SUBJECT: MINUTES OF THE MEETING OF THE CROP WEATHER WATCH GROUP HELD 20.05.2022.

Summary Points of the CWWG meeting:

Higher pre-monsoon rainfall was observed during the week, as compared to Long Period Average (LPA) by 122%.

During the next week, rainfall activity is likely to be normal to above normal over south Peninsular and central India; near normal over east & northeast India and below normal over northwest India.

During the week severe heat wave spell was prevailing over west Rajasthan and west Madhya Pradesh from 7th may, which was further extended to east Rajasthan, Uttar Pradesh, east Madhya Pradesh, Punjab, Haryana and Delhi. However, it was abated by 16th May. Condition will continue to be favorable in the following week.

The total live water storage in 140 reservoirs across the country is 32% of the storage capacity at full reservoirs level. The current year's storage is nearly 106 percent of the last year's storage.

Soil moisture condition was good in some parts of North Eastern region and some Northern Region of the country, Karnataka, Maharashtra , Kerala, Tamil Nadu , West Bengal.

Summer crops area sown is 74.94 lakh ha. which have shown increase as compared to last year, which was 70.41 lakh ha. Pulses area sown has shown significant increase and Oilseeds has shown marginally increase.

There is sufficient availability of certified/quality seeds of all major Kharif crops for Kharif-2022 except jute and common millet which will meet from National Seed Corporation Ltd, Farm Saved Seed and Private Seed Companies.

Inflation (WPI Food Index) has increased from 8.71% in March 2022 to 8.88% in April, 2022.

Overall major foodgrains prices have remained stable during the last week.

Prices of tomato have shown significant increase while potato has shown marginally increase and onion remained stable.

Out of 15 crops, the Wholesale Average Prices of 5 crops namely, Masur, Urad, Mustard, Soyabean and Sesamum have shown more than Rs. 1000 above MSP.

Pre-Monsoon Rainfall Status (March – May) during the week ending 18 May, 2022 1.1 Rainfall

Rainfall during the week (12 May to 18 May 2022): Rainfall was large excess/excess in 16 sub- divisions, normal in 02 sub-divisions, deficient/large deficient in 13 sub-divisions and 05 met sub- divisions received no rainfall. (Sub-Division wise weekly rainfall distribution is in Annex-I).

Cumulative rainfall (01 March to 18 May 2022): Rainfall was large excess/excess in 11 met sub- divisions, normal in 05 sub-divisions and deficient/large deficient in 20 met sub-divisions. (Sub- division wise seasonal rainfall distribution is in Annex-II).

1.2 Weather Forecast

Week 1(19 - 25 May, 2022)

Fairly widespread to widespread rainfall with isolated heavy falls & thunderstorm /lightning/ gusty winds very likely:

o over Andaman & Nicobar Islands and Northeast India during the week;

o over Kerala-Mahe & Karnataka during most days of the week.

o over Jammu-Kashmir, Himachal Pradesh & Uttarakhand during 1st half of the week.

 Isolated to scattered light rainfall with thunderstorm/lightning/gusty winds very likely over Punjab, Haryana, North Rajasthan and Uttar Pradesh during 20th to 24th May with scattered to fairly widespread light rainfall over the region on 23rd May, 2022.

 Duststorm/Thunderstorm at isolated places very likely over Uttar Pradesh on 20th and over Rajasthan on 21st & 22nd May.

 Strong Surface Winds with wind speed reaching 25-35 kmph over Rajasthan on 20th & 21st and over Punjab, Haryana & Uttar Pradesh on 22nd & 23rd May.

 Widespread light/moderate rainfall with isolated heavy to very heavy falls very likely over Arunachal Pradesh on 19th to 21st; over Assam-Meghalaya and Sub-Himalayan West Bengal &

Sikkim during 19th to 22nd May. Isolated extremely heavy falls very likely over Meghalaya on 19th & 21st May, 2022. Rainfall activity is very likely to decrease thereafter.

 Isolated to scattered light rainfall with isolated thunderstorm/lightning/gusty winds likely over Bihar, Jharkhand, Gangetic West Bengal and Odisha during most days of the week.

 Light isolated rainfall/thunderstorm is also likely over central parts of the country during 2nd half of the week.

 No significant weather likely over remaining parts of the country during the week.

Week 2 (26 May – 01 June, 2022)

Decrease in rainfall/thunderstorm activity over northeast India as compared to week 1.

 Due to strong westerly flow from Arabian Sea and trough over south Peninsula India, light/moderate fairly widespread to widespread rainfall activity likely over southwest Peninsular India and isolated to scattered rainfall over rest peninsular India. Isolated heavy rainfall is also likely over Kerala, Coastal & South Interior Karnataka during many days of the week.

Overall, rainfall activity is likely to be normal to above normal over south Peninsular and central India; near normal over east & northeast India and below normal over northwest India during the week.

Maximum Temperature for week 1 & 2: (19 May – 01 June, 2022)

 During the week 1, No significant change in maximum temperatures during next 2 days over Northwest, Central India and Gujarat State and fall by 2-4°C thereafter.

Heat wave conditions in many places with severe heat wave conditions in isolated pockets over West Rajasthan on 20th with heat wave conditions in some parts on 19th May.

Heat wave conditions in isolated pockets very likely over East Rajasthan, Madhya Pradesh, Uttar Pradesh, south Punjab and south Haryana on 19th & 20th May; 2022.

 During the week 2, Maximum temperatures likely to fall over most parts of northwest &

adjoining central India as compared to week 1.

 These are likely to be above normal by 1-3°C over most parts of Western Himalayan Region, Odisha & adjoining Coastal Andhra Pradesh. It is likely to be below normal to near normal over rest parts of India.

No significant heat wave is likely over any part of the country.

II. Reservoir Status (For the week ending on 19 May, 2022)

Central Water Commission monitors the live storage capacity of 140 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 175.96 BCM, which is about 68.25% of total reservoir capacity of 257.81 BCM in the country.

Live Storage in 140 major reservoirs decreased to 56.88 BCM from the previous week’s level of 58.76 BCM. Current year’s storage position is higher than last year’s storage position of 53.54 BCM and the average of last 10 year’s storage position of 44.41 BCM.

 There were 112 reservoirs with more than 80% of normal storage, 16 reservoirs with storage between 51% to 80%, 03 reservoirs with storage between 31% to 50%, 09 reservoirs with storage upto 30% and 02 reservoirs having no live storage.

IV. Pest & Diseases:

 An intensity of Anthracnose (Colletotrichumgloeosporioides) in Mango from Andaman&

Nicobar Union territory.

o Anthracnose in Mango was reported at Trace to moderate intensity (Above ETL) from North, South and Middle Andaman districts of Andaman Nicobar in 1 (Ha) area.

 Overall intensity of pests and diseases remained below Economic Threshold Level.

V. Seeds:

 The states have reported tentative 177.97 lakh quintals seed availability against the requirement of 160.45 lakh quintals in the country for Kharif-2022 season. An overall surplus of 17.52 lakh quintals of seed is available for Kharif-2022.

 There is sufficient availability of certified/quality seeds of all major Kharif crops for Kharif- 2022 except Jute and Common Millet.

 Certified/Quality seeds shortage was in some states in some commodities.

VI. Mandi Functioning

PRICE COMPARISON WITH MSP (on 13 May, 2021)

Agri produce sold below MSP:, Nil.

Agri produce sold above MSP: Wheat, Arhar, Gram, Masur, Moong, Urad, Groundnut, Mustard, Soyabean, Sesamum and Sunflower.

Inflation (WPI Food Index) has increased from 8.71% in March 2022 to 8.88% in April, 2022.

Status of change of WPI in March 2021 over April 2022 for some major items is as under.

- All Commodities: increase from 14.55% to 15.08%.

- Primary Articles: declined from 15.54% to 15.45%

- Food Articles: increase from 8.06% to 8.35%.

- Non-food Articles: declined from 25.41% to 23.81%.

- Pulses: declined from 2.22% to -0.34%.

- Cereals: declined from 8.12% to 7.80%.

- Wheat: declined from 14.04% to 10.70%.

- Paddy: increase from 1.05% to 1.48%.

- Fruits and Vegetables: increase from 15.46% to 16.87%.

- Milk: increase from 2.90% to 5.11%.
