II. 2.1.5.3 Market Conduct Study and Development

When preparing regulations for the market conduct supervision function, OJK evolved from a risk-based approach to a thematic approach.

The change include the principles of market conduct supervision, the activities of market conduct supervision and the implementation of market conduct supervision and the gradual implementation of market conduct supervision of Financial Services Institutions.

In order to strengthen market conduct supervision, OJK joint research with academics from the University of Indonesia conducted research related to the preparation of market conduct risk assessments. As a result, market conduct risk assessments have been performed covering wide and specific risk significance. Risk significance includes inherent, process and control risks at financial services providers in the banking industry and insurance industry as well as at finance companies, securities companies and asset management companies. Risk significance is subsequently used as guidelines for market conduct risk assessment and analysis in accordance with the roadmap planned for 2020.

II.2.1.6 SPRINT for Bonds and Sukuk Insurance by Bank Issuers

OJK launched the Integrated Registration and Licensing Information System (SPRINT) for Bank Issuances of Bonds and Sukuk to accelerate and streamline the Licensing process by integrating the Capital Market and Banking Licensing Processes. Through SPRINT, the licensing process for Bank Issuances of Bonds and Sukuk was expedited from 105 to just 22 working days.

The previous sequential licensing process for Bank Issuances of Bonds and Sukuk was therefore transformed to one-stop licensing using a simplified application form. Consequently, OJK significantly cut the application processing time but maintained the prudential

To ensure transparency in the licensing process, SPRINT has a tracking feature that allows applicants to monitor the progress of the licensing or registration process. The tracking feature also reduces interaction between the Applicant and Regulator, thus reducing the potential for moral hazard, while improving the quality of good governance at OJK.

Furthermore, the integrated licensing system is not only used for bond and sukuk issuances, but also for electronic registrations and requests for corporate actions. To that end, OJK promulgated OJK Regulation (POJK) No. 58/POJK.04/2017 on Electronic Submissions of Registration or Corporate Action.

II.2.1.7 Financial Information Services System (SLIK) Development

SLIK is an information system managed by OJK to support supervision and financial information services. SLIK development is mandated by the OJK Act (No. 21) of 2011 that stipulates OJK authority in terms of regulating and developing an interbank information system (Article 69) as well as regulation and supervision of the Debtor Information System (Article 7). In pursuance of that mandate, OJK developed the Financial Information Services System (SLIK) to replace the role of the Debtor Information System (DIS) previously managed by Bank Indonesia.

Sebagai bentuk transparansi proses perizinan, SPRINT dilengkapi fitur tracking sehingga Pemohon dapat melakukan monitoring terhadap progres perizinan atau pendaftaran yang telah diajukan.

Fitur tracking juga dimaksudkan untuk mengurangi interaksi antara Pemohon dengan Regulator, sehingga dapat mengurangi potensi moral hazard dari Pemohon maupun Regulator, sekaligus meningkatkan kualitas good governance di lingkungan OJK.

Sistem perizinan terintegrasi tidak hanya digunakan untuk penerbitan Obligasi dan Sukuk, namun dapat digunakan untuk pernyataan pendaftaran atau pengajuan aksi korporasi secara elektronik. Dalam pelaksanaannya, OJK menerbitkan Peraturan OJK Nomor 58/POJK.04/2017 tentang Penyampaian Pendaftaran atau Pengajuan Aksi Korporasi secara Elektronik.

II.2.1.7 Pengembangan Sistem Layanan Informasi Keuangan (SLIK)

SLIK merupakan sistem informasi yang dikelola OJK untuk mendukung pelaksanaan tugas pengawasan dan layanan informasi di bidang keuangan. Pembangunan SLIK merupakan amanat dari UU No.21 tahun 2011 tentang OJK yang menetapkan kewenangan OJK dalam mengatur dan mengembangkan penyelenggaraan sistem informasi antar bank maupun lembaga lain di bidang keuangan (pasal 69) serta kewenangan dalam pengaturan dan pengawasan sistem informasi debitur (pasal 7). Untuk melaksanakan amanat UU tersebut, OJK membangun Sistem Layanan Informasi Keuangan (SLIK) menggantikan peran dari Sistem Informasi Debitur (SID) yang sebelumnya dikelola oleh Bank Indonesia (BI).

Scope of Debtor Information Available through the Financial Information Services System (SLIK)

SLIK diresmikan oleh OJK pada April 2017 dan berjalan secara paralel dengan SID BI sampai Desember 2017. Tata cara pelaporan dan permintaan informasi debitur melalui SLIK di atur dalam POJK Nomor 18/POJK.03/2017 tentang Pelaporan dan Permintaan Informasi Debitur melalui Sistem Layanan Informasi Keuangan.

Seluruh LJK yang menjadi pelapor SID wajib menjadi pelapor SLIK per 5 Mei 2017. Selain itu, lembaga jasa keuangan lain juga diwajibkan menjadi pelapor SLIK paling lambat 31 Desember 2018 (BPR,BPRS, dan Perusahaan Pembiayaan) dan 31 Desember 2022 (Perusahaan Modal Ventura dan Lembaga Jasa Keuangan Lainnya).

SLIK diimplementasikan secara penuh per Januari 2018 dan resmi menggantikan SID. Keunggulan SLIK antara lain:

1. Infrastruktur IT yang handal dengan pemisahan server untuk mempercepat proses pelaporan dan permintaan informasi;

The Financial Information Services System (SLIK) was officially launched by OJK in April 2017, operating in parallel with Bank Indonesia’s Debtor Information System (DIS) through to December 2017. The information reporting and request procedure through SLIK are contained in OJK Regulation (POJK) No. 18/POJK.03/2017 on the Debtor Information Reporting and Request Procedure through the Financial Information Services System (SLIK). All existing reporting financial services institutions under the Debtor Information System (DIS) were mandatorily required to report under the new Financial Information Services System as of 5th May 2017. In addition, other financial services institutions are also required to report to the Financial Information Services System (SLIK) no later than 31st December 2018 in the case of rural banks, Sharia rural banks and finance companies, and by 31st December 2022 for venture capital firms and other financial services institutions.

SLIK will be implemented fully and officially replace the Debtor Information System (DIS) in January 2018. The salient advantages of the Financial Information Services System (SLIK) include:

Economic growth must be underpinned by public financial literacy that enables informed financial management and protects the consumer from financial crime. A well literate society understands the intricacies of the financial services sector, thus optimising financial products and services to increase prosperity. As the number of financially included people grows, the benefits of economic development can be enjoyed more broadly. Striving to increase financial literacy and inclusion, OJK issued two Circular Letter (SEOJK) in 2017 as follows:
