KIWANIS INTERNATIONAL SPONSORED PROGRAMS DIVISION

Laws 2 Regulations and Historian Committee

--Encouraged Trustees to inform counseling districts of the need to submit district bylaws and amendments to the Board for approval.

--Recommended a revised Standard Form for District Policy Code be approved.

--Recommended a timeline for review of the proposed changes to the Circle K policies and procedures.

--Discussed possible amendments to the Circle K International Constitution and Bylaws.

Theme & Emphasis2 Service Committee

--Recommended a letter of recognition be sent to governors in a weekly mailing to recognize clubs participating in theme projects.

--Recommended the creation of joint service projects to be used in Kiwanis and Circle K theme and major emphasis programs ..

. --Recommended the development and production of a calendar for the second year theme and emphasis program.

--Recommended the development of committee guidelines to be kept in permanent files for the committee.

--Recommended the distribution of a theme survey during the district conventions to gain feedback on the 1989-91 theme program.

K-Family/New Club Building Committee

--Continued work on the Kiwanis District Governor incentive program (modeled after the Key Club KICK Award). Recommended to name the award the E.B. "Mac"

McKitrick Award in memory of Past Kiwanis International President McKitrick.

Membership Development and Education Committee

--Recommended that a single sheet reminder of minimum membership requirements be sent in a club mailing.

--Recommended changes to the Member Handbook to be revised for publication next year ..

--Recommended major changes to the Membership Education and Recruitment Program Manual to be revised for publication later this year.

--Recommended that portions of a Fall MD&E newsletter be utilized this Spring in a club mailing.

--Recommended the elimination of the Advisors Handbook from the e.s.p. series.

The handbook would stand on its own.

--Recommended the elimination of some literature items that are out-of-date and not requested.

Awards/Conventions-Conferences Committee

--Recommended criteria for the K-Family Award and the Club President Scho- larship.

--Recommended the recipient of the Humanitarian Award.

--Recommended the approval of the Hyatt Regency Baltimore as the headquarters of the 1991 Circle K International Convention.

--Recommended the approval of the Hilton Palacio Del Rio as the headquarters of the 1992 Circle K International Convention.

--Recommended Knott's Berry Farm as the site of the Monday Night Outing for the Anaheim Convention.

--Recommended the inclusion of a career/graduate school fair during the Anaheim Convention.

--Recommended that Atlanta be removed from consideration as a 1993 convention site and that further research be done on New Orleans and Nashville.

--Work will continue on the revision of awards applications between now and the May Board meeting.

On To International Convention Chairman

--Recommended the approval of the preliminary draft of the OTIC handbook.

--Recommended the approval of the preliminary draft of the OTIC slide show script.

Finance/Administration Chairwoman

--Recommended the development of a brochure to promote the Tomorrow Fund.

--Recommended that monthly expense summaries be provided to the Board members.

-~Recommended the approval of the revised general mailing schedule.

--Recommended the elimination of the Dues 100 program.

Executive Committee

--Recommended the purchase of a gift (in conjunction with Key Club) in honor of the Kiwanis 75th Anniversary;

--Recommended dues increase in order to balance the proposed 1990-91 Circle K 161 budget.

--Recommended a job description be developed for the International Speaking edi- tor position and that the position not be given any more "power."

--Recommended adjustment to the 1990-91 Circle K 162 budget in order for the budget to balance. Approval was given to this adjustment.

KEY CLUB DEPARTMENT

Statistics (as of March 12, 1990)

The statistics for Key Club International are given in the status report sub- mitted by Sponsored Program Services Department. The continued strength of the program is evident from the fact that Key Club International is ahead of last year's YTD in total active Key Clubs, total Key Clubs, new clubs built YTD, paid membership, and amount of dues paid. This is encouraging in that last year was a record growth year for Key Club International. Unfortunately the organization also has more suspended status clubs than th.is time last year.

Administrative Actions

The Key Club Department has been involved in the following activities since the last meeting of the Committee on S-ponsored Programs:

--Conducted orientation to the Key Club Program for new Kiwanis Director of Field Operations.

--Interviewed two Public Relations Intern candidates to work with the Key Club Department during the summer months in the promotion of the Inter- national Convention and other Key Club program promotion.

--Department Administrative Secretary served on the Personnel Policy Develop- ment Committee ..

--Sent letters of welcome to newly elected district governors and admin- istrators; letters of thanks and farewell to those administrators not re- turning for 1990-91.

--Finalized responsibilities of the International Committee on Key Clubs and sent letters of welcome to new memberso

--Reviewed Bylaws for the following Key Club Districts:

Louisiana-Mississippi-West Tennessee Ohio

Nebraska-Iowa.

Mailings/Magazine

--Completed the last of five scheduled General Mailings to local clubs.

--Completed the third mailing to sponsoring Kiwanis clubs.

--Completed six of seven Keynoter magazine productions and mailings to local clubs.

--Distributed educational materials to each of the Key Club District Conven- tions.

--Worked with the Sponsored Program Services deparmtent in preparing weekly mailings to Key Club International Board, District Governors and Ad~in- istrators.

Conventions/Board Meetings/Conferences

--Conducted, in conjunction with the Assistant Secretary for Sponsored Pro- grams and Director of Sponsored Program Services, the first of two Regional Training Conferences for newly elected Key Club Governors and Key Club Administrators. Both conferences are being held in Indianapolis this year.

The first was held April 19-22 and the second will be held May 10-13.

--Developed and distributed the 1990 Call to Convention Slide Show and bro- chure for use at the Key Club District Conventions.

--Developed, produced, and distributed an upgraded Pre-Convention Primer for the explanation and promotion of the Key Club International Convention to club presidents, faculty advisors, sponsoring Kiwanis club presidents and district officers.

--Developed, produced and distributed Inside Washington, a publication updat- ing district leaders of the progress and details of convention plans.

--Participated in Kiwanis Governor-Elect and District Secretary Conferences.

--Conducted February Key Club International Board Meeting.

---Organized the 1990 Key Club International Convention Host Committee in Washington DC, January 10-14.

--Interviewed five charities in the Washington DC area as possible recipients of the convention charity event.

--Completed the development of a pilot Key Club International Club Survey.

--Wrote three KEYgram newsletters for Key Club District Officers.

--Updated Key Club International Board Policies.

--Participated in two Key Club International Theme Committee meetings December 8-10, 1989, and February 8, 1990.

--Continued development of 1990-91 Key Club Theme and Major Emphasis Program Booklet and video.

--Submitted articles to the BKO.

Organizational meeting of Convention Host Committee

Montana District Key Club Convention

Nebraska-Iowa District Key Club Convention.

The Theme Committee of the Key Club International Board met in Indianapolis December 9-12, 1989 to develop, write and edit the Preamble of the 1990-91 Theme and Major Emphasis Program. The Committee determined the focus of the new program and developed an outline of the projects and narratives for the program.

The Theme Committee also met in Indianapolis on February 8, 1990 (one day

prior to the February meeting of the Key Club International Board of Trustees).

The Committee completed the actual writing of the Theme Booklet including section narratives, projects, and resource organization guide,. The Committee met with the video producer to give direction and content directives. The Com- mittee also met with the Director of Art Department to provide input for the format and design for the Theme Booklet.

The Key Club International Board and Committees met in Indianapolis, February 9-12, 1990. The following summarizes the action of each committee:

--Recommended approval of the 1990-91 Operational Plan.

--Set 1990-91 International Board Meeting Calendar.

--Recommended revisions and amendments to Key Club International Board Policies.

--Recommended amendment to Nomination and Election of Officers procedure of Key Club International Bylaws.

--Recommended revisions to Key Club International Officer report forms and service agreement.

--Developed a resolution in support of Operation Know--Know To Say No Program.

--Re-designed Key Club Bulletin format and heading.

--Developed new Key Club Literature items.

--Recommended purchase of Teacher Appreciation crystal apples as supply item.

Convention

--Selected DC Habitat for Humanity as convention charity project.
