By seeing how people used mood and modality in the clauses they exchange with each other, we can see the speaker's point of view or ideology, attitude and judgment and how speech is structured to create a social relationship between the speaker and build audiences. . The object of research was limited to the mood and modality analysis of the clause as exchange in Jokowi's inauguration speech. While the modality commonly used is modulation: obligation, where the speaker expresses something he has to do.
The predominant use of modulation in his speech is to persuade the audience to perform a certain action together. This chapter presents the background of the study, the research question, the research objective, the application of the study and the scope of the study.
Background of the Study
Therefore, by analyzing the Mood and Modality of speech, we can find out how speech is structured to build social relationships between the speaker and the audience. Thus, we can see the speaker's point of view or ideology, attitude and judgment by looking at how people used the mood and modality in the clauses that they exchange with each other (Eggins. The analysis of Jokowi's inauguration speech in the terms of Mood and Modality will show us , how Jokowi's point of view, attitudes and judgment towards Indonesian people.
Knowing his attitudes and judgment means knowing how well he will bring Indonesia to a better country in the future by implementing his vision and mission (Savitri and Warsono, 2019, p. 528). Therefore, the researcher is interested in doing study related to the mood and modality, especially about Jokowi's inauguration speech 2019.

Whereas, the imperative mood is presented in the data with a total percentage of 11.3%, followed by the interrogative mood with a total percentage of 11.3%.
