This article analyzes the basic objectives of the state policy of reforming higher education in the Republic of Kazakhstan in the context of global trends in education. Researchers from the Institute of Educational Technologies of the Open University (UK) and the Laboratory of Artificial Intelligence and Human Languages of the Institute of Online Education (China) have prepared a report on educational trends shaping the global educational environment in 2021 (Global trends in education in the Russian context, 2022). Most universities in Kazakhstan are private (Fig. 1) (Global trends in education in the Russian context, 2022).

In the "State Program for the Development of Education and Science of the Republic of Kazakhstan for and on the basis of which they were developed. Thus, the modernization of higher education in Kazakhstan is aimed at the entry of universities in the Republic of Kazakhstan into the global educational space. The state policy in the field of education of the Republic of Kazakhstan is aimed at quality modernization of education at all levels.

National Statistical Office of the Agency for Strategic Planning, Planning and Reforms of the Republic of Kazakhstan. National report on the state and development of the education system of the Republic of Kazakhstan.

ECONOMICS AND MANAGEMENT

In addition, the study examines the effect of institutional quality-financial inclusion nexus on shadow economy in Nigeria. For the Shadow Economy Size (SE) in Nigeria, Schneider and Medina (2018) dataset was adopted in this study. The study also revealed that financial inclusion negatively and significantly affects the shadow economy in the short and long term.

This implies that inclusive finance is indeed one of the key factors influencing the shadow economy in Nigeria. In the same vein, inflation also had a positive and significant impact on the shadow economy in Nigeria. Moreover, the interaction between financial inclusion and quality of institutions on the shadow economy in Nigeria is significantly positive.

Carroll (2008) notes the increase in the manifestation of the CSR issue in the post-war period. All the mentioned problems are influential and take into account in the formation of CSR trends.

INTERNATIONAL RELATIONS

According to Article 26 of the Agreement (Articles 96-98), favorable conditions have been created within the Union for the labor activity of migrants, the possibility of movement in the common economic space (Treaty on the Eurasian Economic Union, 2014). It is important to note that today the EEU is one of the most progressive platforms in terms of migration in the Eurasian space. SCO experience in irregular migration. Issues of irregular migration are dealt with within the framework of the Shanghai Cooperation Organization (SCO).

The Declarations of Petersburg (2002), the Charter of the SCO (2002) and Astana (2005) mention migration processes in the context of the fight against terrorism, separatism and extremism. In the post-pandemic period, this is important for countries across the region that are members of the organization. The processes that occur in the modern international system are both a catalyst and a consequence of the foreign policy of states.

The purpose of this article is to analyze the systemic (independent variables) and internal (unit-level intervening variables) processes that influence the formation of Russia's foreign policy regarding the Libyan crisis, within the framework of neoclassical realist theory. This study explores the reasons for Russia's stance on the Libyan crisis as part of the puzzle in order to draw conclusions about the broader context of Russian foreign policy in the Middle East. The literature review helps to identify some gaps in the existing works that this article aims to fill.

In addition, Stepanova (2018) provides a detailed analysis of Russia's approach to the conflict in Libya. Russia, dissatisfied with its role in the unipolar world order, is challenging the declining hegemony of the United States. At the same time, the Middle East was shaken by the events of the Arab Spring, which brought long-term instability to the region.

One of the countries affected by this instability in the Middle East is Libya, where a civil war has broken out. In addition, in the case of Libya, the lack of internal political cohesion of the Russian elite complicates the decision-making process. Russia's approach to the conflict in Libya, the East-West dimension and the role of the OSCE.

DIGITALIZATION AND INDUSTRY 4.0

Technology (ICT and block chain) are determinant to Digital Currency adoption in Nigeria

This refers to the policy made by the government on the acceptability of eNaira for debt settlement, medium of exchange, store of value and deferred payment instruments. For eNaira to be generally accepted as a means of payment, government policy on rules and regulations for eNaira should be implemented. The outstanding relevant features are the ability to move money anywhere within minutes globally, the decentralized nature of the transfer value and its absolutely digital existence, make government policy on digital currencies effective and efficient.

Apparently, clear legislation on digital currencies needs to be drawn up to avoid complexity in the process.

Digital Currency adoption does not need government policy in Nigeria

Human behaviour is not significantly important in digital currency adoption in Nigeria

Involvement of personnel is not relatively important in digital currency adoption

Education is not significantly necessary on digital currency adoption

The availability of the existing literature from other countries revealed that digital currency affected the economy of the respective countries positively and significantly. Blockchain and ICT greatly influence digital currency adoption positively at 1.92%. the importance of ICT in the introduction of digital currency in Nigeria. This result shows that the mindset of the end users (Nigerians) determines the sustainability of digital currency adoption.

But the opinion on the remaining parameters (Lawley-Hotelling trace and Wilks' lambda) is the same, in the sense that both agreed on 0.07% as an effect of digital currency adoption on the economy in Nigeria. The essence of this test is to confirm the significant effect of digital currency adoption on the economy. This translates into the fact that government policy on the adoption of digital currency (eNaira) in Nigeria, backed by full enforcement of the law, affects the overall acceptability of eNaira by the end users of the currency.

University of Chicago Press, p. 2019) The Significant Effect of Central Bank Digital Currency on Monetary Policymaking. The size of the chromosomes and the number of genes depend on the type of problem. The genetic algorithm works with a group of individuals (population) with lines (chromosomes) that encode one of the solutions to the problem.

Then, all individuals are evaluated using the objective function, and the most suitable ones are used in the next iteration of the genetic algorithm. Usually, the ultimate solution to the problem is the most adapted person of the last generation. All genetic operators have probabilistic properties, which brings a certain degree of freedom to the work of the genetic algorithm.

The paper discusses a genetic algorithm for color optimization of the carpet industry. In this work, we got some of the best options with the help of genetic algorithm. The number of genes is equal to the number of colors of the chosen design.

The genes of the main color chromosomes will have the desired value depending on the number of colors available in the color database. This article analyzes the basic principles of the operation of search genetic algorithms, presents the main genetic operators, models and strategies used in the genetic algorithm.
