Project Gurong Pahinungod Partimlars:
a. Specially-trained volunteer teachers shall be deployed in areas designated as Social Refonn Agenda and Secondary Educational Development Improvement Project (SRA-SEDIP) provinces.
b. DECS is willing to waive the required units and test for Gurong Pahinungod volunteers on the following conditions:
1) That the University shall provide them with a crash course/
special tralning in pedagogy; and
2) That these persons shall show proof of having taken 18 units of pedagogy or their equivalent, and of having passed theLET in the event that they desire tobeformally integrated into DECSas regular public school teachers after their initial service of one year under this Program.
c. Bothparties intend that the Program shallbeone of their significant offerings, to the nation on the occasion of its Centennial.
d. Obligations of the Parties:
1) The University, through the Ugnayan ng Pahinungod of each constituent university, shall:
a) Recruit and screen young graduates who are subject-matter specialists in English, Mathematics, Science orHistoryand who are willing to teach as volunteerGIlTOlIg Palrimmgodin any SRA-SEDIP provinces for a period of one school year;
b) Orient and develop them so that they are imbued with the pahinungod spirit and are prepared to dedicate themselves to full-time public school teaching and service to the conununity and the school during their periodofassignment;
c) Provide training inpedagogicalskills through its College of Education, U.P. Integrated School, Open University and other units from Dilirnan and other provincial campuses, to make them effective public school teachers in their areas of assignment;
d) Monitor and evaluate their performance and provide them additional training as necessary in the subject matter of specialization, community work, pedagogy and other significanttopics;and
e) Provide necessary teaching materials, monthly stipend, transportation allowance to and from the area of assignment, insurance coverageand other benefits deemed necessary for the welfare of the volunteers;
2) The DECS shall:
a) Provide a grant of P5,OOO,OOO.OO per school year for the Program of the University, to be given to the Gffrollg PahinungodProgram, through the Office of the Vice President for Public Affairs to defray the costs of the Program (Annex" A" provides the details for individual volunteer expenses in the Project Budget, which formsan integral part hereof). Inclusive in the amount of the grant is the additional10%contingency in the event of high inflation rates within three years of the contract.
b) Select the public schools and communities in the SRA- SEDIP provinces particularly in the ARMM, in Northern Luzon, in the Bieol region, inCARAGAand in Samar which shallbethe areas of assignment of the Program;
c) Undertake the necessary supervisionof the Gurong Pahinungod through the school principals and other OECS officials,inthe same manner as other public school teachers are supervisedinthe public school system; and
d) Includeinthe budget for each volunteer an item for travel accident and health insurance; provided, that in no case shallDECSassign any of the volunteers to areas that shall expose them to hazardous working conditions or to perils to their safety and security.

The Deed stipulates that the Donor transfers and conveys by way of donation. unto the Donee the amount of PSO,OOO.OO, subject tothe condition that the Donee shall name the NIH Building as the University Professor Emesto O. Domingo Hall.
Atty. Leonen, the University General Counsel gave the following opinion:
Firstly, based on the Existing Delineation of Authority among University Officials, the Deedof Donation shouldbesubject to BOR confirmation. not merely notation, upon recommendation by the President. Section III (C) (42.2)(b)on the delegated authority to the Chancellors provides that:
"Sec. 42.2 IS/He shall have authority] to negotiate, obtain Or receive grants, gifts and donations and to administer the same for the benefit of the constituent university, subject to reporting to the President; provided, that the acceptance of (a) donations of equipment the installation. operation or maintenance of which require financialoutlayinadditiontothe approved budget of the constituent university and (b) donations entailing some onerous conditions stipulated bythe donor, shall be confirmedby the Board upon recommendation of the President; provided further, that all service donations shall be subject to the approval of the Board upon recommendation of the President" (empllasis supplied)
