Publication of the monthly newsletter on recruitment and retention continues.
Mailing was expanded to include governors-elect. The focus of the content has shifted somewhat to include examples of exemplary growth-related activities from Kiwanis districts and their leadership. Feedback from governors and district
counselors has been positive.
Membership Videos
"The Kiwanis Experience: Fellowship and Service" and "Kiwanis: Sharing the Experience" continue to sell extremely well. The original order of 1,000 each was exhausted in the five months following their unveiling at the Orlando Con- vention. An additional 500 of each were ordered and the Membership Division is in the process of updating both videos by the St. Louis Convention.
Lieutenant Governor Growth Awards
These awards serve to motivate lieutenant governors to build new clubs in their divisions in the first quarter of the administrative year and bring clubs up to charter strength. More than 170 of the awards were distributed for 1988-89.
Club Awards for Membership Growth
It is anticipated that, pending receipt of certified membership figures, nearly 1,000 club awards will be distributed for meeting requirements of the Diamond Growth, Project 39, Special Guest and reMember awards programs. There is an ongoing need, however, for district and division leadership to familiarize them- selves and their clubs with the Kiwanis International awards program for
recognition and motivation purposes.
NORTH AMERICAN FIELD OPERATIONS
Field Service Representatives
The department continues to supervise the activities of Field Service Represen- tatives in North America. These activities have recently included:
Fall Team Meeting - participated in the International Council and a
meeting of the FSR team (October 5-9) to obtain updates from office-based staff, provide feedback from the field, and review plans for the first and second quarter of 1989-90.

District Meetings - participated in 13 fall conferences and/or Board
meetings in assigned districts to promote Kiwanis growth, particularly new club building.
Communications - continued regular communications (written and telephone) with office-based staff, district governors, new club building chairmen,
lieutenant governors, and KIARs.
On=Site Support - travelled to assist local Kiwanians with efforts to form new clubs before the holiday seasone
Brian P. Crees - was hired to replace Henry Hinrichsen in the North Central region; he has completed his basic orientation, and has been introduced to the 5 districts in his assigned region.
Status of Clubs
The department finished processing the documents and fees related to new clubs organized during the 1988-89 administrative year.
The department's processing of club status changes is reflected in the details of the Administrative Action Report sections on New Kiwanis Clubs, Clubs Reac- tivated, Clubs Merged, Charter Resignations, and Not-Meeting Clubs.
Denver Market Pilot
The product repositioning/market pilot is now half completed. The media cam- paign was conducted from October 1 to November 15, 1989. The second and final phase - a membership recruitment campaign among the Denver area's 65 existing clubs and a new club building campaign within 15 targeted sites - is currently underway, with completion scheduled for December 15, 1989.
INTERNATIONAL EXTENSION
Mexico
New club building in Mexico continues to expand. At least six clubs are pre- sently in various stages of formation in the Southwest District and should be completed by the beginning of 1990. The California-Nevada-Hawaii District reports a second Mexican club in formation in Seneca. The Texas-Oklahoma
District also plans to broaden its Mexico new club building efforts later early next year.
Andean and Central America District
The first Train the Trainers Conference for the Andean and Central America District will be held in February or March of 1990 in Colombia with four (4) participants and numerous observers.

The district held its District Board Meeting in Guayaquil, Ecuador this month in combination with the first ever Regional Conference. The conference was a great success and Ecuadorians are very optimistic about new club building for the 1989-90 Administrative Year. Field Service Representative Gerardo Jurado presently has 5 new clubs in various stages of formation in Ecuador.
Search for Director of Field Operations - Latin America
The search for a replacement to Rob Lee as Director of Field Operations - Latin America is underway. An appointment is expected by January 15, 1990 if not sooner.
Argentina
Field Service Representative Ricardo Gauffin continues new club building in Argentina. Two new clubs are presently in formation. Argentina held its first Regional Conference in November in Jujuy, where it was decided that the clubs in this country would attempt to attain provisional district status within the next 12 months.
Brazil
Approximately three clubs are in formation in the surrounding states of Sao Paulo and should be completed by the beginning of the year. It is the goal of Kiwanians in Brazil to attain provisional district status within the next 12 months.
Australia
A KIAR Training Program was conducted by staff in Melbourne on November 5th.
With the assistance and support of lieutenant governors and KIARs, the District Governor hopes to build at least one new club per division by the end of this administrative year.
Malaysia
This non-districted area is one of the most promising in the Asia-Pacific
region. Malaysia has shown substantial progress in membership growth as well as new club building. Malaysia now has eight Kiwanis clubs and the Area Committee is diligently striving to meet the requirements of provisional district status.
Staff continues to provide full service and support so that the goal of provi- sional district status can be achieved in the very near future.
Philippine Luzon and South Districts
A new system of financial reporting and record keeping is in place for both Phi- lippine districts. The newly appointed fiscal agent is working closely with field service staff and district offices to improve the current dues collec- tions. Field staff are emphasizing increased recruitment of women and young professionals. Both districts will have another good year in new club building and membership growth assuming continued political stability. Quantity as well as quality of new members and new clubs will be stressed by both districts.

Korea
The news from Korea is not good. Governor-designate Sang-Won Hahn reports that morale among Korean leaders is low. No significant growth progress has been realized. As a result, staff projects that Kiwanis in Korea may devolve in the months ahead. Mr. Sang-Won Hahn continues to lead this non-districted area in his capacity as Governor-designate, which will be in effect until
September 30, 1990. Staff will continue to offer service and support throughout this difficult period.
TRANSLATIONS
New Translator/Interpreter (T/I) for Chinese
A new part-time position for a Chinese T/I was approved in 1988-89.
Paula Zhou was hired for this position. After her orientation during the last week of September, she immediately began her work assignments first with the Board Meeting and then with Councilc Her main responsibilities include:
ac Assistance to the Board Member of the Republic of China.
b. Support to the Director of Field Operations for Asia/Pacific.
c. Translation of core materials.
Translations
The translators continue to respond to increased demands from various depart- ments for the translation of materials in other languages. The following items, including core materials, have been translated since the beginning of the
current administrative year:

CLUB SERVICES
Annual Club Reports
Most of the districts have forwarded their Part I's of the Annual Club Report (which were due by November 21) and these have been recorded and passed on to the Program Development Department for processing statistics. Several districts have completed their grading of Part II narratives (i.e., report of club's service project(s)) and have advised us of their district winners. These have been recorded, verified as to classification, and acknowledged. By January
10, all of the participating districts should have submitted their copies of district winning reports.

International Committee on Achievement
All district winning Annual Club Reports will be organized into 5 identical sets with grading sheets and forwarded by the end of January to the members of the
International Committee on Achievement. Staff has contacted the committee to make travel and room arrangements for the meeting scheduled for March 9-11, 1990.
District Administrative Excellence and Distinguished Governor Award Programs Accumulative statistics are being compiled and year-end point scores computed to determine the recipients of the 1988-89 District Administrative Excellence and Distinguished Governor awards. The 1988-89 Governors who achieved mandatory criteria and whose districts attain a point score of 1320 or more will be eli- gible to receive the 1988-89 District Governor Award. Recipients will be pre- sented to the International Board for approval. In each of 5 categories, the 2 districts earning the highest total point scores will be eligible to receive the 1988-89 District Administrative Excellence Award. Recipients will be presented to the International Board for approval.
Forms were sent mid-October to the 1989-90 Governors for reporting completion of Leadership Training criteria of the 1989-90 Distinguished Governor and District Administrative Excellence Award programs. This information has been. recorded as received.
Distinguished Lieutenant Governor and Distinguished and Merit Club Officers Award Programs
The appropriate forms and guidelines for making nominations for the above awards were mailed to 1988-89 Governors and Lieutenant Governors. Districts have sub- mitted their nominations for Distinguished Lieutenant Governors and we should have most of the districts' recommendations for Club Officers Awards by the end of December. These are recorded as received and will be processed by staff to determine the estimated number and types of awards to be ordered from our suppliers.
In the October General Mailing, each club was sent the appropriate forms on which to report to their district officers the completion of criteria #2 and #3 for .the 1989-90 Distinguished and Merit Club Officers Award programs.
Legion of Honor
A total of 580 Legion of Honor Certificates have been issued since October 1, 1989. The breakdown of certificates issued is as follows: 25-year, 168;
30-year, 133; 35-year, 116; 40-year, 95; 45-year, 40; 50-year, 21; 55-year, 4;
60-year, 3. This is 82 fewer certificates than were issued in a comparable period in the 1988-89 Administrative Year •
. Lieutenant Governor Reports
Contact, Official Club and Official Board Visitation reports, and Quarterly Evaluation reports are recorded as received from lieutenant governors. A sum- mary of missing reports is issued quarterly to each district governor and secre- tary.

District Convention Reports
Staff has followed up with the district secretaries who failed to file or filed an incomplete report of their 1989 District Convention.
Club Bylaws/ Name Changes/ Incorporations
Staff has been processing amended club bylaws, name changes, club and club foun- dation incorporations on a daily basis as requests are received. Requests for establishing club foundations continue to be heavy.
