REPORT OF THE BOARD COMMITTEE ON COMMUNICATIONS AND CONVENTIONS TO THE MEETING OF THE INTERNATIONAL BOARD OF TRUSTEES
1. DIVISION· TRAINING CONFERENCES
Finance:
a. Sixty (60) points will be earned when both the club president and secretary are eequired to attend the Division Operations Training Conference provided by the lieutenant governor. (100 points - Deduct 30 5-0-points if special arrangements are necessary to train either the club president or secretary.)
b. Forty (40) points will be earned when the club president-elect or president-designate attends the Leadership Development Conference conducted by a certified Kiwanis trainer in preparation for the following administrative year.
I move that Recommendation #2 be adopted.

14. PERFORMANCE: A maximum of 100 points may be earned in this category provided that during the administrative year:
a. The club president who sponsors members in the president's own club and verifies this in writing to the lieutenant governor by September 30, 1992, will receive 25 points for the first member, 25 points for the second member, and 50 points for the third member.
b. The club organizes a new Circle K Club, Key Club, or Builders Club for 50 points each.

Waiver of Dues - Desert Shield/Storm
Committee members reviewed a recommendation of the International Committee of Past International Presidents that the Kiwanis International Board consider a waiver of dues for Kiwanis members involved in Operation Desert Shield/Storm in the Middle East. They concluded that a waiver of dues was not initiated for Kiwanians in World War II, the Korean Conflict, or the Vietnam War. Therefore, the Committee declined to recommend a aiver of dues for Operation Desert
Shield/Storm.

1990 Memo from President Blechman Item #2 - Regarding Role of Lieutenant GovernorA November 4, 1990 memo from President Wil Blechman, regarding training of club officers, the role of the lieutenant governor and the structure of Kiwanis service committees, was reviewed by the Committee. Staff reported that various standing committees are also studying the lieutenant governor's role. The Committee held over further discussion of these topics until the May Board meeting and
requested that staff solicit additional input regarding the lieutenant gover- nor's role.
Machine Translation and Use of College Students for Translations
Research into alternative methods for translation of Kiwanis program materials was reviewed by the Committee. Staff informed Committee members of ongoing
research into use of mechanical or computer-assisted translations and the use of part-time college students for certain projects.

-5- Procedure Amendment Regarding Kiwanis Pin
President-elect John D. Morton, Sr., requested the Committee to consider an amendment to Procedure 192d. to allow for the proposed "Winner's Circle" lapel pin attachment planned as part of the membership growth awards program for the 1991-92 Administrative Year. Currently, the procedure prohibits any attachment other than attendance tabs.
The Committee recommends that Procedure 192d. be amended so that attachments may be made when approved by the Kiwanis International Board of Trustees.
Recommendation #4:
The Committee recommends that Procedure 192d. be amended to read as follows:
Procedure 192 - Emblems
d. No attachments shall be affixed or placed with the Kiwanis lapel button except attendance tabs, unless approved by the Board of Trustees.
I move that Recommendation #4 be adopted.
