Michael Broome spoke at the opening of the council meeting; Gene Sease, president emeritus of the University of Indianapolis was the keynote speaker at the luncheon in honor of. Past Presidents; and Richard Abel, president of the Fellowship of Christian Athletes spoke at the closing session. In addition, a letter was sent on December 15 to all club presidents in the Eastern Canada and Caribbean, Illinois-Eastern Iowa, Indiana, Michigan, Ohio and Wisconsin-Upper Michigan districts, inviting members of their clubs to attend the gala events . .
KIWANIS INTERNATIONAL FOUNDATION
The Kiwanis International Foundation received $180,000 in contributions during the first two months of this year. 1990-91 Great Emphasis Program French and Spanish reprint 3,000 selections about drugs and drinks KEY CLUB INTERNATIONAL. 1990-91 Key Club Theme & MEP Audiovisual Key Club Regional Training Conference Key Club Leadership Seminar.
KIWANIS INTERNATIONAL COMMUNICATIONS DIVISION
All actions regarding the Lieutenant Governor's Handbook are suspended until the completion of the January board meeting. Kiwanis' promotion of the magazine for the 75th Annual International Convention in St. Louis, Missouri, began with a full-page spread in the January 1990 issue. The next phase of this readership/circulation campaign will be launched in conjunction with the mailing of the January 1990 issue.
KIWANIS INTERNATIONAL FINANCE/MIS DIVISION
The summary of 1988-89 expenditures to reimburse the Federation from Kiwanis International was completed. With the assistance of the manager of Kiwanis International, a part-time employee has been hired by the Federation and a search is underway for a qualified full-time staff member. This will help improve communication with the Kiwanis International Fiscal Agent and Philippine District Leaders.
KIWANIS INTERNATIONAL HUMAN RESOURCES DIVISION
The employees for the month of August were Sandy Broyles from Sponsored Youth and Sally Barnard from Program Development. Employees of the month for September were Mike Culp from Office Services and Myra Kinnaman from Club Services. The employees for the month of October were Donna Williams of Foundation and Nona Kinkead of Supplies.
The employees for the month of November were Marianne Huff from Sponsored Youth and Teresa Moses from Field Operations. The employees of the third quarter were David Williams from Public Relations and Julie Carson from Magazine. The fourth quarter employees were Marci Hopkins from Program Development and Jo Ellen Holt from Finance.
The Perfect Attendance Award was presented to Jay Adams for the second quarter and Gayle Beyers for the third quarter. An employee committee was assembled and reviewed the recently drafted revisions to the employees' personnel policies on 5-7. December 1989. All necessary materials required to provide offices for the newly authorized positions have been requisitioned and all items should arrive no later than Dec. - the 15th.
Approximately eighty percent of the approved capital expenditure request has been progressed and many purchases are coming in below the original quote.
KIWANIS INTERNATIONAL MEMBER SERVICES DIVISION
These awards serve to motivate lieutenant governors to build new clubs in their divisions in the first quarter of the administrative year and bring clubs up to charter strength. It is anticipated that, pending receipt of certified membership figures, approximately 1,000 club awards will be distributed to meet the requirements of the Diamond Growth, Project 39, Guest Special and ReMember award programs. The department's processing of club status changes is detailed in the sections of the Administrative Action Report on New Kiwanis Clubs, Reactivated Clubs, Amalgamated Clubs, Charter Resignations, and Non-Meeting Clubs.
About three clubs are under construction in the surrounding states of Sao Paulo and should be completed by the beginning of the year. Most districts have forwarded their Part I of the Annual Club Report (due by November 21) and these have been recorded and passed on to the Program Development Department for statistics processing. All district winning annual club reports are organized into 5 identical sets of assessment forms and are forwarded to members of the at the end of January.
District Administrative Excellence and Distinguished Governor Award Programs Cumulative statistics are compiled and year-end scores are calculated to determine the recipients of the 1988-89 District Administrative Excellence and Distinguished Governor Awards. Forms were sent to the 1989-90 governors in mid-October for reporting completion of Leadership training criteria of the 1989-90 Distinguished Governor and District Administrative Excellence award programs. Districts have submitted their nominations for Distinguished Lieutenant Governors and we should have most of the districts' recommendations for Club Officer Awards by the end of December.
In the October general message, the appropriate forms were sent to each club, on which they should report to their district officials on the fulfillment of criteria no. 2 and no. 3 for the 1989-90 Merit Club Officer Recognition and Recognition Programs.

The committee reviewed the 1990-91 budget report prepared by the budget assistance staff. The committee reviewed the merits of the proposals and agreed with the staff proposal to retain Ernst & Young for the coming year. Review of the proposed operational plans for 1990-91 and prioritization of new items The committee reviewed the operational plans for 1990-91 for education and. The committee also noted that the purpose of the designation Special Relationships appears to be misunderstood. The committee discussed the merits of purchasing a portable display system in support of the 1990-93 Major Emphasis Program.
The Committee reviewed a status report on the development of the District Operations pilot training program for incoming Lieutenant Governors. The Committee recommends that Article XII, Section 5, of the International Bylaws be amended as follows and that such amendment be considered for submission to the 1990 St. The Committee on Policies, Procedures and Structures reviewed that report, which was also sent to all members of the Board of Trustees on January 12, 1990.
The Committee noted that Procedure 319.4a(l)(b) states in part: “A Notice of and Reasons for Delinquency will be sent ninety (90) days after the debt becomes due to the last reported President and Secretary of the Club per Secretary for Kiwanis International.
