A plan will be developed to begin a process of gradual modification of the current systems used in Europe to align more closely with the systems used for other parts of the Kiwanis world. During the last six months of the 1988-89 fiscal year, Kiwanis issued refund checks to clubs with credit balances in excess of $15. During 1989-90 similar attempts to repay the credit balances or to notify the club of the credit balance in the form of a voucher etc.

The Committee reviewed the 1990-91 Budget Summary Report prepared by staff to assist in the preparation of the budget. Staff also commented on the addition of graphs and a cash flow analysis that would also assist the Committee in preparing the budget. Many of the topics in the letter were addressed by the board and staff. Advertising revenue and expenses are considered an integral part of the magazine, and if there is a surplus, they will be part of the magazine fund." Kiwanis aims to maintain a magazine reserve fund balance at the end of the fiscal year equal to 10% of the magazine's projected costs for the following year.

Proposed procedure for the use of the surplus of the Convention fund and the formation of the balance of the reserve fund. Kiwanis strives to maintain an International Convention Reserve Fund balance at the end of the administrative year equal to 50% of the International Convention's budgeted expenses for the following year. The staff presented a report of findings as a result of a recent trip to the Philippines, the Republic of China and New Zealand.

ASPAC

Many of the clubs will attend Divisional Conferences in April to elect Lte Governors and it is anticipated that many more will pay to be "in good standing" for voting purposes. It was planned to review current banking arrangements and the possibility of using a CPA firm to assist in debt collection. Due to the substantial improvement by clubs in more accurate and faster payment and reporting, staff would suggest postponing this opportunity to the near future0.

The appropriate officials were shown the number of clubs in good standing in each district and the credentialing process went without questions. It was confirmed that previous changes are working and that more improvements will be implemented as described above. Philippine district leaders and our staff should be commended for these improvements.
