EFEKTIVITAS PERAN DINAS TENAGA KERJA KOPERASI DAN USAHA MIKRO KOTA TANJUNGPINANG DALAM PENGEMBANGAN

ABSTRAK
Peraturan Walikota Tanjungpinang Nomor 41 Tahun 2016 Tentang uraian tugas pokok, fungsi organisasi dan Tata Kerja Dinas Tenaga Kerja, Koperasi dan Usaha Mikro Kota Tanjungpinang Pasal 19 tentang mengembangkan Sektor Usaha Mikro di Kota Tanjungpinang tehadap para pelaku usaha Mikro dengan memberikan program pembinaan, permodalan dan pemasaran Usaha Mikro, penelitian menggunakan pendekatan penelitian kualitatif dengan metode deskriptif bertujuan untuk menjelaskan suatu fenomena dengan mendalam dan dilakukan dengan mengumpulkan data sedalam dalamnya. Tujuan penelitian ini untuk mengetahui efektivitas peran dinas tenaga kerja koperasi dan usaha mikro Kota Tanjungpinang.
Hasil penelitian berdasarkan 8 indikator yaitu; kejelasan tujuan yang hendak di capai, sudah cukup efektif karena sudah banyak usaha mikro yang berkembang.
Kejelasan strategi pencapaiaan, sudah cukup efektif dengan melakukan pelatihan pembinaan dalam pengembangan. Sistem analisis dan prosedur yang aman, blum maksimal karena blum ada perosedur tertentu yang diberikan. Keahlian dalam menyusun perencanaan yang benar, belum cukup efektif karena bebrapa pelaku usaha masih minim dalam pengetahuan. Penyusunan program yang tepat, sudah cukup efektif karena beberapa program yang di sampaikan sudah terlaksanakan.
Tujuan tersedianya sarana dan prasarana, sudah cukup efektif namun sifatnya masih belum merata. Pelaksanaan tugas secara efektif dan efesien, sudah cukup efektif karena beberapa kegiatan pelatihan sudah terlaksanakan. Sistem pemeriksaan dan pengendalian yang bersifat mendidik, sudah cukup efektif karena Dinas Tenaga Kerja Koperasi dan Usaha Mikro sudah memiliki tenaga pendamping. Kesimpulan penelitian dinilai sudah berjalan namun belum tercapai dari konsep mengembangkan usaha Mikro, oleh karena itu perlu ditingkatkan dari aspek permodalan dan pemasaran.

ABSTRACT
Tanjungpinang Mayor Regulation Number 41 of 2016 concerning description of main tasks, organizational functions and work procedures of the Office of Manpower, Cooperatives and Micro Enterprises of Tanjungpinang City Article 19 concerning developing the Micro Business Sector in Tanjungpinang City for Micro entrepreneurs by providing coaching, capital and marketing programs Micro Enterprises, research using a qualitative research approach with descriptive methods aims to explain a phenomenon in depth and is done by collecting data in depth. The purpose of this study was to determine the effectiveness of the role of the cooperative and micro-enterprise labor office in Tanjungpinang City. The research results are based on 8 indicators namely; the clarity of the goals to be achieved is quite effective because many micro businesses have developed. The clarity of the achievement strategy, has been quite effective by conducting coaching training in development. Safe analysis systems and procedures are not maximized because no specific procedures have been given. Expertise in preparing correct planning is not yet effective enough because some business actors are still lacking in knowledge.
The preparation of the right program has been quite effective because some of the programs that have been conveyed have been carried out. The purpose of the provision of facilities and infrastructure, is quite effective but still not evenly distributed. Implementation of tasks effectively and efficiently, is quite effective because several training activities have been carried out. The inspection and control system, which is educational in nature, is quite effective because the Office of Manpower for Cooperatives and Micro Enterprises already has assistants. Has been running but has not been achieved from the concept of developing micro businesses, therefore it needs to be improved from the capital and marketing aspects
