HE MINISTRY of Energy and Mineral Resources (MEMR) issued a new regulation to ensure coal mining business actors fulfill their obligations to supply domestic needs or the Domestic Market Obligation (DMO). One of the sanctions is even the cessation of mining operations or activities if they are unable to fulfill their obligation to supply coal to the country.

In the latest regulation contained in the Decree of the Minister of EMR Number 13.k/HK.021/MEM.B/2022, it is stated that several sanctions will be imposed on coal business actors who do not fulfill their obligations.

Several policy points regarding the imposition of sanctions, fines, and compensation funds to coal mining companies that do not comply with the obligation to supply coal for the country (Domestic Market Obligation/DMO) include:

First, the Mining Business Entity that does not fulfill the obligation to fulfill the percentage of coal sales for domestic needs or does not fulfill the sales contract in accordance with the provisions. Therefore, in the Decree of the Minister of Energy and Mineral Resources Number 139.K/HK.02/

MEM.B/2021 administrative sanctions are imposed in the form of temporary suspension of all production operations or a statement of negligence within a maximum period of 60 calendar days.

EMENTERIAN Energi dan Sumber Daya Mineral (ESDM) mengeluarkan aturan main baru untuk memastikan para pelaku usaha tambang batu bara memenuhi kewajiban untuk memasok kebutuhan dalam negeri atau Domestic Market Obligation (DMO).

Salah satu sanksinya bahkan ada peng- hentian operasi atau kegiatan tambang jika tidak mampu memenuhi kewajiban me- masok batu bara ke dalam negeri.

Dalam aturan terbaru yang tertuang di Keputusan Menteri ESDM Nomor 13.k/

HK.021/MEM.B/2022 disebutkan beberapa sanksi yang akan dikenakan bagi para pelaku usaha batu bara yang tidak memenuhi kewajiban.

Beberapa poin kebijakan mengenai penge- naan sanksi, denda, serta dana kompensasi kepada perusahaan tambang batu bara yang tak patuh terhadap kewajiban untuk memasok batu bara untuk dalam negeri (Domestic Market Obligation/DMO) di- antaranya :

Pertama, Badan Usaha Pertambangan yang tidak memenuhi kewajiban pemenuhan persentase penjualan batu bara untuk kebutuhan dalam negeri atau tidak memenuhi kontrak penjualan sesuai dengan ketentuan. Maka dalam Keputusan Menteri Energi dan Sumber Daya Mineral Nomor 139.K/HK.02/ MEM.B/2021 dikenai sanksi administratif berupa penghentian sementara seluruh kegiatan operasi produksi atau pernyataan kelalaian dalam jangka waktu paling lama 60 hari kalender. Then, revocation of Mining Business Permits, Special Mining Business Permits, Special Mining Business Permits as Continuation of Contract/Agreement Operations, or termination of PKP2B.

Meanwhile, the Mining Business Entity that does not fulfill the sales percentage or does not fulfill the sales contract, is subject to the following provisions:

a. Prohibition of selling coal to foreign countries until the Mining Business Entity fulfills domestic coal needs according to the percentage of sales or in accordance with sales contracts, except for those who do not have sales contracts with domestic coal users or whose coal specifications do not have a domestic market.

b. Payment obligations with the following conditions:

1. A fine of the difference in the selling price to foreign countries minus the Coal Benchmark Price for the supply of electricity for the public interest (domestic market obligation) multiplied by the volume of sales abroad in the amount of the obligation to meet domestic coal needs that are not met by Mining Business Entities that do not meet coal needs domestically for the provision of electricity for the public interest.

2. A fine amounting to the difference in the selling price to foreign countries minus the Coal Benchmark Price multiplied by the volume of sales abroad in the amount of the obligation to fulfill domestic coal needs that are not fulfilled for Mining Business Entities that do not meet domestic coal needs other than for the supply of electricity for the public interest.

Kemudian, pencabutan Izin Usaha Pertam- bangan, Izin Usaha Pertambangan Khusus, Izin Usaha Pertambangan Khusus sebagai Kelanjutan Operasi Kontrak/Perjanjian, atau pengakhiran PKP2B.

Adapun, Badan Usaha Pertambangan yang tidak memenuhi persentase penjualan atau tidak memenuhi kontrak penjualan, di- kenai ketentuan:

a. Pelarangan penjualan batu bara ke luar negeri sampai dengan Badan Usaha Pertambangan memenuhi kebutuhan batubara dalam negeri sesuai dengan persentase penjualan atau sesuai dengan kontrak penjualan, kecuali bagi yang tidak memiliki kontrak penjualan dengan pengguna batubara di dalam negeri atau spesifikasi batubaranya tidak memiliki pasar dalam negeri.

b. Kewajiban pembayaran dengan keten- tuan berupa:

1. Denda sejumlah selisih harga jual ke luar negeri dikurangi Harga Patokan Batubara untuk penyediaan tenaga listrik untuk kepentingan umum (domestic market obligation) dikali- kan volume penjualan ke luar negeri sebesar kewajiban pemenuhan kebutuhan batubara dalam negeri yang tidak dipenuhi Badan Usaha Pertambangan yang tidak memenuhi kebutuhan batubara dalam negeri untuk penyediaan tenaga listrik untuk kepentingan umum.

2. Denda sejumlah selisih harga jual ke luar negeri dikurangi Harga Patokan Batubara dikalikan volume penjualan ke luar negeri sebesar kewajiban pemenuhan kebutuhan batubara dalam negeri yang tidak dipenuhi bagi Badan Usaha Pertambangan yang tidak memenuhi kebutuhan batu bara dalam negeri selain untuk penyediaan tenaga listrik untuk kepentingan umum.

3. Compensation fund in the amount of sales shortfall in accordance with the percentage of sales for Mining Business Entities that do not have sales contracts with domestic coal users or whose coal specifications do not have a domestic market.

Provisions related to the prohibition of coal sales abroad and the imposition of fines also apply to Coal Transport and Sales Permit holders who do not meet domestic coal needs in accordance with the sales contract. (RI)

3. Dana kompensasi sejumlah kekurangan penjualan sesuai dengan persentase pen- jualan bagi Badan Usaha Pertambangan yang tidak memiliki kontrak penjualan dengan pengguna batubara di dalam negeri atau spesifikasi batu baranya tidak memiliki pasar dalam negeri.

Ketentuan terkait pelarangan penjualan batu bara ke luar negeri dan pengenaan denda juga berlaku untuk pemegang Izin Peng- angkutan dan Penjualan Batu bara yang tidak memenuhi kebutuhan batu bara dalam negeri sesuai dengan kontrak penjualan. (RI)

ISCUSSION on the plan to implement export tax policies for Nickel Pig Iron (NPI) and Ferronickel is still ongoing. Acting Head of the Center for State Revenue Policy of the Fiscal Policy Agency (BKF), Pande Putu Oka, said that currently the government is still discussing the policy plan with relevant stakeholders.

"The plan for implementing the export tax policy for Nickel Pig Iron and Ferronickel is still in the process of being discussed with relevant stakeholders and if it has been determined, the Government will immediately announce it," said Pande to Kontan.co.id (25/1).

Previously, the plan for implementing an export tax on BOP and ferronickel was disclosed by the Coordinating Ministry for Maritime Affairs and Investment (Kemenko Marves).

EMBAHASAN rencana penerapan kebijakan pajak ekspor untuk Nickel Pig Iron (NPI) dan Feronikel masih berlangsung. Plt. Kepala Pusat Kebijakan Pendapatan Negara Badan Kebijakan Fiskal (BKF), Pande Putu Oka mengungkap- kan, saat ini pemerintah masih membahas rencana kebijakan tersebut dengan pemangku-pemangku kepentingan terkait.

“Rencana penerapan kebijakan pajak ekspor untuk Nickel Pig Iron dan Feronikel tersebut masih dalam proses pembahasan dengan stakeholders terkait dan dalam hal telah ditetapkan, Pemerintah akan segera meng- umumkannya,” ujar Pande kepada Kontan.co.id (25/1).

Sebelumnya, rencana penerapan pajak ekspor terhadap NPI dan feronikel diungkapkan oleh Kementerian Koordinator Bidang Kemaritiman dan Investasi (Kemenko Marves).

According to the explanation from the Kemenko Marves, this policy has 2 main objectives, namely to encourage further downstream nickel and to encourage investment in nickel products with higher added value than the NPI and ferronickel.

Secretary General of the Indonesian Nickel Miners Association (APNI), Meidy Katrin Lengkey said that APNI supports the collection of export taxes for these two nickel commodities so that the state can get value added from the mineral processing industry.

Meidy explained, if the Ministry of EMR issued a Mining Business License for Special Production Operations for Processing and/or Refining (IUP OPK Olah Murni) for factories or smelters, nickel output would be subject to export duties.

However, when withdrawn to industrial products with an Industrial Business Permit (IUI), the export duty is exempted.

Menurut penjelasan Kemenko Marves, kebijakan ini memiliki 2 tujuan utama, yaitu mendorong hilirisasi nikel lebih jauh, dan mendorong investasi pada produk nikel dengan nilai tambah yang lebih tinggi dari NPI dan feronikel.

Kontan.co.id mencatat, wacana kebijakan ini mendapat dukungan dari kalangan pelaku usaha. Sekretaris Jenderal Asosiasi Penambang Nikel Indonesia (APNI), Meidy Katrin Lengkey mengatakan bahwa APNI mendukung pemungutan pajak ekspor untuk kedua komoditas nikel ini supaya negara bisa mendapatkan value added dari industri pengolahan mineral.

Meidy menerangkan, jika ditarik ke belakang pada saat dahulu Kementerian ESDM mengeluarkan Izin Usaha Pertam- bangan Operasi Produksi Khusus untuk pengolahan dan/atau pemurnian (IUP OPK Olah Murni) untuk pabrik atau smelter, output nikel dibebankan bea keluar.

Namun, pada saat ditarik ke produk perindustrian dengan Izin Usaha Industri (IUI) bea keluarnya dibebaskan.

"Dalam hal ini apa yang didapatkan negara? Tidak ada. Kami miris di mana produk nikel misalnya saja nikel pig iron atau feronikel yang diekspor ke China itu dibebankan bea masuk sekitar 15%. Masa di kita gratis tetapi di sana terima 15%

padahal mereka tidak produksi, tentu tidak fair," kata dia kepada Kontan.co.id bebe- rapa waktu lalu.

Senada, Executive Director Indonesian Mining Association (IMA), Djoko Widajatno menilai bahwa kebijakan pajak ekspor terhadap NPI dan feronikel merupakan kebijakan yang adil, sebab smelter tidak membayar royalti dan Penerimaan Negara Bukan Pajak (PNBP) lainnya, sementara penambangnya wajib membayar Pajak Penghasilan (PPh) Badan Usaha, Pajak Pertambahan Nilai (PPN), royalti, jaminan reklamasi, serta jaminan pasca-tambang.

PURRING coal sales growth amidst the price that is creeping up again, has pushed PT Bukit Asam Tbk (PTBA) to continue to increase downstreaming. It is noted that the downstream coal-to-dimethyl ether (DME) project in Muara Enim Regency, South Sumatra will convert 6 million tons of coal into 1.4 million tons of DME every year.

Director of Business Development of PT Bukit Asam Tbk, Rafli Yandra in a press release in Jakarta, yesterday said, the company hopes that with the support of the President along with relevan t ministries and institutions, the construc- tion of the DME factory will run smoothly.

"The value of the coal downstream project into DME reaches US$ 2.1 million or equivalent to Rp. 30 trillion," he said.

Just so you know, the coal downstream project in Muara Enim is a collaboration between PT Bukit Asam Tbk, PT Pertamina Persero, and an investor from the United States, Air Products. ACU pertumbuhan penjualan batu bara di tengah harganya yang kembali merangkak naik, mendorong PT Bukit Asam Tbk (PTBA) terus meningkatkan hilirisasi. Tercatat proyek hilirisasi batu bara menjadi dimetil eter (DME) di Kabupaten Muara Enim, Sumatera Selatan akan mengubah 6 juta ton batu bara menjadi 1,4 juta ton DME setiap tahun.

Direktur Pengembangan Usaha PT Bukit Asam Tbk, Rafli Yandra dalam siaran persnya di Jakarta, kemarin menyampai- kan, perseroan berharap dengan dukungan Presiden beserta dengan kementerian dan lembaga yang terkait, pembangunan pabrik DME ini akan berjalan dengan lancar.

“Nilai proyek hilirisasi batu bara menjadi DME mencapai US$ 2,1 juta atau setara Rp 30 triliun," ujarnya.

Asal tahu saja, proyek hilirisasi batu bara di Muara Enim merupakan kerja sama antara PT Bukit Asam Tbk, PT Pertamina Persero, dan investor asal Amerika Serikat, Air Products. Bukit Asam Tbk) yang kerja sama dengan Pertamina (PT Pertamina Persero) dan Air Product (Air Products & Chemicals) ini, bisa mengurangi subsidi dari APBN itu Rp7 triliun,” jelas Presiden.

Jika impor dapat terus dikurangi, kata Presiden, maka neraca barang dan jasa yang terekam dalam neraca transaksi berjalan akan terus membaik. Karena itu, proyek hilirisasi batu bara ini diharapkan dapat mengurangi impor gas. “Ini yang terus kita kejar. Selain bisa memperbaiki neraca perdagangan kita karena tidak impor, memperbaiki neraca transaksi berjalan kita juga karena tidak impor,” kata Presiden Jokowi.

Sebelumnya, Direktur Utama PTBA, Asral Ismail pernah bilang, perusahaannya mem- prioritaskan pemenuhan kebutuhan pasar dalam negeri (DMO) untuk merespons berkurangnya cadangan energi batu bara PLN. Oleh karena itu,...

Dirinya memperkirakan pada triwulan II pihaknya akan merevisi target ekspor batu bara ke sejumlah negara yang sebelumnya sudah direncanakan sejak tahun 2021. ”Ini kan baru awal tahun, kami penuhi dulu apa yang ditugaskan pemerintah.

Kemungkinan revisi target (ekspor) di triwulan II,” kata Arsal.

He said, the Ministry of EMR always conducts supervision and evaluation to monitor the need for coal in the cement industry. The government is also committed to prioritizing the fulfillment of domestic needs compared to exports.

On the occasion, Ridwan also explained that the realization of coal production in 2021 was 614 million tons, lower than the initial target of 625 million tons.

Dia menuturkan, Kementerian ESDM selalu melakukan pengawasan dan evaluasi untuk memantau kebutuhan batu bara pada industri semen. Pemerintah pun berkomitmen untuk memprioritaskan pemenuhan kebutuhan dalam negeri dibandingkan dengan ekspor.

“Kami selalu melakukan pengawasan dan evaluasi dari waktu ke waktu. Jika ada kebutuhan di dalam negeri, maka kami akan memprioritaskan kebutuhan batu bara ini untuk dalam negeri terlebih dahulu,” ucapnya.

Dalam kesempatan tersebut, Ridwan juga memaparkan bahwa realisasi produksi batu bara pada 2021 sebesar 614 juta ton, lebih rendah dari target awal sebanyak 625 juta ton.

Dari jumlah tersebut, 434 juta ton di antaranya diekspor dengan nilai mencapai US$31,6 miliar.

The Galang Batang SEZ was established by Jokowi through Government Regulation No. 42 of 2017 on October 11, 2017 and operated on December 8, 2018. SEZ Galang Batang began exporting SGA on July 2, 2021 with total exports in 2021 of 530 thousand tons worth Rp. 2.6 trillion.

every 6 tons of processed bauxite will produce 2 tons of SGA and every 2 tons of SGA processed will produce 1 ton of aluminum ingot.

"Adaro is studying and considering various value-adding and green business projects according to the government's plan," said Febriati to Kontan.co.id, Tuesday (25/1).

However, Febriati did not elaborate further on what projects were included in the company's study.

Kontan.co.id noted that Adaro had explored the coal gasification project to produce methanol.

Meanwhile, Director and Corporate Secretary of PT Bumi Resources Tbk (BUMI) Dileep Srivastava revealed that currently the implementation of the coal downstream project by two subsidiaries namely PT Kaltim Prima Coal (KPC) and PT Arutmin Indonesia is still continuing.

Dileep also emphasized BUMI's commit- ment to these two projects, especially the stages that will be carried out this year.

"The Bengalon project (by KPC) will be executed, while Arutmin will (complete) the final decision followed by feasibility for execution," said Dileep to Kontan.co.id, Tuesday (25/1).

Just so you know, PT Kaltim Prima Coal plans the gasification project to be commissioned in 2024 and the Arutmin Project is targeted for commissioning in 2025.

PT Kaltim Prima Coal (KPC) is working on the construction of a coal-to-methanol processing facility in Bengalon , East Kalimantan. In this project, BUMI as part of the Bakrie Group collaborates with Ithaca Group and Air Product.

KPC will act as a coal supplier for the gasification facility. The coal requirement that must be provided by KPC for the gasification project in Bengalon is around 5 million tons-6.5 million tons per year with a GAR quality of 4,200 kcal per kg. When operational, the plant can produce 1.8 million tonnes per year of methanol.

"Adaro sedang mempelajari dan memper- timbangkan berbagai proyek peningkatan nilai dan green business sesuai rencana peme- rintah," ungkap Febriati kepada Kontan.co.id, Selasa (25/1).

Kendati demikian, Febriati tak merinci lebih jauh proyek-proyek apa saja yang masuk dalam kajian perusahaan.

Kontan.co.id mencatat, Adaro sempat me- lakukan penjajakan untuk proyek gasifikasi batubara untuk memproduksi methanol.

Sementara itu, Direktur dan Sekretaris Perusahaan PT Bumi Resources Tbk (BUMI) Dileep Srivastava mengungkapkan, saat ini pelaksanaan proyek hilirisasi batubara oleh dua anak usaha yakni PT Kaltim Prima Coal (KPC) dan PT Arutmin Indonesia masih berlanjut.

Dileep pun menegaskan komitmen BUMI untuk kedua proyek ini khususnya tahapan yang bakal dilakukan pada tahun ini.

"Proyek Bengalon (oleh KPC) akan dieksekusi, untuk Arutmin akan (merampungkan) kepu- tusan final diikuti feasibility untuk dieksekusi,"

ungkap Dileep ke Kontan.co.id, Selasa (25/1).

Asal tahu saja, PT Kaltim Prima Coal meren- canakan proyek gasifikasi akan commissioning pada 2024 dan Proyek Arutmin ditargetkan commisioning pada 2025.

PT Kaltim Prima Coal (KPC) menggarap pembangunan fasilitas pengolahan batubara menjadi metanol di Bengalon, Kalimantan Timur. Di proyek tersebut, BUMI selaku bagian dari Grup Bakrie berkolaborasi dengan Ithaca Group dan Air Product.

KPC akan berperan sebagai pemasok batu- bara untuk fasilitas gasifikasi tersebut.

Kebutuhan batubara yang mesti disediakan oleh KPC untuk proyek gasifikasi di Bengalon sekitar 5 juta ton-6,5 juta ton per tahun dengan kualitas GAR 4.200 kcal per kg. Ketika beroperasi, pabrik tersebut dapat meng- hasilkan 1,8 juta ton per tahun metanol.

In addition, BUMI also has a coal-to- methanol gasification project implemented by another subsidiary, PT Arutmin Indonesia. The methanol plant is located at IBT Terminal, Pulau Laut, South Kalimantan.

"We support the development of dimethyl ether (DME) which is contained in the General National Energy Plan (RUEN) and has been projected to be an alternative energy to replace LPG as household energy," Ricky said to Kontan, Tuesday (25/1).

Nevertheless, Ricky ensured that the implementation of coal downstreaming still needs to pay attention to the economic aspects of the project. For that, according to him, incentive support from the government is needed to boost the project's economy.

Meanwhile, Gadjah Mada University Energy Economics Observer Fahmy Radhi revealed that the cost of production of DME products in the early stages still requires subsidies so that the price is the same as the price of LPG.

"If the price of DME is more expensive (then) it is difficult to substitute," said Fahmy to Kontan.co.id, Tuesday (25/1).

Kendati demikian, Ricky memastikan pelaksanaan hilirisasi batubara tetap perlu memperhatikan aspek keekonomian proyek. Untuk itu, menurutnya diperlukan dukungan insentif dari pemerintah untuk mendorong keekonomian proyek.

Sementara itu, Pengamat Ekonomi Energi Universitas Gadjah Mada Fahmy Radhi mengungkapkan, harga pokok produksi dari produk DME ditahap awal masih memerlukan subsidi agar harganya sama dengan harga LPG.

"Kalau harga DME lebih mahal (maka) menyulitkan dalam substitusi," kata Fahmy kepada Kontan.co.id, Selasa (25/1).

Global Coal Prices Rise Because Indonesia Had Banned Exports

LOBAL coal prices have continued to climb this month. The increase could not be separated from Indonesia's policy of banning exports in the midst of limited supply.

Quoting Trading Economics, the price of coal on the ICE Newcastle (Australia) market closed at US$225.25 per metric ton (MT) on Monday (24/1).

The price was up 0.11 percent on the day and 2.5 percent on the week. Since the beginning of the year, the price of coal has soared 32.81 percent.

Last Friday, Bloomberg reported that the price of one cargo of stone for February delivery in Australia had crossed US$300 per tonne. The information was obtained from traders who viewed transactions on the globalCoal platform.

This month, the price of coal is estimated to be pushed to the highest level ever reached last October, during the coal crisis in China.

After briefly sloping down, global coal prices rose again after the Indonesian government announced an export ban as of January 1, 2022 to address the coal crisis for power plants.

ARGA batu bara global kian menanjak sepanjang bulan ini. Kenaikan tak lepas dari kebijakan Indonesia yang sempat melarang ekspor di tengah terbatasnya pasokan.

Mengutip Trading Economics, harga batu bara di pasar ICE Newcastle (Australia) ditutup di level US$225,25 per metrik ton (MT) pada Senin (24/1).

Harganya naik 0,11 persen dalam sehari dan 2,5 persen dalam sepekan. Sejak awal tahun, harga batu bara sudah melonjak 32,81 persen.

Pada Jumat lalu, Bloomberg melaporkan harga satu kargo batu batu untuk pengiriman Februari di Australia sempat menembus US$300 per ton. Informasi itu diperoleh dari trader yang melihat transaksi pada platform globalCoal.

Bulan ini, harga batu bara diperkirakan bisa terdorong ke level tertinggi yang pernah dicapai pada Oktober lalu, saat terjadi krisis batu bara di China.

Setelah sempat melandai, harga batu bara global kembali menanjak setelah pemerintah Indonesia mengumumkan larangan ekspor per 1 Januari 2022 untuk mengatasi krisis batu bara pembangkit listrik.

Pasalnya, Indonesia merupakan salah satu eksportir batu bara terbesar.

Menteri ESDM Arifin Tasrif sempat menyentil pengusaha tambang batu bara nakal yang tidak mematuhi kewajiban pemenuhan kebu- tuhan dalam negeri (DMO) sebagai biang kerok ancaman krisis energi itu.

Dalam perjalanannya, Indonesia mencabut larangan tersebut bagi perusahaan yang tercatat sudah mematuhi ketentuan DMO pada 14 Januari 2022 lalu. Selain itu, pencabutan juga mempertimbangkan pasokan batu bara PLN yang sudah aman.

Di Indonesia, Kementerian Energi dan Sumber Daya Mineral (ESDM) menetapkan Harga Batu Bara Acuan (HBA) Januari 2022 US$158,5 per ton atau turun US$1,29 per ton dibanding Desember 2021 lalu, US$159,79 per ton.

HBA merupakan harga yang diperoleh dari rata-rata indeks Indonesia Coal Index (ICI), Newcastle Export Index (NEX), Globalcoal Newcastle Index (GCNC), dan Platt's 5900 pada bulan sebelumnya, dengan kualitas yang disetarakan pada kalori 6322 kcal/kg GAR, Total Moisture 8 persen, Total Sulphur 0,8 persen, dan Ash 15 persen.

The price of coal on the Newcastle (Australia) ICE market closed at US$

224/ton. Up 1.82% from yesterday's closing position. It was noted that earlier this week (24/1/2022), the price of coal also rose at US$220/ton, up 2.35% from the previous week.

It was noted that the price of coal touched its highest price on October 5, 2021, at US$

280/ton, the highest price since 2021.

The increase in world coal prices was triggered by an increase in electricity consumption in China's industrial sector which reached 9.1% to 5.509 billion kilowatt/hour (kWh) in 2021 when referring to National Energy Administra- tion (NEA) data released today. Electricity consumption in the housing sector is predicted to increase by 7.3% (year-on- year/yoy).

Other sentiments came from within the country. The large number of imports of Liquified Natural Gas (LPG), has become a special concern for the government and is a consideration for the presence of a coal downstream project into Dimethyl Ether (DME) in Tajung Enim, South Sumatra.

"Our LPG imports are very large, maybe Rp 80 trillion from the Rp 100 trillion needed.

The import value of Rp 80 trillion must also be subsidized so that it reaches the public because the price is also very high,"

added Jokowi.

On Monday (24/1/2022), President Jokowi accompanied by the Minister of Energy and Mineral Resources (MEMR) Arifin Tasrif held a groundbreaking for the develop- ment of the coal downstream project into DME. This development is expected to be able to create added value for domestic coal mining products.

Harga batu bara di pasar ICE Newcastle (Australia) ditutup di US$ 224/ton. Naik 1,82% dari posisi penutupan perdagangan kemarin. Tercatat, pada awal pekan ini (24/1/2022), harga batu bara juga naik di US$220/ton yang naik 2,35% dari pekan sebelumnya.

Tercatat, harga batu bara sempat menyen- tuh harga tertinggi pada 5 Oktober 2021 di US$ 280/ton, menjadi harga tertinggi sejak 2021.

Kenaikan harga batu bara dunia terjadi dipicu oleh kenaikan konsumsi listrik sektor industri China yang mencapai 9,1%

menjadi 5.509 miliar kilowatt/hour (kWh) pada 2021 jika mengacu kepada data National Energy Administration (NEA) yang dirilis hari ini. Konsumsi listrik di sektor perumahan diprediksi naik 7,3%

(year-on-year/yoy).

Sentimen lainnya datang dari dalam negeri.

Banyaknya impor Liquified Natural Gas (LPG), menjadi perhatian khusus peme- rintah dan menjadi pertimbangan hadirnya proyek hilirisasi batu bara menjadi Dimethyl Ether (DME) di Tajung Enim, Sumatera Selatan.

"Impor elpiji kita sangat besar, mungkin Rp 80 triliun dari yang dibutuhkan Rp 100 triliun. Nilai impor Rp 80 triliun juga harus disubsidi agar sampai ke masyarakat karena harganya juga sangat tinggi,"

tambah Jokowi.

Pada hari Senin (24/1/2022), Presiden Jokowi didampingi Menteri Energi dan Sumber Daya Mineral (ESDM) Arifin Tasrif menggelar groundbreaking pengembangan proyek hilirisasi batubara menjadi DME.

Pengembangan ini diharapkan mampu menciptakan nilai tambah bagi produk tambang batu bara dalam negeri.

"I ordered this since six years ago, and Alhamdulillah today we can start the coal downstream project into DME," said Jokowi in his opening remarks for the project developed by PT Bukit Batubara, PT Pertamina, and Air Product [an investor from the United States] quoted from Reuters.

In detail, the existence of the Tanjung Enim DME project will reduce LPG imports to 1 million tons/year with a DME production of 1.4 million tons/year. In addition, the DME project is able to absorb a workforce of 10,600 people in the construction phase and 8,000 people in the operation phase.

The foreign investment value is around US$ 2.1 billion by Air Products.

If foreign investment increases, then Indonesia can save foreign exchange reserves with an estimated range of Rp 9.14 trillion/year. In addition, DME has the advantage of being easy to decompose in the air so that it does not damage the ozone layer, the flame produced is more stable, and does not produce Particulate Matter (PM) and Nitrogen Oxides (NOx) pollutants.

The DME project will be completed within 30 months. This can be a positive sentiment for Indonesia, because in the future people will switch from LPG to DME, so that it will make the world coal price become high due to the high demand from domestic and abroad.

Selain itu, proyek DME mampu menyerap tenaga kerja 10.600 orang pada tahap konstruksi dan 8.000 orang pada tahap operasi. Nilai investasi asing sekitar US$ 2,1 miliar oleh Air Product.

Jika investasi asing meningkat, maka Indonesia dapat menghemat cadangan devisa dengan perkiraan kisaran Rp 9,14 triliun/tahun. Selain itu, DME memiliki keunggulan mudah terurai di udara sehingga tidak merusak lapisan ozon, nyala api yang dihasilkan lebih stabil, dan tidak menghasilkan polutan Particulate Matter (PM) dan Nitrogen Oxides (NOx).

Proyek DME akan diselesaikan dalam waktu 30 bulan. Hal tersebut dapat men- jadi sentimen positif bagi Indonesia, karena ke depannya masyarakat akan beralih dari LPG ke DME, sehingga akan membuat harga batu bara dunia pun menjadi tinggi karena banyaknya per- mintaan dari dalam negeri maupun luar negeri.

Market Waits For The Fed, Copper Prices Slump

OPPER prices weakened in trading today ahead of the Fed's monetary policy announcement.

On Tuesday (25/1/2021) at 15:03 WIB, the world copper price was recorded at US$ 9,673.5/ton, down 0.56% compared to yesterday's position.

Investors await the announcement of the Fed's monetary policy on Wednesday (26/1/2022) local time. Investors are worried about how many times interest rates will be raised this year and when the hikes will start.

The overheated United States (US) economy urged the Fed to immediately take policies to curb inflation. In December, US inflation hit 7% year-on- year, the highest since June 1982.

Analysts at Goldman Sachs saw the Fed say even more because of high inflation in the United States.

"Our basic prediction is that the Fed will raise rates four times in March, June, September and December. But we see the risk the Fed will want to raise rates at each meeting until inflation projections change,"

said David Mericle, economist at Goldman Sachs. to its customers quoted by CNBC International, Sunday (23/1).

Looking at the number of Fed meetings as many as 8 times this year, and if interest rates started to increase in March, it means that there is a possibility that interest rates could be raised 7 times, if you look at the risks presented by Goldman Sachs.

Investor menanti pengumuman kebijakan moneter The Fed pada Rabu (26/1/2022) waktu setempat. Investor mencemaskan tentang berapa kali suku bunga akan dinaikkan tahun ini dan kapan kenaikan akan dimulai.

Ekonomi Amerika Serikat (AS) yang terlalu panas mendesak The Fed untuk segera meng- ambil kebijakan untuk menahan laju inflasi.

Pada bulan Desember, inflasi AS mencapai 7%

year-on-year tertinggi sejak Juni 1982.

Analis dari Goldman Sachs melihat The Fed mengatakan bahkan tidak menutup kemung- kinan lebih banyak lagi akibat tingginya inflasi di Amerika Serikat.

"Prediksi dasar kami The Fed akan menaikkan suku bunga sebanyak 4 kali di bulan Maret, Juni, September dan Desember. Tetapi kami melihat risiko The Fed ingin menaikkan suku bunga di setiap pertemuan sampai proyeksi inflasi berubah," kata David Mericle, ekonom di Goldman Sachs kepada nasabahnya yang dikutip CNBC International, Minggu (23/1).

Melihat jumlah pertemuan The Fed sebanyak 8 kali pada tahun ini, dan seandainya suku bunga mulai dinaikkan bulan Maret, artinya ada kemungkinan suku bunga bisa dinaikkan sebanyak 7 kali, jika melihat risiko yang di- paparkan Goldman Sachs.

A faster rate hike could cut liquidity in financial markets and slow the recovery in the economy.

When the economic recovery slows, demand for copper will also shrink. This is because copper is used by various strategic sectors in the country's economic growth.

Indonesia’s coal ban sends prices soaring, other exporters fail to step up

NDONESIA’s short-lived ban on exporting coal has sent ructions through the seaborne market for the fuel in Asia, with the fallout likely to last beyond the initial shortage of available cargoes.

The short-term impact of the sudden ban announced on Jan. 1 by the world’s largest exporter of the polluting fuel was to send prices for cargoes from other major shippers soaring back toward last year’s record highs.

The longer-term impact is that the key planks of being cheap and reliable, promoted by the coal industry in its battle for survival against cleaner energy alternatives, are seriously undermined.

Indonesia’s government imposed a month-long ban on Jan. 1 on coal exports in a bid to ensure sufficient domestic supplies, but by Jan. 20 restrictions were being eased with 139 companies allowed to ship the fuel overseas.

However, it’s likely that the seaborne market will be short of several million tonnes in January and February as it will take time for Indonesia’s shipments to return to more normal levels.

The supply crunch is being exacerbated by the inability of some major exporters, such as Russia and South Africa, to boost their shipments, with only Australia likely to ship more coal in January than it did in December.

Indonesia is on track to export 17.7 million tonnes of coal in January, according to vessel- tracking and port data compiled by commodity consultants Kpler.

This will be some 43% below December’s 31.29 million tonnes and the weakest month since Kpler starting compiling data in January 2017.

Australia’s exports of all grades of coal are expected by Kpler to be around 31.29 million tonnes in January, up from December’s 29.74 million and the highest since September last year.

But much of the gain in Australia’s exports in January is likely to be for coking coal used to make steel, rather than thermal coal for power plants.

Australia’s thermal coal shipments are likely to be around 17.22 million tonnes in January, up just 380,000 tonnes from December’s 16.84 million, according to Kpler.

Russia’s coal exports are estimated at 9.70 million tonnes in January, down from 13.23 million in December, while South Africa is forecast to export 4.5 million tonnes in January, down from 5.43 million the previous month.

The shipping data makes it clear that coal supply issues extend beyond Indonesia and the other major exporters, Australia excepted, have been unable to take advantage of the shortage created by Jakarta’s ban.

Price surge

With coal in short supply it’s not surprising that prices have rallied, with the benchmark Australian thermal coal price, the Newcastle Port Weekly Index , as assessed by commodity price reporting agency Argus, surging to $243.97 a tonne in the week to Jan. 21.

This is up 59% from the recent low of $153.10 a tonne in the week to Nov. 12, and the price is closing in on the record high of $252.72, reached in the week to Oct. 15.

There have been reports of a Newcastle cargo changing hands at more than $300 a tonne, which if confirmed would show the desperation of some buyers to secure coal.

Russian coal prices at the eastern port of Vostochny have also surged, with IHS McCloskey assessing cargoes at $233 a tonne last week, up from recent lows around $155 in mid- November.

South African thermal coal for export from Richards Bay has also gained, rising to $162.58 a tonne last week from the recent low of $125.35 at the start of 2022.

These prices are likely to moderate as Indonesian cargoes return to the market and also as the peak northern winter demand period winds down.

But high coal prices and the threat of resource nationalism, as shown by Indonesia’s sudden export ban, point to a more worrying longer term future for seaborne coal in Asia.

Price sensitive buyers such as India and the Philippines will be forced to look at alternatives to importing coal, either from producing more domestically or switching to alternatives such as renewable energy plus storage or natural gas.

Traditional buyers such as Japan and South Korea may be better placed to afford high prices, but they too will be looking at alternatives given their long-term commitments to net-zero carbon emissions.

China, the world’s biggest coal importer, will also likely seek to minimise imports by keeping domestic output at high levels and investing more in alternatives. (Editing by Stephen Coates)

China releases Aus coal from its ports

HINA has cleared most of the Australian coal that had been held at Chinese ports due to a coal import ban, according to Fengkuang Coal Logistics.

The data released by the General Administration of Customs of China on January 21 shows that 5.6 million tonnes of Australian coking coal that was detained in Hong Kong – including 706,000 tonnes in October, 2.67 million tonnes in November, and 2.42 million tonnes in December – has been released.

China has historically been reliant on Australian high-grade coking coal, however, in the wake of the import ban, China has turned its sights to North America.
