SUBJECT: MINUTES OF THE MEETING OFTHE CROP WEATHER WATCH GROUP HELD 23.07.2021.

Summary

All-India level rainfall during the week, 15 July 2021 to 21 July 2021, has been 3% lower than the Long Period Average (LPA). Among the four broad geographical divisions of the country, against the LPA the rainfall has been:

- Higher by 65% in South Peninsula, - Higher by 10% in North West India, - Lower by 37% in East & North East India, - Lower by 15% in Central India.

Cumulative rainfall during Monsoon season, 01 June 2021 to 21 July 2021, has been 5% lower than the LPA. Among the four broad geographical divisions, seen against the LPA the rainfall has been:

- Higher by 20% in South Peninsula, - Lower by 13% in East & North East India, - Lower by 09% in North West India, - Lower by 08% in Central India.

 Out of 36 MET sub-divisions in the country, rainfall received has been:

- Large excess/ excess in 08 MET sub-divisions constituting 20% of total area, - Normal in 16 MET sub-division constituting 44% of total area,

- Deficient/large deficient in 12 MET sub-divisions constituting 36% of total area

 Central Water Commission (CWC) monitors 130 major reservoirs in the country which have total live storage capacity of 174.23 Billion Cubic Meters (BCM) at Full Reservoir Level (FRL).

- Out of these, 105 reservoirs with FRL capacity of 129.21 BCM have irrigation potential.

- Live storage in 130 major reservoirs as on 22 July 2021 was 65.60 BCM, which is:

- 98% of last year’s storage on the same day (22 July 2020) of 67.07 BCM.

- 112% of last 10 year’s average storage (normal) of 49.92 BCM.

 During the current Kharif season 2021(as on 23.07.2021), 721.36 lakh ha. area has been sown as compared to the 791.84 Lakh ha during corresponding period of last year.

 Procurement of Wheat in marketing season RMS 2021-22 is progressing smoothly in procuring states. As on 23.07.2021, over 433.32 LMT has been procured whereas corresponding Wheat procurement during RMS 2020-21 was 387.66 LMT. About 49.14 Lakh farmers have already been benefitted from ongoing RMS procurement.

 As on 23 July 2021, during KMS 2020-21, Progressive Procurement of Rice was 584.27 lakh MT as compared to 508.69 lakh MT procured during corresponding period of KMS 2019-20. About 128.37 Lakh farmers have been benefitted from ongoing KMS procurement.

1.1 Rainfall

Rainfall during the week (15 July to 21 July 2021): Rainfall was large excess/excess in 15 met sub-divisions, normal in 06 sub-divisions and deficient/large deficient in 15 sub-divisions.

(Sub-Division wise weekly and seasonal rainfall distribution is in Annex-I).

Cumulative rainfall (01 June 2021 to 21 July 2021): Rainfall was large excess/excess in 08 met sub-divisions, normal in 16 sub-division, deficient/large deficient in 12 sub-divisions. (Sub- division wise seasonal rainfall distribution is in Annex-II).

1.2 Weather Forecast

Week 1 (22 to 28 July)

 Fairly widespread to widespread rainfall with isolated heavy falls very likely over Jammu &

Kashmir and Ladakh on 27th & 28th July, 2021.

 Scattered to fairly widespread rainfall over plains of northwest India likely during 1st half of the week with enhanced rainfall activity thereafter with isolated heavy to very heavy falls over Uttar Pradesh on 25th & 26th and isolated heavy falls on 27th & 28th July, 2021.

 Fairly widespread to widespread rainfall with isolated heavy to very heavy falls very likely to continue over west coast till 24th July and reduce thereafter. Isolated extremely heavy falls also very likely over Konkan & Goa & adjoining Ghat areas over Telangana, south Chhattisgarh, Vidharbha, Madhya Maharashtra and Coastal Karnataka on 22nd July, 2021.

 Scattered to fairly widespread rainfall with isolated heavy falls likely to continue over Gujarat state till 23rd and fairly widespread to widespread rainfall with isolated heavy to very heavy falls on 25th & 26th July, 2021.

 Increase in rainfall activity over northeast India likely on 26th July with fairly widespread to widespread rainfall with isolated heavy to very heavy falls over the region.

 Isolated to scatted rainfall activity is likely over remaining parts of the country during the Week.

Week 2 (29 July to 04 August)

 The monsoon trough is very likely to be north of its normal position during most days of the week. Hence rainfall activity is very likely to be confined to the northern parts of the country during this week.

 Fairly widespread to widespread rainfall with isolated heavy to heavy falls very likely over Western Himalayan Region & adjoining plains of northwest India, Uttar Pradesh northeast

& adjoining east India during most days of the week.

Overall, normal to above normal rainfall activity is likely over Western Himalayan Region, Punjab, Haryana, Chandigarh & Delhi, Uttar Pradesh, Bihar, Jharkhand, West Bengal & Sikkim and northeastern states.

II. Reservoir Status (For the week ending on 22 July 2021)

Central Water Commission monitors the live storage capacity of 130 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 174.23 BCM, which is about 67.58% of total reservoir capacity of 257.81 BCM in the country.

Live Storage in 130 major reservoirs increased to 65.60 BCM from the previous week’s level of 57.63 BCM. Current year’s storage position is lower than last year’s storage position of 67.07 BCM and higher than the average of last 10 year’s storage position of 58.49 BCM.

 There were 97 reservoirs with more than 80% of normal storage, 21 reservoirs with storage between 51% to 80%, 08 reservoirs with storage between 31% to 50% and 04 reservoirs with storage upto 30%.

The percentage to live capacity at FRL was 38% on 22.07.2020, 25% on 22.07.2019, 37% on 22.07.2018 and 31% on 22.07.2017.

IV. Pest & Diseases:

 Overall intensity of pests and diseases remained below Economic Threshold Level.

 Whitefly & Thrips reported at Trace to Moderate in 480 hectare area on Cotton in Bathinda

& Mansa districts of Punjab(Advisory issued).

V. Seeds:

 There is sufficient availability of certified/quality seeds of all major Kharif crops for Kharif- 2021 except maize, minor millets, soybean and jute which will meet from National Seed Corporation Ltd, Farm Saved Seed and Private Seed Companies.

 Total availability of certified/quality seed is 165.08 lakh quintals against the requirement of 154.50 lakh quintals for Kharif-2021 season in the country. There is overall surplus of 10.58 lakh quintals seeds.

VI. Mandi Functioning

PRICE COMPARISON WITH MSP (on 21 July, 2021)

Agri produce sold below MSP: Wheat, Paddy, Bajra, Maize, Jowar, Arhar, Gram, Moong and Groundnut.

Agri produce sold above MSP: Barley, Urad, Masur, Copra, Mustard, Sesamum, Soyabean, Cotton and Jute.
