The board's report on administration, Kenneth W., concluded that the board had an unrestricted budget for computer software of $10,000. This completed the action based on the recommendations of the Administrative Board Committee and the report was received.

In the first full year of the program, we were able to offer full support to four PhD students. NOTE: The status report from October 1 to December 1, 1990 is included with the secretary's message in the permanent record.

KIWANIS INTERNATIONAL STATUS REPORT

KIWANIS INTERNATIONAL EXECUTIVE DIVISION

STATUS REPORT

President Wil received a grant from the Center for the Future of Children to partially cover the costs of the district chairmen. This information will be compiled into the annual 'Biographical Sketches of Candidates for the International Bureau', which will be sent to clubs for the first time with amendments and resolutions prior to the Convention.

KIWANIS INTERNATIONAL , FOUNDATION

The International Foundation has entered into an agreement with the Long Distance Partnership of Burlington, Vermont, which will allow businesses to save 5 percent on their long distance phone bills and contribute a percentage to the Foundation, all without switch long distance carriers (AT&T, US Sprint, MCI). A "What is the Kiwanis International Foundation?" The mini-booklet has been created and is being printed in French, German, Japanese, Chinese, Italian, and Spanish for distribution to nations whose people speak those languages.

KIWANIS INTERNATIONAL COMMUNICATIONS DIVISION

Additional MEP information appears in the Information/Discussion section of the Board's Education and Program Development Committee agenda. The convention exhibit Priority One was exhibited at the annual conference of the National Association for the Education of Young Children.

KIWANIS INTERNATIONAL FINANCE/MIS DIVISION

The 1991-92 Cost of Doing Business Budget and Operational Plan will be presented to the appropriate Board Committee at the January meeting. The Board Committee approved New Items Budget summary will be presented to the Finance Committee in March. Internal audit reports are presented to the Board Committee on Finance at each meeting for review and consideration.

An internal audit report on the departmental accuracy of charging will be presented to the Board of Directors Finance Committee at the January committee meeting. All files were converted to the newer disk drives without disrupting the users of the system. After researching the various alternatives to connect users to the new system, this was decided.

KIWANIS INTERNATIONAL HUMAN RESOURCES DIVISION

In November, employees gathered for the annual Thanksgiving feast. Everyone enjoyed the variety of dishes brought by their colleagues. In December, employees enjoyed a holiday gathering, including dinner and dancing at Adam's Mark Hotel. Estimates for the payroll savings plan for the period ending October 31, 1990 were completed and statements distributed to participating employees.

The 5500 and Summary Annual Reports for the Welfare, Payroll, and Pension Plans were distributed to all employees on December 4, 1990, according to Internal Revenue Service guidelines. Further program improvements are in preparation. to better serve Kiwanians for the Anaheim Convention scheduled for 1991. General Liability Insurance workshops in Witchita, Kansas and Anaheim, California are scheduled for the upcoming Midwinter Conferences.

KIWANIS INTERNATIONAL MEMBERSHIP DIVISION

At the Louis International Convention, each of the Committee members was assigned four to five districts to "advise" during the 1990-91 administrative year. The cartoons were drawn by the son of Michael Pratt, past governor of the South West District. The department has undertaken a review and revision of materials relating to the new organization of the club.

The focus of the material will be a new video tape, replacing the slideshow/cassette. This major undertaking was scheduled to be completed by September 30, 1991, the end of the current administrative year. Procedure 194: District Governor Competencies as Kiwanis International Officer: Chinese, French, German, Italian, Spanish.

KIWANIS INTERNATIONAL SPONSORED PROGRAMS DIVISION

The annual stock audit of all literature items was completed and stock levels were updated for the coming year. Employees have also held and participated in orientation meetings for new employees for the vision for sponsored programs. The staff collected, distributed and mailed the weekly mailings to Key Club District Governors, Administrators and the International Board.

The staff also traveled to Chicago to help plan the 1991 Key Club International Convention. The staff advised the Key Club Board Committee on Club and Member Services by helping to develop the committee agenda and the board's meeting report. October board. Staff met with the District K Department to review the information to be included in the weekly mailings for the first quarter.

4- Convention Support

Each mailing contained an issue of the Builders Club newsletter along with additional literature and information. Subscriptions to the Builders Club newsletter were again offered through a general Kiwanis message to all club presidents. An article on the Builders Club Program appeared in the first issue of the 1990-91 Kiwanis Officers' Bulletin.

The staff worked with the president of the International Committee on Builders Club to develop a quarterly reporting system and sponsorship program. The annual sponsorship contribution for the Builders Club was included in the semi-annual statements sent to Kiwanis clubs for the second time this year. A welcome letter from the President of Kiwanis International is sent to Kiwanis clubs sponsoring a new Builders Club.

All other sections of the Kiwanis International procedures and policies of the Kiwanis International Foundation regarding any aspect of this agreement apply. The notice of desire to terminate the agreement must include specific reasons for the termination. The Salary Savings Trustees are legally charged with responsibility for the fund's investment assets.

Policy guidelines will be determined by the Salary Savings Administrators after considering the advice and recommendations of the Investment Manager and others. The equity portion of the portfolio must equal or exceed 90% of the s&p 500 in income. generation over an average of 36 months. The fixed income portion of the portfolio must equal or exceed 90% of the Shearson-Lehman 3-5 year government bond index in income generation over a 36-month average.

The Investment Manager will be held responsible for making all investment decisions regarding the assets of these Funds and will be responsible for the objectives set forth herein, except for 1) any specific limitations stated. in this memorandum and 2) provided that the manager adheres to the guidelines and philosophies set forth herein. The Committee reviewed the following: a September 30, 1990 memo from President Wil Blechman; Status reports from October to December 1990 submitted by the six. Review of Proposed Operating Plans for 1991-92 and Priority New Initiatives The committee reviewed the proposed operating plans for 1991-92 and prioritized new initiatives for the membership department as it relates to member service. This question is raised every year, and the committee concluded that there is a need for a clear board position on the matter.

A November 4, 1990 memo from President Wil Blechman, regarding club officer training, the role of the lieutenant governor, and the structure of Kiwanis service committees, was reviewed by the Committee. The Committee deferred further discussion of these topics until the May Council meeting and. Research on alternative methods for translating Kiwanis program materials was reviewed by the Committee.
