SUBJECT: MINUTES OF THE MEETING OF THE CROP WEATHER WATCH GROUP HELD ON 05.08.2016.

Summary observations of the Group on Agenda Items

Details of the mean maximum and minimum temperature during the week 28th July, 2016 to 03rd August, 2016 were as under:-

Maximum Temperature

Above normal by 2 to 40C over some parts of Assam & Meghalaya and isolated pockets of Arunachal Pradesh, Manipur, Mizoram, Tripura and Kerala.

Normal to near normal over rest of the country except many parts of Uttarakhand, Punjab, some parts of Haryana, West Uttar Pradesh, Konkan Madhya Maharashtra, North Interior Karnataka, Rayalaseema and isolated pockets of West Rajasthan, Gujarat Region, Marathwada, Telangana and South Interior Karnataka where it was below normal by 2 to 40C.

Minimum Temperature

Normal to near normal over rest of the country except some parts of Jammu & Kashmir and isolated pockets of East Uttar Pradesh, West Madhya Pradesh and Interior Karnataka where it was below normal by 2 to 40C.

In the monsoon season, weekly Rainfall for the country as a whole during the week 28th July, 2016 to 03rd August, 2016 has been 6% higher than Long Period Average (LPA). Rainfall (%

departure from LPA) in the four broad geographical divisions of the country during the above period has been higher by 26% in North West India, 20% in Central India, 1% in South Peninsula and lower by 42% in East & North East India.

The cumulative rainfall in the country during the monsoon season i.e. 01st June, 2016 to 03rd August, 2016 has been 1% higher than Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period has been higher than LPA by 11% in Central India, 5% in North West India, 2% in South Peninsula and lower by 14% in East & North East India.

Out of 36 met sub-divisions, 29 met sub-divisions constituting 85% of the total area of the country has received excess/normal rainfall, 7 met sub-divisions constituting 15% of the total area of the country has received deficient/scanty rainfall.

Central Water Commission monitors 91 major reservoirs in the country which have total live capacity of 157.80 BCM at Full Reservoir Level (FRL). Current live storage in these reservoirs as on 04th August, 2016 was 71.56 BCM as against 74.29 BCM on 04.08.2015 (last year) and 74.92 BCM of Normal (average storage of the last 10 years) storage. Current year’s storage is lower than the last year’s storage and the normal storage each by 4%.

As per latest information available on sowing of Kharif crops, around 83% of the normal area under Kharif crops has been sown upto 05.08.2016. Total area sown under Kharif crops in the country as on 05.08.2016 has been reported to be 885.29 lakh hectares as compared to 841.65 lakh hectares last year. This year’s area coverage so far is higher by 43.6 lakh ha. than normal as on date.

Area coverage under rice is higher by 5.8 lakh ha. than the last year.

Area coverage under maize is higher by 9.1 lakh ha. than the last year.

Area coverage under pulses is higher by 31.4 lakh ha. than the last year and by 34.4 lakh ha. than normal as on date. This is due to higher coverage in Tur, Urad and Moong.

Area coverage under Kharif coarse cereals has been higher by 5.1 lakh ha as compared to last year.

Area coverage under total Kharif Oilseeds is higher by 9.9 lakh ha. than the last year and by 10.3 lakh ha. than normal as on date.

Area coverage under Cotton is lower by 9.2 lakh ha. than the last year.

Availability position of seeds and fertilizers has been found satisfactory.

1. Monsoon Season (June – September) during the week ending on 03rd August, 2016

Sub-division-wise weekly rainfall forecast & weather warning is shown in Table-1.1

Rainfall during the week (28th July, 2016 to 03rd August, 2016) Rainfall was excess/normal in 25, deficient/scanty in 11 out of 36 meteorological sub-divisions.

Cumulative rainfall (01st June, 2016 to 03rd August, 2016) Rainfall was excess/normal in 29, deficient in 07 out of 36 meteorological sub-division.

2. Reservoir Status (For the week ending on 04.08.2016)

The Central Water Commission monitors the live storage of 91 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 157.80 billion cubic meters (BCM), which is about 62% of total reservoir capacity in the country.

 Water stock in 91 major reservoirs increased to 71.56 BCM from the previous week’s level of 59.35 BCM. Current storage is lower than the last year’s position of 74.29 BCM and average of last 10 year’s storage of 74.92 BCM.

The percentage to live capacity at FRL was 47% on 04/08/2015, 49% on 04/08/2014, 66% on 04/08/2013 and 35% on 04/08/2012.

There were 49 reservoirs having storage more than 80%, 25 reservoirs having storage between 50% to 80% of Normal Storage, 11 reservoir having storage between 30% to 50%, 06 reservoir having storage upto 30% of Normal Storage and 02 reservoir having no live storage.

3. Fertilizer Position:

4. Pest & Diseases:

Incidence of white fly on cotton crop has been reported in trace to moderate intensity in general, where as in Fazilka district at Danger Kheda and Killian Wali, intensity near the kinnow orchards where it was reported in severity in few isolated fields. Severe infection of sooty mould was also reported in few scattered fields in Punjab. Cotton leaf curl virus was also reported at many locations in Fazilka district. Population of green jassids has also been reported trace to low level in isolated field. Farmers have undertaken 2-3 sprays of chemical pesticides mainly Imida cloprid, Triazophos, Thiamethoxam, Flonicamid and Spiromesifen.

Incidence of Pink bollworm on early sowing irrigated cotton crop has been reported in trace to low intensity in Sourashtra Regionin Amreli, Rajkot, Junagarh and Bhavnagar districts of Gujarat covering area about 50000 to 60000 hectares.

Incidence of Black headed caterpillar on coconut has been reported in trace to moderate intensity in Brhmagiri block of Puri district of Odisha.

No shortage of Chemical / Bio-pesticides was reported from any State / UT.
