reduce inter-island shipping costs
which are considered high.
This would be achieved mainly by employing larger ships giving
economies of size

improve connectivity
with outlying islands
–
i.e. to link the
outlying regions of Indonesia via direct services, without the need
for transhipment at Jakarta and Surabaya
•
To
reduce transit times
between the east and western ports
•
To
reduce berth occupancies
at the ports, as a result of much
faster handling speeds
•
This would
moderate the need for investment
in terminals
