan.co.id (7/7).

Even so, Rizal considered that the government still had other 'homework' to encourage companies to carry out exploration activities in the mineral and coal sub-sector. According to him, the government still needs to solve other problems, such as the speed and effectiveness of licensing services and land issues.

“There are so many licenses spread across various ministries/agencies and they are still taking a long time. Land overlapping and long processes in land acquisition," said Rizal.

“Bila penerima penugasan menganggap nilai itu (nilai lelang dari penawar tertinggi) terlalu tinggi dan menyatakan tidak meng-gunakan right to match, maka pemenangnya adalah pihak yang bukan penerima penu-gasan (penawar tertinggi),” terang Sunindyo. Ketua Umum Perhimpunan Ahli Pertam-bangan Indonesia (Perhapi), Rizal Kasli mengatakan, Perhapi mendukung wacana pemberian insentif right to match kepada perusahaan yang melakukan eksplorasi minerba. Perhapi sendiri, kata Rizal, pernah memberi masukan kepada Kementerian ESDM untuk memberlakukan mekanisme insentif tersebut guna mendorong minat perusahaan untuk melakukan kegiatan eksplorasi di sub sektor minerba.

Menurut Rizal, Indonesia mengalami stagnasi di bidang eksplorasi sumber daya mineral dalam dekade terakhir. Hal ini menurutnya tercermin misalnya dalam pengeluaran biaya atawa spending expenditure eksplorasi di Indonesia yang hanya berkisar US$ 100 – 200 juta dalam setahun atau setara 1%-2% total anggaran eksplorasi dunia berdasarkan data S&P Global 2016 dan KESDM.

“Harapan kita sih (investasi eksplorasi) meningkat (dengan adanya right to match),” kata Rizal kepada Kontan.co.id (7/7).

Meski begitu, Rizal menilai bahwa pemerintah masih punya ‘pekerjaan rumah’ lainnya untuk mendorong minat perusahaan untuk melakukan kegiatan eksplorasi di sub sektor minerba. Pemerintah menurutnya masih perlu menyelesaikan persoalan-persoalan lain seperti misalnya kecepatan dan efektivitas pelayanan perizinan serta masalah pertanahan.

“Perizinan sangat banyak tersebar di ber-bagai kementerian/lembaga dan masih lama. Tumpang tindih lahan dan proses lama dalam pembebasan lahan,” kata Rizal.

T DIDN'T take long for coal prices to rise after falling. The price of ICE Newcastle thermal coal futures contracts successfully closed above the level of US$ 135/ton this week.

AK BUTUH waktu lama untuk harga batu bara bangkit setelah jatuh. Harga kontrak futures (berjangka) batu bara termal ICE Newcastle sukses ditutup di atas level US$ 135/ton pekan ini.

Sejatinya awal pekan ini sang batu legam sempat terkoreksi mendekati level psikologis US$ 130/ton tepatnya di level US$ 130,25/ton pada perdagangan Rabu (7/7/2021) akibat kenaikan harga yang terlalu kencang dalam beberapa bulan dan meningkatnya kasus Covid-19, di negara-negara emerging market, yang selama ini menjadi konsumen utama batu bara seperti India, Australia, dan Indonesia. Meskipun demikian kuatnya permintaan sukses menopang harga komoditas si batu legam kembali menghijau pekan ini. Tercatat batu bara berhasil naik 1,54% ke level harga US$ 136,10/ton sepekan ter-akhir dan terus mendekati level tertinggi-nya selama 20 tahun terakhir di angka US$ 137,6/ton

Sekretaris Perusahaan PT Timah Abdullah Umar Baswedan mengungkapkan, demi memaksimalkan harga timah maka perlu strategi untuk menjaga suplai logam timah dunia.

second quarter of 2021 is certain to increase compared to the achievement in the first quarter of 2021. "Alhamdulillah, the results have been seen where the second quarter will increase compared to the first quarter," Abdullah explained to Kontan.co.id, Sunday (11/7).

However, Abdullah still cannot elaborate further on TINS' performance in the second quarter of this year. Meanwhile, a number of efforts will certainly be carried out to maintain the positive performance that has been achieved in the first quarter of 2021.

Referring to the financial statements, TINS managed to record a net profit of Rp 10.34 billion in the first quarter of 2021. This realization is inversely proportional to a net loss of Rp 412.85 billion in the first quarter of 2020.

The increase in the TINS bottom line occurred when the revenue of this state-owned issuer posted a decrease in revenue. It is noted that TINS posted revenues of Rp 2.44 trillion, a 44.78 percent decrease from revenues in the same period last year of Rp 4.42 trillion. "Internally, the strategies carried out include reducing short-term debt burden, cost efficiency of all lines and optimizing production at low costs," Abdullah explained.

Abdullah continued, one of the efforts to increase production is by focusing on the offshore sector which is considered to have lower costs. Tin production in the first quarter fell 63 percent to 5,220 tons and sales of tin fell 66% to 5,912 tons.

Kendati demikian, Abdullah masih belum bisa merinci lebih jauh kinerja TINS pada kuartal II tahun ini. Adapun, sejumlah upaya dipastikan akan tetap dilakukan demi menjaga kinerja positif yang sudah diraih pada kuartal I 2021.

Merujuk laporan keuangan, TINS berhasil membukukan laba bersih senilai Rp 10,34 miliar di kuartal pertama 2021. Realisasi ini berbanding terbalik dari kerugian bersih Rp 412,85 miliar di kuartal pertama 2020.

Naiknya bottom line TINS terjadi saat pendapatan emiten pelat merah ini membukukan penurunan pendapatan. Tercatat, TINS membukukan pendapatan senilai Rp 2,44 triliun, menurun 44,78% dari pendapatan di periode yang sama tahun lalu Rp 4,42 triliun.

"Secara internal, strategi yang dilakukan antara lain pengurangan beban utang jangka pendek, efisiensi biaya segala lini dan optimalisasi produksi dengan biaya rendah," jelas Abdullah.

Abdullah melanjutkan, upaya peningkatan produksi salah satunya dengan berfokus pada sektor offshore yang dinilai memiliki cost lebih rendah. Produksi logam timah pada kuartal pertama terkoreksi 63% menjadi 5.220 ton dan penjualan logam timah terkoreksi 66% menjadi 5.912 ton. allocation is still around Rp. 1.95 trillion. However, Abdullah is still unable to detail the absorption so far.

In Kontan's report, of the amount of capex provided, about 94% is for investment costs and 6% is allocated to subsidiaries. "Capex is still in that range, the largest allocation is for the completion of the new smelter (Ausmelt)," Abdullah added.

Abdullah also confirmed that the Ausmelt project is still running. The development of the project was recognized as exceeding the stated target.

In Kontan's note, TINS targets the construction of this project to be completed by the end of this year and commissioning to be completed in February 2022. The smelter will also increase the company's production capacity to 70,000 tons to 80,000 tons per year.

Abdullah mengungkapkan, hingga saat ini alokasi capex TINS pun masih tetap dikisaran Rp 1,95 triliun. Kendati demikian, Abdullah masih belum bisa mendetailkan serapan hingga saat ini. Dalam pemberitaan Kontan, dari besaran capex yang disediakan, sekitar 94% untuk biaya investasi dan 6% dialokasikan untuk entitas anak usaha. "Capex masih dikisaran itu, alokasi terbesar untuk penyelesaian new smelter (Ausmelt)," tambah Abdullah.

Abdullah pun memastikan proyek Ausmelt kini masih tetap berjalan. Perkembangan proyek pun diakui melebihi target yang dicanangkan. Dalam catatan Kontan, TINS menargetkan konstruksi proyek ini dapat rampung pada akhir tahun ini dan commissioning rampung pada Februari 2022 mendatang. Smelter ini juga akan meningkatkan kapasitas produksi perusahaan menjadi 70.000 ton hingga 80.000 ton per tahun.

HE MINISTRY of Energy and Mineral Resources (ESDM) continues to strengthen supervision of mineral and coal mining (minerba) businesses in Indonesia. Increased supervision is carried out by using a combination of machine learning and artificial intelligence technologies in image processing and geodatasets.

"We will continue to carry out integrated supervision using a combination of digital media, so that improvements can be made immediately," said Director of Coal Business Development Sujatmiko, quoted from a press release, Sunday (11/7/2021).

EMENTERIAN Energi dan Sumber Daya Mineral (ESDM) terus memperkuat peng-awasan terhadap usaha pertambangan mineral dan batu bara (minerba) di Indonesia. Peningkatan pengawasan dilakukan dengan penggunaan kombinasi teknologi machine learning dan artificial intelligence dalam pengolahan citra dan geodatasets.

“Kami akan terus melakukan pengawasan yang terpadu dengan menggunakan kombi-nasi media digital, sehingga perbaikannya dapat dilakukan segera,” kata Direktur Pembinaan Pengusahaan Batubara Sujatmiko, dikutip dari siaran pers, Minggu (11/7/2021).

"Of course this is not a small amount of money for the national economy," he said. Last year's national coal production reached 564 million tons, of which 138 million tons were used for domestic needs. "You can imagine that without coal, our electricity [tariff] would not be as cheap as it is today," said Sujatmiko.

As a concern for environmental issues, the government also continues to encourage the application of technology through clean coal technology. He hopes that the application of this technology can fulfill the mandate as a low-carbon energy source.

Sumber daya dan cadangan batu bara yang saat ini mencapai 143,7 miliar ton dan 38,8 miliar ton, dimanfaatkan pemerintah untuk menjawab isu-isu dalam energi trilemma, yaitu ketahanan energi, keterjangkauan energi, dan keberlanjutan energy.

“Walaupun banyak orang mengatakan batu bara ini sebagai sumber energi yang kotor, namun sesungguhnya batu bara bisa digunakan untuk sumber energi yang ber-kecukupan dan terjangkau untuk masya-rakat dan peduli terhadap lingkungan,” ujar Sujatmiko.

Besarnya kontribusi minerba juga dapat dilihat dari sumbangsih dalam Penerimaan Negara Bukan Pajak (PNBP) 2020 sebesar Rp34,65 triliun, dan Rp1,67 triliun untuk pengembangan dan pemberdayaan masya-rakat (PPM).

“Tentu ini bukan [jumlah] uang yang sedikit bagi perekonomian nasional,” katanya.

Produksi batu bara nasional tahun lalu mencapai 564 juta ton, di mana 138 juta ton di antaranya digunakan untuk kebu-tuhan dalam negeri. “Bisa dibayangkan kalau tidak ada batu bara, [tarif] listrik kita tidak semurah saat ini,” kata Sujatmiko. Sebagai kepedulian atas isu lingkungan, pemerintah juga terus mendorong pene-rapan teknologi melalui clean coal techno-logy. T FREEPORT Indonesia (PTFI) is the largest gold mine in Indonesia and even the mine in the Grasberg area is one of the largest copper and gold deposits in the world. This mine is located in the highlands of Mimika Regency, Papua Province which explores, mines and processes ores that produce concentrates containing gold, copper and silver. PTFI itself is an affiliated mineral mining company of Freeport-McMoran (FCX) and Mining Industry Indonesia (MIND ID). As reported by PTFI's official website, since the signing of Contract of Work (COW) 1 in 1967, PTFI started mining and ore processing production in 1972, which means that the mine has been in production for almost 50 years. Therefore, PT Freeport Indonesia has made various efforts to restore biodiversity that was damaged during mining operations, protect the environment, the economy, and build community facilities around the mine.

Some of PTFI's efforts in 2021 include the construction of a suspension bridge, providing 3 health clinics to the community, planting trees, repairing roads due to landslides, and renovating the Sport Complex (MSC) stadium to support the success of the XX Papua PON 2021.

T FREEPORT Indonesia (PTFI) merupakan tambang emas terbesar di Indonesia dan bahkan tambang di kawasan Grasberg tersebut salah salah satu deposit tembaga dan emas terbesar di dunia. Tambang ini berada di dataran tinggi di Kabupaten Mimika, Provinsi Papua yang melakukan eksplorasi, menambang dan memroses bijih yang menghasilkan konsentrat dengan kandungan emas, tembaga, dan perak. PTFI sendiri merupakan perusahaan tambang mineral afiliasi dari Freeport-McMoran (FCX) dan Mining Industry Indonesia (MIND ID). Seperti dilansir oleh web resmi PTFI, sejak penandatanganan Kontrak Karya (KK) 1 pada tahun 1967, PTFI memulai produksi penambangan dan pengolahan bijih pada tahun 1972, yang berarti sudah hampir 50 tahun tambang tersebut berproduksi. Maka dari itu, PTFI telah melakukan berbagai macam upaya untuk memulihkan kembali keanekaragaman hayati yang rusak selama kegiatan operasional tambang, menjaga lingkungan hidup, ekonomi, serta pembangunan fasilitas masyarakat sekitar pertambangan.

Beberapa upaya PTFI pada tahun 2021 ini antara lain yaitu seperti pembangunan jembatan gantung, pemberian 3 klinik kesehatan kepada masyarakat, melakukan penanaman pohon, perbaikan jalan akibat longsor, serta merenovasi stadion Sport Complex (MSC) untuk mendukung suksesnya PON XX Papua 2021.

virtual discussion on Ecosystem Restoration for Biodiversity Sustainability on Kompas TV, on Tuesday (6/7/2021) said that his party had planted 1 million trees on an area of 400 ha in the first semester of 2021 and would target tree planting as much as 2.7 million in land around mining in 2021. In addition, PTFI will also pay attention to the education of the community around the mine.

Tony also added that a biodiversity research center has been conducted in the lowlands in an area of 100 ha. Then PTFI has also made 12 books on biodiversity that will be given to elementary, middle, and high school students, as well as providing and inviting them to PTFI conservation which focuses on Papua's biodiversity.

“Because we believe that the community around us must grow with us. We have supported and implemented several Sustainable Development Goals (SDGs) items, including biodiversity and environ-mental conservation," he explained.

He hopes that after the end of mining activities in 2041, the surrounding community will live a better life.

Selain itu PTFI juga akan memerhatikan pendidikan masyarakat sekitar pertambangan. Tony juga menambahkan bahwa telah di-lakukan pusat penelitian keanekaragaman hayati di dataran rendah pada wilayah seluas 100 ha. Kemudian PTFI juga telah membuat 12 buku tentang keanekaragaman hayati yang akan diberikan kepada siswa SD, SMP, dan SMA, serta menyediakan dan menga-jak mereka ke konservasi PTFI yang ber-fokus pada keanekaragaman hayati Papua. “Karena kami percaya lingkungan masyarakat di sekitar kita harus ikut bertumbuh bersama kami. Beberapa item Sustainable Development Goals (SDGs) itu sudah kita dukung dan lakukan termasuk keanekaragaman hayati dan pelestarian lingkungan,” jelasnya.

Pihaknya berharap jika setelah berakhirnya aktivitas penambangan pada tahun 2041 nanti, masyarakat sekitar akan melangsung-kan kehidupan yang lebih baik lagi.

Meanwhile, Director of PT ABM Investama Tbk (ABMM) Adrian Erlangga revealed that efforts to meet production targets in the Work Plan and Budget (RKAB) are still being carried out. The trend of rising prices is also expected to have a positive impact on the company's performance.

"We will be consistent with our RKAB and meet the volume approved by the government. Sales (until June) have reached around 7 million tons," explained Adrian.

ABMM targets production this year to reach 13.5 million tons. Meanwhile, PT Bumi Resources Tbk (BUMI) ensures that the production target is still in the range of 85 million tons to 89 million tons for this year.

"The challenges are still weather and management factors during the pandemic, but we hope to achieve the target," explained PT Bumi Resources Tbk Corporate Secretary Dileep Srivastava to Kontan.co.id, Thursday (8/7).

Dileep continued that better performance is expected to be achieved in the rest of the year. At the same time, efforts to fulfill Domestic Market Obligations (DMO) are also expected to be fulfilled.

According to Kontan.co.id's records, until the first quarter of 2021, BUMI's coal production reached 19.5 million tons. This achievement was supported by the production of PT Kaltim Prima Coal (KPC) of 14.5 million tons and PT Arutmin Indonesia of 5 million tons. This number is lower than the achievement in the first quarter of 2020 which reached around 21.5 million tons.

"Kami akan konsisten dengan RKAB kami dan memenuhi volume yang disetujui pemerintah. Penjualan (hingga Juni) sudah sekitar 7 juta ton," jelas Adrian.

ABMM menargetkan produksi pada tahun ini bisa mencapai 13,5 juta ton.

Adapun, PT Bumi Resources Tbk (BUMI) memastikan target produksi masih berada dalam kisaran 85 juta ton hingga 89 juta ton untuk tahun ini.

"Tantangan masih pada faktor cuaca dan manajemen dalam masa pandemi, namun kami mengharapkan bisa capai target," jelas Sekretaris Perusahaan PT Bumi Resources Tbk Dileep Srivastava kepada Kontan.co.id, Kamis (8/7).

Dileep melanjutkan kinerja yang lebih baik diharapkan dapat tercapai di sisa tahun ini. Di saat bersamaan, upaya pemenuhan Domestic Market Obligation (DMO) juga diharapkan bisa terpenuhi.

Dalam catatan Kontan.co.id, hingga kuartal I 2021 produksi batubara BUMI mencapai 19,5 juta ton. Raihan ini ditopang produksi dari PT Kaltim Prima Coal (KPC) sebesar 14,5 juta ton dan PT Arutmin Indonesia sebesar 5 juta ton. Jumlah ini lebih rendah dari raihan di kuartal I 2020 yang mencapai sekitar 21,5 juta ton.

Di sisi lain, pada awal April lalu Kemen-terian Energi dan Sumber Daya Mineral (ESDM) tekah menambah kuota ekspor batubara sebesar 75 juta ton.

Hendra mengungkapkan ada beberapa perusahaan yang telah mengajukan revisi RKAB guna menambah produksi di tahun ini. "Ada beberapa perusahaan telah meng-ajukan revisi RKAB di kuartal II kemarin," ujar Hendra.

Sayangnya, Hendra belum bisa merinci lebih jauh detail perusahaan yang telah mengajukan revisi RKAB.

concerned about reclamation or environmental management since the beginning of its construction in 1967," said Sujatmiko in a written statement, Sunday (11/7/2021).

At the Webinar 'IPB Alumni Contributions in Mining: From Reclamation to Environmental and Social Management in Jakarta, Saturday (10/7), Sujatmiko explained that the norms for regulating the mining environment have evolved to regulate administrative and criminal sanctions. The regulation is present in Government Regulation No. 10 No.78 of 2010 concerning Reclamation and Post-mining and its legal derivative products in the Regulation of the Minister of Energy and Mineral Resources No. 7 of 2014 concerning Implementation of Reclamation and Post-mining in Minerba Mining Business Activities.

He also mentioned that the latest regulations were confirmed in Law No. 3 of 2020 concerning Amendments to Law No. 4 of 2009 concerning Mineral and Coal Mining.

"In the past, mining business actors did not comply, there were no criminal sanctions. Since 2020, those who do not reclaim, in addition to fines and revocation of permits, can also be subject to criminal sanctions," he explained.

According to him, the basic principle of reclamation is always integrated at all stages of mining from exploration to post-mining.

"Reclamation cannot be separated from mining planning. Every mine does not have a reclamation plan integrated by the government, the Directorate General of Mineral and Coal will not issue a permit to operate," he said.

"Tambang kita ini sesungguhnya sejak awal dibangun 1967 sudah sangat perhatian kepada reklamasi atau pengelolaan lingkungan," kata Sujatmiko dalam keterangan tertulis, Minggu (11/7/ 2021).

Pada Webinar 'Kontribusi Alumni IPB di Tambang: Dari Reklamasi hingga Pengelolaan Lingkungan dan Sosial di Jakarta, Sabtu (10/7), Sujatmiko men-jelaskan bahwa norma pengaturan lingkungan pertambangan ini berevolusi mengatur tentang sanksi administratif dan pidana. Adapun aturan tersebut hadir dalam Peraturan Pemerintah Nomor 10 No.78 Tahun 2010 tentang Reklamasi dan Pascatambang dan produk turunan hukumnya pada Peraturan Menteri ESDM Nomor 7 Tahun 2014 tentang Pelaksanaan Reklamasi dan Pascatambang pada Kegiatan Usaha Pertambangan Minerba. Ia pun menyebutkan, aturan terkini dipertegas dalam UU No 3 Tahun 2020 tentang Perubahan UU No 4 Tahun 2009 tentang Pertambangan Mineral dan Batubara.

"Kalau dulu pelaku usaha tambang tidak patuh tidak ada sanksi pidana. Sejak tahun 2020 bagi mereka yang tidak mereklamasi, di samping denda dan pencabutan izin juga dapat dikenakan sanksi pidana," jelasnya. Menurutnya, prinsip dasar reklamasi selalu terintegrasi pada semua tahap pertambangan dari eksplorasi sampai pascatambang.

"Reklamasi tidak mungkin lepas dari perencanaan pertambangan. Setiap pertambangan tidak memiliki perencanaan reklamasi yang terintegrasi pemerintah, Direktorat Jenderal Minerba tidak akan mengeluarkan izin untuk beroperasi," tegasnya.

However, Sujatmiko did not deny that the land was disturbed during mining production operations. However, he assessed that the reclamation will be able to unravel these problems.

"Vegetation cover after post-mining is better than before mining," he added. He explained that of the 10.83 million hectares of mining areas in Indonesia that obtained government business permits, only 248.6 thousand hectares were opened for mining activities.

"The land cleared for mining operations is only 2.2% of the total area that has received permits and a third of it has been reclaimed," explained Sujatmiko.

Not only that, Sujatmiko also mentioned examples of successful reclamation such as the use of ex-mining areas (voids) at PT Timah which are used as agroedutourism tourism through the anchorage water reclamation village. There is also a revegetation designation carried out by PT Newmont Minahasa to become a botanical garden.

"Even the Ministry of Forestry and Environment (KLHK) certifies it as a forest that is much better than before it was mined," he concluded. (acn/hns)

Nantinya, reklamasi dilakukan pada area terganggu meliputi lahan bekas eksplorasi, lahan bekas tambang, lahan bekas timbunan, dan lahan bekas fasilitas penunjang. Ia menambahkan di dalamnya juga termasuk kegiatan pengelolaan air tambang (limpasan permukaan dan limbah).

Meski demikian, Sujatmiko tak menampik adanya lahan yang terganggu selama kegiatan operasi produksi pertambangan. Namun, ia menilai seiring adanya reklamasi akan dapat mengurai permasalahan tersebut.

"Tutupan vegetasi setelah pascatambang lebih baik dari sebelum tambang," tambahnya.

Ia menerangkan dari 10,83 juta hektare wilayah tambang di Indonesia yang memperoleh izin usaha pemerintah hanya 248,6 ribu hektare yang dibuka untuk kegiatan pertambangan.

"Lahan yang dibuka untuk operasional tambang hanya 2,2% dari total wilayah yang mendapatkan izin dan sepertiganya sudah direklamasi," urai Sujatmiko.

Tak hanya itu, Sujatmiko juga menyebutkan contoh keberhasilan reklamasi seperti pemanfaatan area bekas tambang (void) di PT Timah yang dijadikan sebagai wisata agroedutourism melalui kampoeng reklamasi air jangkang. Adapula peruntukan revegetasi yang dilakukan oleh PT Newmont Minahasa menjadi kebun raya.

"Bahkan Kementerian Kehutanan dan Lingkungan Hidup (KLHK) mengesahkan sebagai hutan yang jauh lebih baik dibanding sebelum ditambang," pungkasnya.

HE GOVERNMENT plans to build the first electric vehicle (EV) battery factory in the country. The electric vehicle battery factory is targeted to start carrying out production activities in 2023. Those working on the development project are Indonesia Battery Corp (IBC), which is a consortium of government-owned companies consisting of PT Indonesia Asahan Aluminum (Inalum) or MIND ID, PT Pertamina, PT PLN and PT Aneka Tambang (Antam).

The projected start of construction of the electric vehicle battery factory is next year, so the construction process is targeted to last for one year. This is because until now IBC is still conducting studies with two potential foreign partners who expressed their interest in the project.

Furthermore, the two potential partner companies are Contemporary Amperex Technology Co. Ltd. (CATL) which is a company from China and LG Chem Ltd. a company from South Korea. Each company will invest USD 5 billion and USD 13 to USD 17 billion.

Meanwhile, it is reported that the initial investment value of the electric vehicle battery factory construction project is known to be USD 1.2 billion, and the total is estimated to reach USD 9.8 billion. Later the project will absorb at least a thousand workers.

Proyeksi dimulainya pembangunan pabrik baterai kendaraan listrik itu adalah pada tahun depan, sehingga proses pembangunannya ditargetkan berlangsung selama satu tahun. Hal tersebut dikarenakan hingga saat ini IBC masih melakukan studi dengan dua calon mitra asing yang menyatakan minatnya dalam proyek tersebut.

Lebih lanjut, dua perusahaan calon mitra itu adalah Contemporary Amperex Technology Co. Ltd (CATL) yang merupakan perusahaan asal Cina dan LG Chem Ltd perusahaan asal Korea Selatan. Masing-masing perusahaan itu akan melakukan investasi sebesar USD5 miliar dan USD13 sampai USD17 miliar.

Sementara itu dikabarkan nilai investasi awal dari proyek pembangunan pabrik baterai kendaraan listrik itu diketahui sebesar USD1,2 miliar, dan totalnya diperkirakan akan men-capai angka USD9,8 miliar. Nantinya proyek tersebut akan menyerap setidaknya seribu pekerja.

two potential partners were still discussing the structure of the joint venture that would later be formed. The two foreign companies are the ones who will build the project from upstream to downstream. He hopes that by 2022, there will be at least a value chain to begin the construc-tion process.

The government itself previously targeted to increase the battery capacity to 140 GWh by 2030. 50 GWh of that capacity will be sold abroad or exported. While the rest will be used for the needs of the domestic electric vehicle battery industry.

The factory will be built in the Kota Deltamas Industrial Estate in Cikarang, Bekasi, West Java, which covers an area of 33 hectares.

Pihak IBC mengatakan negosiasi yang dilakukan dengan dua calon mitra itu masih membahas soal struktur perusahaan patungan atau joint venture yang nantinya akan dibentuk. Dua perusahaan asing itu adalah yang akan mem-bangun dari mulai hulu sampai dengan hilir proyek tersebut.

Pihaknya berharap pada thn 2022 mendatang, sudah ada setidaknya sebuah value chain untuk kemudian dimulai proses konstruksinya.

Pemerintah sendiri sebelumnya menarget untuk melakukan peningkatan kapasitas baterai menjadi 140 GWh pada tahun 2030. 50 Gwh dari kapasitas itu akan dijual ke luar negeri atau diekspor. Semetnara sisanya akan digunakan untuk kebutuhan industri baterai kendaraan listrik dalam negeri.

Pabrik tersebut akan dibangun di Kawasan Industri Kota Deltamas di Cikarang, Bekasi, Jawa Barat yang luasnya mencapai 33 hektar.

Maybank Kim Eng Sekuritas has buy recommendations for ADRO, ITMG, PTBA and UNTR. "ITMG and ADRO are our top picks," he concluded.

Isnaputra said that in the future coal prices will be volatile with a tendency to strengthen, driven by a number of factors. such as, recovering demand from China, disruption of domestic production in China, slow supply response from Indonesia and persistently high political tensions between China and Australia. However, the arrival of summer will increase coal supply, so it has the potential to become a sentiment that can weaken the current coal price.

In his research published Thursday (24/6), Ciptadana Sekuritas analyst Thomas Radityo maintained a neutral rating for the coal mining sector. Ciptadana Sekuritas' top picks for the coal sector are ADRO shares, which are recommendations to buy with a target price of Rp 1,850 and PTBA shares, namely recommendations to buy with a target price of Rp 3,400.

These two miners are considered to have sufficient life of mine reserves, a diverse portfolio, and an integrated mining system. In addition, Ciptadana Sekuritas also issued a recommendation to buy ITMG shares with a target price of Rp. 18,500 and to buy shares of PT Harum Energy Tbk (HRUM) with a target price of Rp. 5,930.

EABORNE coal has become a quiet winner among energy commodities, lacking the attention of higher-profile crude oil and liquefied natural gas (LNG), but enjoying strong gains amid rising demand.

Both thermal coal, used in power plants, and coking coal, used to make steel, have rallied strongly in recent months. And in both cases the driver has largely been China, the world’s biggest producer, importer and consumer of the fuel.

There are two elements to China’s influence on seaborne coal markets in Asia; robust demand as the Chinese economy rebounds from the coronavirus pandemic; and Beijing’s policy choice to ban imports from Australia.

Both elements are reflected in the prices, with lower-quality thermal coal from Indonesia being the biggest beneficiary.

The weekly index for Indonesian coal with an energy value of 4,200 kilocalories per kilogram (kcal/kg), as assessed by commodity price reporting agency Argus, has surged nearly three-quarters from its 2021 low of $36.81 a tonne to $63.98 in the week to July 2.

There is a demand-pull element helping to boost prices of Indonesian coal, with data from commodity analysts Kpler showing China imported 18.36 million tonnes from the world’s largest shipper of thermal coal in June.

This was the second-biggest monthly volume China has imported from Indonesia according to Kpler records going back to January 2017, eclipsed only by last December’s 25.64 million tonnes.

Refinitiv, which like Kpler tracks vessel movements, has China’s imports from Indonesia somewhat lower in June at 14.96 million tonnes. But the two services agree that this was the second-highest month on record, with Refinitiv data going back to January 2015.

Both agree that China’s imports from Australia have dwindled to near zero from levels around 7-8 million tonnes per month that prevailed up until Beijing’s unofficial ban was imposed in the middle of last year.

Australia rebound

But while Australia, the second-biggest exporter of thermal coal and the biggest of coking coal, may have lost the China market, it has been able to find alternatives and the price of its coals have also been rising strongly.

Benchmark high-grade thermal coal with an energy value of 6,000 kcal/kg at the port of Newcastle ended last week at $135.63 a tonne, the highest in 10 years, and up by more than half in just the past two months.

This grade of coal is mainly bought by Japan, South Korea and Taiwan, which rank behind China and India as Asia’s top importers of coal.

Those three countries imported 14.77 million tonnes of all types of coal from Australia in June, according to Kpler, down from May’s 17.05 million, but up strongly from 12.46 million in June 2020.

But the real saviour for Australian coal has been India, which imported a record 7.52 million tonnes of all grades in June, up from 6.61 million in May and just 2.04 million in June 2020. India tends to buy intermediate grade thermal coal from Australia, which sells at a substantial discount to the 6,000 kcal/kg fuel.

Argus assessed 5,500 kcal/kg coal at Newcastle at $78.29 a tonne on July 2. While this grade has doubled from its 2020 lows, it is still some 42% cheaper than the higher-quality fuel popular with North Asian buyers.

Australia’s coal export volumes have largely recovered from the initial hit caused by the China ban and the loss of demand from the coronavirus pandemic. Kpler assessed June shipments at 31.37 million tonnes of all grades, up from 28.74 million in May and the 27.13 million from November, which was the weakest month in 2020.

Overall, it’s clear China’s stamp is all over the current rally in coal prices: its strong demand is boosting Indonesian coal, and its ban on imports from Australia is forcing a re-alignment of trade flows in Asia. (Editing by Kenneth Maxwell)

RICA says it has signed a landmark software licence agreement with JKTech Pty Ltd that will give it access to models developed by the Julius Kruttschnitt Mineral Research Centre (JKMRC) that are used in comminution and flotation simulation.

At the back end of last year, Orica was selected as the commercialisation partner for the Cooperative Research Centre for Optimising Resource Extraction’s (CRC ORE) IES, a cloud-based software platform designed to reduce the use of energy and water in mining through the application of simulation, optimisation and machine learning.

IES has been developed from the combined research of CRC ORE, The JKMRC and AMIRA, and, to this point, has been available free to CRC ORE 1 Participants (term 2010-2015) and CRC ORE 2 Participants (term 2015-2021) when used in research projects and site-based implementations.

Integrating and optimising drilling and blasting, crushing, grinding and flotation, IES provides mine managers with a cloud-based decision support platform that enables production departments to coordinate and optimise system value across all operational metrics.

“Mining operations have to process multiple material types simultaneously in their operations – so their simulator platform should be able to as well,” CRC ORE says. “IES has been designed from the ground up as a platform for multi-component modelling and the new generation equipment models are responding to the challenge. Trusted models from years of research have been upgraded to ‘multi-component’ capability and IES offers model developer’s sophisticated tools to facilitate multi-component processing.”

Orica Vice President Digital Solutions, Rajkumar Mathiravedu, said: “This partnership will allow us to continue to underpin advances in simulation and industry value creation, from orebody knowledge through to the final product.”

India’s coal import rises 20 pc in May; import volumes may be

NDIA’s coal import rose 20.4 per cent to 19.92 million tonnes (MT) in the month of May. The country had imported 16.54 MT of coal in May last fiscal, according to data compiled by mjunction Services.

“On a year-on-year basis, however, India’s coal and coke imports in May 2021 were up 20.4 per cent as against 16.54 MT clocked in May 2020,” it said.

Import volumes of dry-fuel, it said, are expected to remain subdued in the ongoing monsoon season on account of lower demand, firm prices and high freight rates.

India’s coal import also rose 25.4 per cent to 42.19 MT in the first two months of the ongoing fiscal, against 33.63 MT of coal imported in the corresponding period of previous financial year, it said.
