SUBJECT: MINUTES OF THE MEETING OF THE CROP WEATHER WATCH GROUP HELD ON 13.04.2017.
Summary observations of the Group on Agenda Items
In the Pre Monsoon season, at All-India level, the rainfall during the week (06th April, 2017 – 12th April, 2017) has been 31% higher than the Long Period Average (LPA). Rainfall in the four broad geographical divisions of the country during the above period have been higher by 215% in North West India and lower by 92% in Central India, 34% in East & North East India, 31% in South Peninsula.
The cumulative rainfall in the country during the Pre monsoon season i.e. 01st March to 12th April, 2017 has been 11% higher than the Long Period Average (LPA). Rainfall in the four broad geographical divisions of the country during the above period have been higher by 42%
in East & North East India, 25% in South Peninsula and lower by 52% in Central India, 5%
in North West India.
Out of 36 met sub-divisions, 10 met subdivisions constituting 23% of the total area of the country has received large excess/excess rainfall, 10 met sub-divisions constituting 30% of the total area of the country has received normal rainfall, 07 met sub-divisions constituting 18%
of the total area of the country has received deficient, 07 met sub-divisions constituting 25% of the total area of the country has received large deficient rainfall and 02 met subdivisions constituting 04% of the total area of the country has received No Rain.
Central Water Commission monitors 91 major reservoirs in the country which have total live capacity of 157.80 Billion Cubic Meter (BCM) at Full Reservoir Level (FRL). Out of these, 76 reservoirs with FRL capacity of 116.25 BCM have irrigation potential. Live storage in the 91 major reservoirs as on 13th April, 2017 has been 48.42 BCM as against 36.65 BCM on 13.04.2016 (last year) and 45.68 BCM of normal (average of the last 10 years) storage.
Current year’s storage is 132% of last year’s storage and 106% of the average of last 10 year’s storage.
All-India progressive procurement of Rice as on 13.04.2017 for the Kharif marketing season 2016-17 was 333.70 lakh tonnes against the procurement of 311.62 lakh tonnes in the corresponding period of last year.
Availability position of seeds and fertilizers has been found satisfactory.
1. Pre Monsoon Season (March–May) during the week ending on 12th April, 2017
Sub-division-wise weekly rainfall forecast is shown in Table-1.1
Rainfall during the week (06th April, 2017 to 12th April, 2017) Rainfall was large excess/excess in 09 subdivision, normal in 02, deficient/large deficient in 16 and no rain in 09 subdivisions out of 36 meteorological sub-divisions.
Cumulative rainfall (01st March, 2017 to 12th April, 2017) Rainfall was large excess/excess in 10, normal in 10, deficient/large deficient in 14 and no rain in 02 out of 36 meteorological sub- divisions.

2. Reservoir Status (For the week ending on 13.04.2017)
The Central Water Commission monitors the live storage of 91 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 157.80 billion cubic meters (BCM), which is about 62% of total reservoir capacity in the country.
Water stock in 91 major reservoirs decreased to 48.42 BCM from the previous week’s level of 50.24 BCM. Current storage is higher than the last year’s position of 36.65 BCM and the average of last 10 year’s storage of 45.68 BCM.

The percentage to live capacity at FRL was 23% on 13/04/2016, 33% on 13/04/2015, 38% on 13/04/2014 and 30% on 13/04/2013.

There were 50 reservoirs having storage more than 80% of normal storage, 19 reservoirs having storage between 50% to 80%, 09 reservoir having storage between 30% to 50%, 13 reservoirs having storage upto 30% of Normal Storage.

4. Pest & Diseases:
Incidence of Red rot, stem borer, Stalk borer in Trace intensity on sugarcane has been reported in Haridwar &
Dehradun districts of Uttarakhand state; Pyrilla, Internode borer, Termite & Rodents in Trace intensity and Red rot in Trace to Low intensity in Sitapur, Bareilly, Pilibhit, Lakhimpur Khiri districts of Uttar Pradesh state. Early Shoot borer in Trace intensity in Basti, Deoria, Gorakhpur, Sant Kabir nagar, Faizabad, Kushinagar, Siddarthnagar districts of Uttar Pradesh state. The Crop stage is at Planting to harvesting.
Incidence of Mango hopper, Stem borer, Bark Eating Caterpillar and Mealy in Trace to Low intensity on Mango has been reported in Lucknow, Sitapur, Hardoi and Bareilly districts of Uttar Pradesh state. The plant stage is Inflorescence to fruit setting.
Incidence of Stem borer, Paddy stem rot, Fe deficiency in trace intensity on Rice has been reported in Medak, Medchal, Sangareddy, Rangareddy, Nalgonda districts of Telangana state. The crop is at booting to flowering stage.
Incidence of Rice blast, Bacterial leaf blight, Sheath blight and sheath rot in Trace intensity on Rice has been reported in West Godavari district of Andhra Pradesh state. The crop is at harvesting stage.
Incidence of Leaf spot in Trace intensity on Groundnut has reported in Janagoan and Kothaguden districts of Telangana state. The crop stage is at flowering to peg initiation.
Incidence of Aphid, Leaf Eating Caterpillar, Tikka disease and Wilt in Trace intensity on Groundnut has reported in Mayurbhanj, Jajpur, Keonjhar, Cuttack, and Sambalpur districts of Odisha State. The crop stage is at vegetative to peg formation.
No shortage of Chemical / Bio-pesticides was reported from any State / UT.
