The Chairman ordered the Report received by the Convention and stated that, in accordance with the provision of the Statutes, additional nominations for all offices would be permitted from the floor.
The Chairman stated that the following simplified procedure would be used in casting ballots: One blank ballot be handed to the Chairman of each District delegation to be used for indicating the votes for the candidates for the office to be filled. Each District delegation would then caucus and determine the number of Federal Votes which it desired to cast for each candidate and the Chairman would be responsible for marking the ballot in accordance with the result of the caucus and for delivering the ballot to the Tellers. The Chair- man further stated that the Teller in cooperation with the officers of the Con- vention check the total number of votes cast by each District against the Federal Votes to which the District is entitled, and that thereupon the Tellers would count the votes.

No objection to this method of voting was raised from the floor and the Chairman ordered that this procedure would be followed.
