ABSTRAK
Peranan kepemimpinan dalam suatu organisasi memegang peranan yang utama dalam menjalankan penyelenggaraan organisasi kesehatan agar tercapai pembangunan kesehatan yang optimal dan berkesinambungan. Rendahnya motivasi kerja pegawai Puskesmas Limbong diasumsikan karena peranan kepemimpinan yang kurang maksimal dalam lingkup komunikasi, pemberian arahan dan bimbingan, pengawasan, memotivasi dan pemberian penghargaan.
Jenis penelitian ini menggunakan metode metode survey dengan pendekatan Explanatory Research untuk menjelaskan hubungan peranan kepemimpinan dengan motivasi kerja staf Puskesmas Limbong Kecamatan Sianjur Mula-Mula Kabupaten Samosir tahun 2016. Waktu penelitian dilakukan dari bulan Februari sampai bulan April 2016. Populasi pada penelitian ini adalah seluruh pegawai di Puskesmas Limbong sebanyak 22 orang. Sampel dalam penelitian ini adalah seluruh pegawai di Puskesmas Limbong kecuali kepala puskesmas yaitu 21 orang. Analisis data menggunakan uji Korelasi Spearman.
Hasil statistik menunjukkan bahwa peranan kepemimpinan kepala puskesmas berpengaruh secara signifikan terhadap motivasi kerja yaitu: memotivasi (rho=0,449), pemberian penghargaan (rho=0,453). Sedangkan aspek komunikasi (rho=0,126), arahan dan bimbingan (rho=0,063), dan pengawasan (rho=0,146) tidak berpengaruh secara statistik terhadap motivasi kerja.
Berdasarkan hasil penelitian dapat disimpulkan bahwa peranan kepemimpinan kepala puskesmas terhadap motivasi kerja pegawai dalam aspek memotivasi dan memberikan penghargaan merupakan alternatif yang dapat dijadikan pemikiran terhadap peningkatan motivasi kerja pegawai Puskesmas Limbong. Selain itu, perlu juga ditingkatkan peranan kepala puskesmas dalam aspek komunikasi, memberikan arahan dan bimbingan serta dalam pengawasan sebab secara teoritis aspek tersebut berpengaruh terhadap motivasi kerja pegawai.

ABSTRACT
Leadership role in an organization whose primary role in running a healthcare organization to achieve the implementation of the development goals of optimal health and sustainable. The worth motivation of staff in the public health center of Limbong is low. It is assumed because the leadership role is not maximum in the sphere of communication, providing direction, guidence, supervision, motivation and awards.
This research uses a survey method with explanatory research method to clarify the relationship of the leadership role and work motivation of staff in public health center of Limbong, distric of Sianjur Mula-mula, Samosir in 2016. The research was conducted from February to April 2016. The population in this study were all employees in community health center Limbong. They are 22 people. They are all used to be the sample in this research except the director of community health center Limbong. Data analysis using Spearman correlation test.
The statistics shows that the leadership role of public health center director is very significant in giving influence on work motivation. They are to motivate (rho= 0,449), giving awards (rho= 0,453). Meanwhile aspects of communication (rho= 126), direction and guidance(rho= 0,063) and supervising (rho= 0,146) were statistically giving no effect on work motivation.
Based on the results of this study, concluded that the leadership role of Health Centers director on employees work motivation in aspect of motivaton and giving awards is an alternative that can be thought to increase employees work motivation of community health center Limbong. In addition it should also enhanced the role of Health Centers director in the aspects communication , providing direction, guidance and supervision, because these aspects influence on employees work motivation theoretically.
