The current assessment of the economic situation in the country (79% of the rejection rate) signals crisis phenomena at the socio-economic level. We refer primarily to economic problems in the EU energy sector following the sanctions against Russia following the military invasion of Ukraine. 39 percent of Slovaks are positive towards the EU's image, while a quarter of Slovak citizens assess it negatively (EU, n.d.).

Literature Review

This can be attributed to the fact that a manufacturer spends more than 60% of his income on materials and services (Krajewski et al., 2010). For a product, process or service to be more efficient and circular, there is a context of innovation (Neder et al., 2019). Innovation, in turn, introduces new routines, new procedures and new practices in the production chains that choose to make the transition to CE (Scarpellini et al., 2020).

Methodology

There are several barriers to adopting advanced environmental measures within SMEs, such as lack of financial support, inadequate information management system, lack of proper technology, technical and financial resources, lack of consumer interest in the environment, lack of support from public institutions, lack of access to qualified professionals in environmental management, and lack of senior management commitment, which collectively lead to slower and/or unsuccessful uptake of circular economy within these organizations (Ormazabal et al., 2016; Prieto-Sandoval et al., 2018 ; Ritzén & Sandström, 2017; Rizos et al., 2016).

Similar to the literature, the group interview participant sees finances as one of the main barriers. Meanwhile, data from the electrical industry shows that most innovations for circular practices occur in the design phase, at 42%, followed by the production and distribution and use phases (31% and 30. The end-of-life phase is the least innovative phase in the electrical industry in Estonia, where only 6% of participants are involved in innovation for circular practices.

Methodology

Above all, the study is of an applied nature, because it tries to solve practical problems that arise with concrete characteristics.

Threats to the Financing of Eco- Investments in Polish Cities and Towns

Directions of Changes in the Development of Cities in Poland

It must be remembered that the concept of green cities arose already in the late 1960s and early 1970s (Rapoport, 2014), to later be partially identified with either the concept of sustainable cities (Jenks & Jones, 2010) or the concept of smart cities (Cavada et al., 2014). Difficulties in defining a "green" or "eco" city are also a result of different approaches to the concept itself. In other words, it is about incorporating the principles of sustainable development into the concept of ecological cities.

Eco- Investments in Cities and Threats to Their Implementation

Answers or solutions to environmental problems can be found in any eco-friendly initiative, but in particular in pro-environmental investments that would gradually eliminate threats to the environment present in cities and/. The main ecological investments in cities include those that will be innovative (or will be in line with typical models of eco-innovation), will be based on or use modern information technology and will be implemented in different areas of urban infrastructure covering different aspects of life (housing, services, transport, roads, social and environmental infrastructure). As a result, the problem of financing ecological investments from the budgets of Polish cities poses a real threat to the execution of these projects, since cities lack sufficient own or external capital (e.g., in the form of loans, credit facilities, bond issues or EU grants).
