AUSTRALIA
1. That the Australia District adopt, as a matter of policy, at
· each annual convention, of a national or district programme which would be recommended to all constituent clubs for support in the insuing Kiwanis year; such programme as shall be adopted may be inextension of or in addition to the Kiwanis International Major Emphasis Programme for that year, further that the programme to be presented to the Annual Convention shall be recommended by the District Board of Trustees after consideration of all or any suggest- ions received from any Division Council not less than 90 days prior to the date of the next annual convention, or selected on
its own initiative.
2. That this Convention commend to all Clubs the monetary and/or personnel support in the ensuing year of the prin- ciple of Kiwanis Exchange of Youth (KEY) Programme for under-privileged children, co-ordinated on a District basis.
CALIFORNIA-NEVADA-HAWAII 1. The Kiwanis Family
An ever increasing bond of friendship and understanding between Kiwanis Clubs, Key Clubs, Circle K Clubs and Keywanettes is necessary and vital to greater achievement within th~ community.
Our sponsored youth groups are anxious to become involved in helping Kiwanis to achieve our objectives.
THEREFORE, BE IT RESOLVED:
That Kiwanians constantly aim to strengthen the relationship with Circle K Clubs, Key Club.s, Keywanettes and other worth- while youth organizations within the community; that each involve the other in common projects and goals that will better serve the community.
2. Advertising of Pornographic Mater_ial
WHEREAS, The Pornographic Industry by its use of mass advertising has been able to bring its insidious mes sage into the Americnn Family home.
AND WHEREAS, such proliferation of advertisement of porno- graphic material is having a serious detrimental effect upon the morals of the country;
AND WHEREAS, the Los Angeles Times has joined Kiwanis in leading the way by its announced policy of refusing to accept advertisements of films of pornographic material,
NOW THEREFORE BE IT RESOLVED:
That the California-Nevada-Hawaii District of Kiwanis International at its 57th Annual Convention commends the Los Angeles Times for its policy and encourages all other media to adopt similar policies refusing the advertisement of pornographic material.
CAROLINAS
1. A balanced Federal Budget
WHEREAS, Kiwanians have historically supported intelligent, aggressive, and serviceable citizenship; and
WHEREAS, there is pending legislation in Congress calling for a constitu- tional amendment to require a balanced federal budget; and
WHEREAS, President Jimmy Carter has indicated that his administration sees the possibility of a surplus by early 19801 s
THEREFORE BE IT RESOLVED that the Carolinas District of Kiwanis Interna- tional with approximately 9,600 members in some 180 clubs in the. states of
North Carolina and South Carolina fully supports the concept of a constitutionally required balanced federal budget except in times of national emergency and
urges all Senators and Representatives to give their full support to appropriate legislation to guarantee a balanced federal budget.
BE IT FURTHER RESOLVED, that a copy of this resolution be spread upon the minutes of this convention and the duplicate originals be forwarded to the Board of Trustees of Kiwanis International, all U. S. Senators and Representatives in North and South Carolina,
EASTERN CANADA AND THE CARIBBEAN CHILDREN WITH LEARNING DISABILITIES
WHEREAS the emphasis on the need for assistance to children with specific learning disabilities is no longer part of our Kiwanis International Major Emphasis .programme; and,
WHEREAS this assistance continues to be of urgent necessity in many places; therefore be it
RESOLVED that the Kiwanis Clubs of Eastern Canada and the Caribbean District be urged to continue working towards the implementation of special education for children with
specific learning disabilities wherever it is not being provided; and be it further
RESOLVED that the Kiwanis Clubs of Eastern Canada and the Caribbean District support and assist all government and other agencies in our District who participate in programmes of special education for children with
specific learning disabilities wherever such support and assistance may be desired and effective.
FLORIDA
1. Kiwanis Education - Violence on School Campuses
PREAMBLE: To quote from the preamble on resolutions to the House of Delegates to be presented on June 28, 1977, we find the words: - "We adopt resolutions because we believe in the reality of ideals. As an ideal we profess that an Object of every Kiwanis club is to 'To develop by precept and example, a more intelligent, aggressive, and service- a~le citizenship. 1 11
WHEREAS, as Kiwanians interested in the total impact of ideas and ideals upon all segments of our society, we cannot help but be more than interested in what goes on upon our school campuses. If, as Kiwanians, we are looking to our schools for adequate and intelligent leadership, for our county and the world in the years which lie ahead;
and, ·
WHEREAS, if there are detrimental aspects of campus life to which we should give serious consideration and in which we should become involved;
and,
WHEREAS, we as Kiwanians are looking' for a world order in which peace and harmony will prevail with wars and all other kinds of violence banished from our society.
BE IT RESOLVED: That Florida District Kiwanis through the instrumentality of Kiwanis Education develop an educational program which will counter violence on our school campuses.
To further our concern on behalf of our youth that our schools send forth boys and girls of sound minds and bodies embodied with high ideals of dignity and human value we petition this body to develop some educational program which will effec- tively reach our youth. To this end it will mean the involve- ment of all Kiwanians in a far reaching, sustained effort to counsel parents, teachers and youth on goals which will bring out the best in our youth and thus minimize or wholly alleviate physical and all other forms of violence on our school campuses. Too many times violence is not controlled and innocent bystanders are involved and hurt. Such a program most certainly would be in keeping with the high ideals of Kiwanis and community service.

From the earliest days of Kiwanis, we have resolved, we have acted, we have built. We have built a great service organization; we have built better communities, better educational and charitable institutions;
we have built better opportunities for youth and the needy; and we have built human beings into finer citizens.
