The committee's report was presented by Chairman Maurice Gladman and is attached as Exhibit No. 4. 11 Proposed changes (except those initiated by the Board of Trustees) must be received by the Secretary of Kiwanis International at least sixty (60) days prior to the date of the convention.11. SERVICEABLE CITIZENSHIP

Let it be resolved now, therefore, by the delegates of the Illinois-Eastern Iowa District of Kiwanis International at the August meeting in Decatur, Illinois, that all Kiwanians, as concerned citizens enjoying the blessings of America, dedicate ourselves to an active appreciation from our path. NOW, THEREFORE, IT IS RESOLVED that the Illinois-Eastern Iowa District Kiwanis Club of Kiwanis International continues to participate in and actively support the "ODA" program, and that those clubs that have not participated in this program are urged to Consider This as an important program. THEREFORE, IT SHALL BE RESOLVED that Kiwanis Clubs of the Illinois-Eastern Iowa District of Kiwanis International dedicate themselves to encouraging and growing a healthy political environment in which good government can flourish by recognizing public legislators and statesmen who have pronounced.

BE IT RESOLVED that all Kiwanis in all Kiwanis Clubs of the Illinois-East Iowa District support Kiwanis International and cooperate with health authorities and organizations interested in health problems to eradicate venereal disease.

NOW THEREFORE BE IT RESOLVED, That the Kiwanis Clubs of the Louisiana-Mississippi-West Tennessee District Kiwanis International, in convention. To inform our members and citizens of our communities through relevant club meetings and open forums about the real facts regarding energy and ecological needs, thereby dispelling myths and promoting objective thinking. Urge and support the establishment of energy and ecological policies by relevant agencies that will achieve the necessary optimal balance of needs.

While government agencies may suggest steps to control inflation, history teaches us that there must also always be a sense of discipline on the part of the individual citizen.

BE IT FURTHER RESOLVED, that our Kiwanis Clubs now sponsoring Circle K and Key Clubs objectively assess the quality of their sponsorship -- and strengthen that sponsorship by affirming their willingness to fully accept their responsibilities as sponsors, which they have voted to undertaken when the Club was first formed.

The committee reviewed many issues related to the work of the Achievement Committee and the Club's Annual Report. The Trustee shall be appointed and serve at the pleasure of the Secretary of Kiwanis International. A trustee shall be appointed and serve at the pleasure of the Secretary of Kiwanis International.

Expenses will be paid for all International officers and the International Secretary to attend meetings of the Council of Officers. The committee received an oral report from the Board Committee Chair regarding his attendance at the Key Club International Board of Trustees October meeting. Report of the meeting of the Committee on Administration, held in the General Office, January 8 and 9, 19750. The committee on administration discussed the suggestions of the Committee on Administration regarding the club meeting and its format. The committee notes that in the same period we are slightly ahead of the previous administrative year.

The committee recommends that the charters of the above thirty-two (32) clubs be revoked.

NEW CLUB BUILDING STATISTICS 1973-74

Considerable discussion ensued about steps that could be taken to strengthen and retain small clubs before they reached non-meeting status. The Committee is of the opinion that greater emphasis should be placed on the importance of District Chairs for Special Club Services and that consideration may be given to the inclusion of small club strengthening in Leadership Training Programs at the district and divisional levels.

NEW CLUB BUILDING STATISTICS 1974-75

At the time of this report, 1974-75 is predicted to be another great year in building new Kiwanis clubs. For each Governor who has two or more new Kiwanis clubs organized in his district in October and November. Fifteen (15) district governors received the DAVIS CUP AWARD for organizing two (2) or more new clubs in October and November.

Seven (7) Lt. Governors received the award for organizing two (2) or more clubs in their respective divisions. Special thanks to Scott and Stan for their leadership in promoting the new clubhouse this year and to the members of this committee who act as advisors to the districts. Scott and Stan suggested to President Roy that a special recognition be given in Atlanta to all DAVIS CUP AWARD recipients. The Committee agrees and recommends that this be forwarded to the Convention Board for implementation.

The committee suggests that President Roy, in conjunction with the staff, consider what might be the most appropriate way to recognize these awardees. The committee recommends that special recognition be given in Atlanta to all those who are recipients of the DAVIS CUP AWARD and that this be. The committee will review the list of award recipients at the next board meeting.

If it appears that special recognition should be made to certain individuals, because of the number of clubs completed by the time of the convention, a recommendation will be made to President Roy at that time. Bush, Sro, Worldwide West and reviewed the promotional approaches for the past few years. This led to several proposals for 1975-76 and the committee reviewed these proposals.

REACTIVATED CLUBS

The committee recommends that an Asian-Pacific conference be convened and held in Hong Kong in August for the members of the non-. The committee recommends that the Board of Directors of the European Association of Kiwanis International increase the maximum district. The committee recommends that the overseas banquet be continued at the international convention and that delegates from Kiwanis clubs outside the geographic boundaries of the United States and Canada be invited as guests of Kiwanis International.

The Committee recommends a copy of the official monthly reports of the Kiwanis Clubs of Australia and New York. The Committee carefully reviewed the reports of the Youth Services Committee and the Civic Services Committee published in 1975-76. The committee recommends that the major emphasis programs of Kiwanis International 1975-76 be The Younger Years - The Greater Years.

A specific reference to involvement in the major weight programs in the junior and senior years. Fifteen copies of the theme folder will be included in the President Is package with a flyer order form. The committee felt that the presentation of the theme, target and main focus programs in Denver was very effective and had a personal impact on those present.

The Committee reviewed a recommendation of the Administrative Group at the Program Planning Conference requesting consideration of the promotion of. The Committee felt that the initial mention of the problem of world hunger in the 1975-1976 objectives was a logical starting point.

Original members of a Builders Club will be recommended by the faculty and administrators of the school system. The Builders Club will be the responsibility of the Youth Services Committee or a sub-committee thereof. Failure to pay the annual sponsorship fee by the Kiwanis Club will result in the name of the Builders Club being removed from the official list.

Next year, for the first time, we will use four colors on all four covers in the Consumables Catalog. After discussion, the Executive Cqmn1itt1-:e voted to authorize the Pr e~d.dent of the Kiwanis International Foundation to award funds up to $!;.:,000 for. President Himmel reviewed the highlights of the financial statements about the Kiwanis International Foundation provided to the Executive Committee.

As a token of appreciation, this resolution is circulated in the minutes of the Kiwanis International Board and a copy is sent to the Chicago Convention and Tourism Bureau.
