This program consists of common subjects for all participants and group studies. It covers very broad management skills on planning and evaluation.

Each participant is requested to review conditions and problems in his/her organization described in his/her Job Report at the beginning. By the end of the training program, he/she shall prepare his/her Action Plan and its summary utilizing the knowledge and technology learned through this course.

1.2 OBJECTIVE

This course aims to provide the project management skills on supervision, inspection, evaluation and accountability on the project in order that the participants can create the strategy or ideas to promote their projects effectively.

* The quality management has to provide the environment within which related tools, techniques and procedures can be deployed effectively leading to operational success for a

construction project.

* The role of quality management for a construction

company is not an isolated activity, but intertwined with all the operational and managerial processes of the construction project.

* The quality management system (QMS) in construction industry refers to quality planning, quality assurance and quality control.

ISO 9001 : Quality Management System for

construction management is based on initiative of the project office.

Process :

Quality management system process and

certification from authorized certification body for agency (D.I.D).

WHY ?

ISO 9001 : Quality Management System for construction/project management is importance as follow :

•ISO 9001 is a documented process and procedure

•ISO 9001 is good for continuity and continual improvement

•Check and balance procedure : PDCA Concept (Plan, Do, Check & Act)

Process :

Invite citizens in decision making process

Current situation :

Public involvement part very neglected

Public engagement only for federal projects. Not all state project involved public engagement.

No specific guideline for public involvement

Invite citizens to participate in the conceptual stage to assure :

Transparency, objectivity, rationality and fairness in planning process

Efficient planning process with discussion on pros and cons of each issue

More rational planning process through comparison & evaluation

Achievement for better planning with incorporation of opinion of citizens

Minimum criticism by people for highhandedness of government

WHERE ?

Integrated in the planning process of dam upgrading project/flood mitigation project in DID Malaysia.

Workplace safety and health is to create a safe working

environment where workers are able to work without risking their health.

Workers :

Don’t like to get injured, feel pain or feel hardship

Employers :

Want to reduce costs of accidents and have legal and social responsibilities

Quality and productivity improvement will be realized by maintaining high level of safety

Safety level is a determinant of corporate values.

Safety and health officer is only compulsory for project more than RM20 million (USD4.8 million)

No specific clearly mention in the tender document for

project below RM20 million (USD4.8 million) for safety and health management

WHY ?

Some of the safety and health control issue are mentioned in contract document, but

implementation is very poor.

Public have negative thinking of the construction industry

Message in the society that government project is not poor in safety and health management

Very less self satisfaction/bad feeling to implementing engineers due to bad working environment at sites
