SUMMARY POINTS OF THE CWWG

MEETING

During the week ( 08 – 14 September) higher monsoon rainfall was observed, as compared to Long Period Average ( LPA) by 34 %. Cumulative seasonal rainfall ( 01 June to 14 September) is higher than LPA by 6 %.

For the week ( 15 – 21 September), Isolated very heavy falls l ikely over Uttarakhand, UP, MP, some parts of Haryana, East Rajasthan, most parts of Central India, Arunachal Pradesh, Assam & Meghalaya and NMMT .

The total l ive water storage in 143 reservoirs across the country is 153 . 03 Billion Cubic Meter ( 86 %) of the storage capacity at full reservoirs level. The current year' s storage is nearly 119 percent of the last year' s storage.

There was sufficient availability of certified/ quality seeds of all major Kharif crops for Kharif- 2022 .

Availability of fertilizer has also been comfortable.

Overall intensity of pests and diseases remained below Economic Threshold Level except White f ly, Pink boll worm, Jassids and Thrips on Cotton in Punjab, Jassids, Pink boll worm and Boll rot on Cotton in Maharshtra, Helicoverpa, girdle beetle, Semi looper and Stem f ly on Soybean in Maharashtra, Fall army worm on Maize in Maharashtra and Punjab, Fall army on Sugarcane in Maharashtra, Leaf folder and Stem borer on Rice in Punjab, Yellow stem borer and Gall midge on Rice in Maharashtra.

During the current Kharif season 2022 ( as on 16 . 09 . 2022 ) , 1092 . 92

lakh ha area has been sown which is showing decrease as compared to last year, which was 1101 . 87 lakh ha.

The gap of less area coverage has been narrowed down significantly from last week. Area sown under Rice was 399 . 03 lakh ha as compared to 417 . 93 lakh ha of the corresponding period of last year.

Area coverage under Pulses has been reported 131 . 92 lakh ha against 137 . 50 lakh ha during the corresponding period of last year.

Area coverage under Coarse Cereals has been reported 181 . 31 lakh ha against 174 . 05 lakh ha during the corresponding period of last year.

Area coverage under Oilseeds has been reported 190 . 91 lakh ha against 192 . 23 lakh ha during the corresponding period of last year.

Kharif Tomato, Onion and Potato area sown has been reported 1 . 70 lakh ha, 2 . 21 lakh ha and 0 . 52 lakh ha as compared to 1 . 83 lakh ha, 2 . 70 lakh ha and 0 . 62 lakh ha respectively as compared to last year.

15- 21September, 2022

·The monsoon trough is south of its normal position. It is likely to shift northwards from its normal position during 2nd half of the week.

Isolated very heavy falls likely over Uttarakhand, UP, MP, some parts of Haryana, East Rajasthan, most parts of Central India, Arunachal Pradesh, Assam & Meghalaya and NMMT.

Isolated to scattered rainfall activity is likely over rest parts of the country during the week except Rajasthan, where dry weather is likely during 2nd half of the week.

22 – 28 September, 2022:

Isolated heavy is also likely over Western Himalayan Region during some days of the week.

Rainfall activity is likely to be above normal over northwest India.

Rainfall activity is likely to be near normal over rest parts of the country.

II. RESERVOIR STORAGE (AS ON 15 SEPTEMBER, 2022)

Current Live Storage in 143 reservoirs was 153.03 BCM (or 86%) of Total Live Capacity of 177.46 BCM.

Current year’s storage is 119% of last year’s and 118% of normal storage.

130 reservoirs having storage more than 80% of normal storage.

Availability of fertilizer has been comfortable. Details of Requirement, Receipt, Availability, Sales and Stock position of Major Fertilizers (UREA, DAP, MOP, Complex and SSP) during Kharif 2022 as on 16.09.2022 is given below:

Certified/Quality seeds availability was 177.97 lakh quintals against the requirement of 160.45 lakh quintals in the country for Kharif-2022 season. An overall surplus of 17.52 lakh quintals of seed is available for Kharif-2022.

Certified/Quality seeds shortage was in some states in some commodities.

As of now out of the Kharif targeted area, sowing of 58.71% under Onion, 74.74% under Potato and 65.57% under Tomato have been completed.

Kharif Onion

Sowing/ transplanting is complete in Uttar Pradesh & Madhya Pradesh and continuing in Karnataka, Maharashtra, Andhra Pradesh, Tamil Nadu, Haryana and Telangana.

Kharif Potato

Sowing is complete in Uttarakhand and continuing in Maharashtra, Karnataka and Tamil Nadu.

Kharif Tomato

Sowing/ transplanting is completing in Uttarakhand, Uttar Pradesh and continuing in Maharashtra, Karnataka, Madhya Pradesh, Andhra Pradesh, Tamil Nadu and Telangana.

During the current Kharif season 2022 (as on 16.09.2022), 1092.92 lakh ha area has been sown which is showing decrease as compared to last year, which was 1101.87 lakh ha. The gap of less area coverage has been narrowed down significantly from last week. Area sown under Rice was 399.03 lakh ha as compared to 417.93 lakh ha of the corresponding period of last year. Area coverage under Pulses has been reported 131.92 lakh ha against 137.50 lakh ha during the corresponding period of last year. Area coverage under Coarse Cereals has been reported 181.31 lakh ha against 174.05 lakh ha during the corresponding period of last year. Area coverage under Oilseeds has been reported 190.91 lakh ha against 192.23 lakh ha during the corresponding period of last year.

Sowing Progress under Rice

Area coverage under Arhar (Tur) has been decreased by 2.22 lakh ha. as compared to the corresponding period of last year

Sowing Progress under Moong

Area coverage under Moong has been decreased by 1.38 lakh ha. as compared to the corresponding period of last year.

Sowing Progress under Bajra

Area coverage under Bajra has been increased by 6.60 lakh ha. as compared to the corresponding period of last year.

The less area coverage under Rice mainly recorded in the states of Jharkhand, MP, WB, Bihar and UP.

Sowing Progress under Groundnut

Area coverage under Groundnut has been decreased by 3.59 lakh ha. as compared to the corresponding period of last year.

Kharif sowing area coverage is almost at the fag end of completion in the country except southern States like Karnataka, Andhra Pradesh, Telangana, Tamil Nadu and Eastern states like West Bengal and Odisha. In these states some area under paddy is expected to be captured due to good rainfall and as per system of sowing goes till end of September. Based on the interaction held with many states in the last video conference (13.09.2022), the standing crop conditions in the country were stated to be good.

Sowing Progress under Maize

Area coverage under Maize has been increased by 1.73 lakh ha. as compared to the corresponding period of last year.

Sowing Progress under Cotton

Area coverage under Cotton has been reported 127.15 lakh ha against 118.24 lakh ha during the corresponding period of last year i.e. increased by 8.91 lakh ha.

Observations:

Drought situation has been assessed in the following States:

Uttar Pradesh: Out of 75 districts, 13 districts are in large deficient category (rainfall deviation: -60 to -99);

46 districts are in deficient category (rainfall deviation: -20 to -59) & 16 districts are in normal/excess category.

Details are given in Annexure-III. Most of the areas of the State have irrigation facilities. No district of UP has less than 75% of sowing during the current Kharif season. The State has completed kharif sowing.

West Bengal: Out of 19 districts (as per IMD monitored districts), 11 districts are in deficient category (rainfall deviation: -20 to -59) & 08 districts are in normal category. Details are given in Annexure-III. Four districts of West Bengal have less than 75% of sowing during the current Kharif season (as on 13.09.2022).

Details are given in Annexure-II. West Bengal has intimated that due to rain, the kharif crops are in good condition.

Bihar: Out of 38 districts, 01 district is in large deficient category (rainfall deviation: -60 to -99); 34 districts are in deficient category (rainfall deviation: -20 to -59) & 03 districts are in normal category. Details are given in Annexure-III. Ten districts of Bihar have less than 75% of sowing during the current Kharif season (as on 15.09.2022). Details are given in Annexure-II.

Jharkhand: Out of 24 districts, 16 districts are in deficient category (rainfall deviation: -20 to -59) & 08 districts are in normal category. Details are given in Annexure-III. Barring four districts (Khunti, Gumla Searikella & Ramgarh), the sowing in rest of the 20 districts is below 75% during the current Kharif season (as on 15.09.2022).

Action by DA&FW

Weekly meetings are organized with the States to assess the drought situation. The States are advised to assess the situation of drought and implement the crop contingency plans, wherever, possible. States are also being provided all required assistance in regard to analyzing the various drought parameters. MNCFC has provided remote sensing and moisture related data to the States for assessing the drought.

Action by States

Uttar Pradesh has used Solar Pumps for irrigation purpose in various parts of the State. Steps are being taken to protect the standing crops. The State has carried out the Ground Truthing at Panchayat level.

Crop loss of 33% and above has been reported from some districts.

West Bengal has provided alternate seeds to over one lakh farmers. Now the State would go for early rabi crops and rabi crops.

Bihar is giving assistance to the farmers under Diesel Subsidy Scheme @ Rs.75/- per litre. Rs.60.00 crore has been disbursed to over 4 lakh farmers. Electricity is being provided for irrigation purposes at subsidized rate. Availability of electricity is insured for atleast 16 hours for agriculture purpose.

Contingency plans are being implemented. 13000 quintal seeds for alternate crops have been distributed to over 2 lakh farmers. Drought affected areas are being identified to take a decision for drought declaration.

Jharkhand is providing seeds to the farmers under contingency plans. Two meeting have been held, first on 2nd September, 2022 & the second on 12th September, 2022, to discuss the situation in the State due to deficient rainfall. Ground Truthing has been completed in 149 blocks. Ground Truthing would be completed in the remaining blocks in a week. Seeds for early rabi crops and rabi crops have been distributed at subsidized rate.
