To the 46th National Convention of the American Turners Greetings:
The meeting of the Cultural Education Committee was called to order by Turner Margaret Huffman at 10:00 A.M. and officially organized with the election of Louis Baker as Chairman, Eleanore B. Crost, Secretary.
Roll call showed the following present: Louis Baker, Marie Lueke, Eleanore B. Crost, Sara Palmer, Margaret Huffman, Catherine Klinger, Edgar Schmidt,
Arvo Tuikka, Leo Stephens, Joseph Gazdik, Preston Hammer, Len. Hadde, Joseph Becker, George Howe, Frank J. Oschwald, Willi Frank and Alfred Guimond.
The following recommendations were adopted:
1. Whereas the National President of the American Turners advocates that the Cultural Education program be on a parity with the Health and Physi- cal Education program, be it resolved that equal financial support be given to the Cultural Education program.
2. Recommend that in the interest of furthering the Cultural Education program, all societies admit women to full membership.
3. Recommend that regular cultural exhibits be held at society levels.
4. Recommend that contestants to Cultural Exhibits be required to state their occupation or profession on the entry applications along with their Society affiliation, and other required information.
5. Recommend that every Society of the American Turners shall name a qualified and interested person to act as Chairman of the Cultural Educational program instead of depending on the Vice-President of the Society to act in this capacity. Furthermore, the President of each Society shall consider it one of his duties to see that this person endeavors to conduct a Cultural Educational Program as required by our Statutes.
6. Recommend that each District Cultural Chairman shall submit quarterly reports to the National Chairman of the Cultural Educational Committee ad- vising this chairman of the progress of this program of each Society in their District. This will advise the National Chairman of the Activities and enable the National Chairman to offer help and encouragement.
7. Recommend that a fee of $1.00 shall be charged each individual and a fee of $5.00 shall be charged each Society to participate in National Festivals in the Cultural Educational part of the Festival. The $1.00 fee for individuals will cover as many items as they desire to enter and the $5.00 fee shall cover all group participation. This is to help defray some of the expenses involved in such events.
8. Recommend that for the District Cultural Competition full informa- tion be included on the entry form for Groups J - Essay Writing; L - Music Composition; P - Playwriting; and Q -Poetry, in regard to time entry must be in hands of Festival Chairman, also number of copies required and pseudonym when required as stated in the current rules covering Cultural Competition.
9. Rcommend that the Festival Chairman, either District or National, reserves the right to refuse any and all entries that are not properly labeled in accordance with the instructions contained on the entry blanks.
10. Recommend that the following paragraph be added to Article 16 - Music Composition- Group L: .. Each entrant shall be permitted to enter not more than three items."
11. Recommend that the following paragraph be added to Article 20 - Playwriting Competition- Group P: "Each entrant shall be permitted to enter not more than three items."
12. Recommend that the following paragraph be added to Article 21 - Poetry Competition- Group Q: .. Each entrant shall be permitted to enter not more than three items."
13. Recommend that the following paragraph be added to Article 21 - Poetry Competition- Group Q: .. Poems must be composed of a minimum of 12 lines."
14. (a) Recommend that paragraph 9 of Article 14 - Essay Writing - Group J - which reads as follows: "The theme of the essay must relate to some phase of the Turner movement or Turner Activities" be deleted.
(b) Recommend that on Article 2 1 - Group Q -Poetry, paragraph 3, the following words which read "and must relate to some phase of the Turner Movement" be deleted.
(c) Recommend on Article 2 2 -Group R - Public Speaking Com- petition, paragraph 2, the following words "but the subject matter of the presentation must relate to some phase of the Turner Movement" be deleted.
15. Recommend that Article 15 -Handicraft - Group K - be enlarged to read as following: Enameling on
(a) Copper (b) Silver (c) In any media
16. Recommend that Article 1 8 -Painting- Group N - be enlarged to include- Class 11 -Casein Painting.
17. (a) Recommend that Article 6 - Music Competition - Vocal - Group B - be enlarged to include competition by solo voices, male and female.
(b) Recommend that in Article 7 -Orchestral Music Competition- Group C - that this Music Competition be divided into two classes:
L-Orchestral for large groups M-Instrumental for solo or. duets
18. Recommend that a category be created to cover painting on wood and metal, under Painting.
19. Recommend that singing competition be placed at a time when physi- cal competition would not interfere, allowing more societies to participate.
20. Recommend that Article 11 - Skat Competition - Group G be eliminated from National Cultural Educational Competition.
21. Recommend that all articles exhibited by contestants in categories approved by the National Convention be judged as listed in the National Cul- tural Education Rules Book dated January 1, 19 53.
22. Recommend for National Cultural Education Committee of Region IX, Carl Oliver, Rochester Turners, Rochester, Pennsylvania.
23. Recommend that all Societies, Districts and Regions consider advertis- ing the American Turner Movement by exhibiting Cultural entries at public affairs, such as State Fairs, etc.

Recommendation 1 was discussed, and National Chairman of Cultural Education, Miss Sara G. Palmer clarified the recommendation. Recommendation

was amended by deleting the word "equal". Recommendation as amended was accepted by voice vote after proper motion and second.
