TRANSPARANSI, PARTISIPASI DAN AKUNTABILITAS PENGELOLAAN DANA BANTUAN OPERASIONAL SEKOLAH (Studi Kasus pada Sekolah Menengah Pertama Negeri di Kota Bandung)

ABSTRAK
Penelitian ini bertujuan untuk menganalisis perbedaan persepsi antara stakeholder internal dan stakeholder eksternal terhadap transparansi, partisipasi dan akuntabilitas pengelolaan dana BOS.
Metode yang digunakan adalah metode kuantitatif bersifat deskriptif komparatif. Sampel penelitian adalah stakeholder internal, diantaranya guru, karyawan, komite sekolah, dan stakeholder eksternal, diantaranya pemeriksa dana BOS dari dinas pendidikan Kota Bandung, lembaga swadaya masyarakat atau pers, orang tua siswa serta objek penelitian adalah SMPN 30 dan 31 Bandung.
Data yang digunakan adalah data primer dalam bentuk kuesioner tertutup yang disebarkan kepada 60 responden. Teknik analisis adalah uji beda menggunakan uji t Independent Samples Test dan uji Mann Whitney U.
Hasil penelitian menunjukkan adanya perbedaan persepsi stakeholders atas transparansi pengelolaan dana BOS dengan tingkat signifikansi 0,00, adanya perbedaan persepsi stakeholders atas partisipasi pengelolaan dana BOS dengan tingkat signifikansi 0,00, adanya perbedaan persepsi stakeholders atas akuntabilitas pengelolaan dana BOS tingkat signifikansi 0,00.

STAKEHOLDERS FOR TRANSPARENCY, PARTICIPATION, AND ACCOUNTABILITY MANAGEMENT OF SCHOOL OPERATIONAL FUND
(Case Study on Junior High School in Bandung)

ABSTRACT
This research aims to analyze the differences of perception between internal stakeholders and external stakeholders to transparency, participation and accountability management fund BOS.
The method used descriptive quantitative comparative method.
The sample of research are internal stakeholders, including teachers, staff, school committee, and external stakeholders, including the examiner BOS of education office Bandung, non-govermental organization or the press, parents of students, the object of research are the SMP 30 and 31 Bandung. The data used primary data in form of closed questionnaire distributed to 60 respondents. Analysis technique is different test using Independent Samples t test and Mann Whitney Test U.
The results showed difference perception of stakeholders for transparency in the management funds of BOS with a significance level of 0.00, difference perception of stakeholders for participation in the management funds of BOS with a significance level of 0.00, difference perception of stakeholders for accountability in the management funds of BOS with a significance level 0.00.
