be appointed to regular academic administrative positions in favor of Prof. Monet M. Loquias and Mr. Arthur P. Bautista who are being recommended as Chairs of the Department of Pharmacy and Industrial Pharmacy, respectively, inspite of their temporary statusJustification
No one among the tenured faculty membersinthese Departments is available for the said positions. In the Department of Pharmacy, several faculty members are tenured but only Prof. Loquias is available.
Nothwithstanding, she was voted by the majority inthe department.
Mr. Bautista's case in the Department of Industrial Pharmacy is similar. There are only three tenured facuty membersinthat department.
The former Dean, Prof. Leticia-Barbara Gutierrez, declined the position inview of her retirement. Prof. Jocelyn Palacpac, on the other hand, is still serving as the College Secretary. The third member,Dr.William D.Torres, is on secondment with the Bureau of Food and Drugs.
The President recommends approval of the request, subject to the condition that the appointments of the above mentioned faculty members as department chairs should be co-terminous with their temporary appointments as faculty members but should not go beyond one year.
Board action: Approval. The Board. however, recommended that the organizational set up of the College be looked into and the possibility of merging the aforementioned departments be studied.

Renewal of the Memorandum of Agreement with the Ecosystems Research and Development Bureau of the Department of Environment and Natural Resources (DENR-ERDB)
Renewal of the Memorandum of Agreement entered into by and between the V.P. System, through V.P. Los Banos, and the Ecosystems Research and Development Bureau of the Department of Environment and Natural Resources (DENR-ERDB), granting the latter the use of an area within the Makiling Forest as principal site for its operations This is a renewal of a previous Agreement executed on 8 April 1975 with the Forest Research Institute (FRI) which expired on 8 April 2001.Ithas basically the same provisions as the previous one but withnotable improvements. Its major provisions are as follows:
a. UPLB shall gran I to ERDB the use of 61.54 hectares, approximately, within the Makiling Forest, as principal site of its operations, subject to VPLB and UPS policies, rules and regulations.
b. The Agreement shallbefor a term of 15 years, or up to 30 April 2015, subject to review every 3 years.
c. ERDBshall seek written permission from VPLB for any cutting, gathering and/or transporting to and from the area of any forest products or materials, or before undergoing any development or deliberate use of the natural resources. in the area. The entry of any other entity/organization that ERDB willbecollaborating with within the area shall be subject to written concurrence of the UPLB Chancellor.
d. ERDBshall protect the forests against squatting, illegal cutting oftrees,fire,transporting of biological and physical materialsin and out of the area and other similar forms of destruction or threatstotheenvironment in the area. ERDB shall likewise hold UPLBfree and harmless from any liabilityordamages resulting from the fault or negligence of its agents, officials and employees.
e. VPLB may appoint qualified ERDB personnel as adjunct faculty or affiliate staff of VPLB. The parties shall also exert earnest efforts to undertake collaborative research and human resource development activities.
f. ERDB shall set aside asum of money inits annual budget for the development and maintenance of roads, utilities and support infrastructure shared by the parties. The application of the amount shallbeinitiated through billing by UPLB.
g. There shallbecreated a Joint Management Committee composed of 3 members from each party, tobechaired by a VPLBvice- chancellor with a DENR Assistant Secretary as vice-chair. The Committee shall meet at least once every 3 months.

Project:Establishment of a solid waste management facility within the UPLB campus to serve the requirements of UPLB and the Municipalities of LosBartosand Bay, Laguna
Particulars:
a. UPLB shall make available to WARM a 20-hectare parcel of land in Pasong Kipot, Tranca, Bay, and its existing but unutilized 2- hectare sanitary landfill facility in Paciano RizaL Bay, for free, to be used as site for a solid waste management facility (the
"Facility") to serve the waste disposal needs of UPLB,LosBanos and Bay, Laguna.
b. WARMshall develop and operate theFacility,on its own account, using its "Environment Park" or "Pock Kalikasan" approach.
c. The agreement shall have a term of 15 years, renewable for another 15 years upon mutual agreement, to ensure viability and reasonable return on investment for WARM.
d. The Facility shall be experimental and pilot-scale, designed to serve as a showcase program for the development and maintenance of suitable and sustainable solid waste management systems in provinces and municipalities.
e. Revenues generated from the operation of the Facility shall be shared 25%-75% (after expenses) in favor of WARM.
f. There shall be created an Environmental Parks Development Committee composed of equal number of representatives from each party. Said committee shall have the power, among others, to monitor and review operating systems and costs, including tipping costs.

Proposal
Itis now proposed that the existing Department01Emergency Medical Services (DEMS) 01the Philippine General Hospital be recognized as an academicunit of the College of Medicine. This is anchored on the following:
1. The Department trains all interns or senior medical students 01the U.P. College01Medicine during their clinical work as partof their medical curriculum.
2. It participates in the teaching01YearLevelIvand Year Level VI medical students.
3. Ittrains residents rotating from Family Medicine, Pediatrics, Internal Medicine and Surgery.
4. Itimplements the Residency Program in Emergency Medicine.
5. Medical graduates from otherschoolsrotate annually during their internship through the department as part of their requirements before taking the Physician's Licensure Examinations.
6. Students from several nursingschools,including the U.P. College of Nursing rotate to the DEMS as part of their clinical exposure.
7. The Department regularly conducts research. It produces an average of four research papers annually.

Proposed RevisionofRules on Faculty Tenure Rationale
The present rule allows tlte grantoftenure to faculty who hold the rank of Assistant Professor and who have obtained at leasl a master's degree "or accomplished outstanding academic, creative, or professional work." Under certain conditions, an Instructor may also be recommendedfortenure.
BUIliterule does not actually lay down the criteriaforthe grant ollenure. Rather, Art. 178 (c) refers generally to "the criteriasetfor faculty promotions" as the basis of tenure of faculty with the rank of Assistant Professor.
Now that the University is heading toward the recruitment into the faculty of qualified applicants with advanced degrees, itis imperative that tlte rules are consistent from recruitment to the grant of tenure to the retentionand promotion01faculty. The inextricable linkbetweenteachingand research/creative work, which is an essential requirement of faculty promotion, must also be reflected in the grant 01tenure. Moreover, whileteachingperformance is regularly monitored during the faculty member's stint as an Instructor and Assistant Professor, his/her ability to generate knowledge isoften measured solelybythe master's degree.Anadditional requiremenl for tenure is thus being proposed, namely, that in addition to at least a master's degree, the laculty membershould have:
• demonstratedsatisfactory or better teaching performance; and
• authored arefereedjournal article or academic publication or, inthe field of visual arts, exhibited creative work that went through ajuryprocessor the equivalentinthe case of music and other performing arts.
By raising the requirement one notch higher, the University will endeavor to ensure that its facultycanteachas wellas contribute to the pool of knowledge in his/ber chosen field or discipline.

Proposed Amendment of Ph.D. Incentive Grant
In its 1142nd meeting (26 May 2000), the Board of Regents approved the establishment of the PhD Incentive Grant as part of the Creative and Research Scholarship Program. The Grant supports the final year of doctoral study of aV.P.faculty member or REPS in a foreign university.
Itisnow proposed that the coverage of the Grant be expanded to include up to one year of study abroad under the PhD" sandwich"
program.
Proposed Amendment of U.P. Modernization-Doctoral Studies Fund
Inits 1152nd meeting (26 July 2(01), the Board of Regents approved the creation of theV.P.Modernization-Doctoral Studies Fund, which provides for financial support of V.P. faculty for doctoral study through local and foreign faculty fellowships and the PhD "sandwich"
program. The objective is to improve the PhD faculty profile.
Itis now proposed that the "sandwich" program be removed (the PhD Incentive Grant will absorbit)and that in its stead, a research incentive be provided for qualified PhDs hired through lateral recruitment. The research package shall be PSOO,OOO pesos a year for two years for PhOs whom the University intends to recruit into the faculty.
Rationale
The University is, first ofall.spared the expense of supporting the doctoral study of qualified PhD applicants. (The average cost of
PhD study abroadisabout two million a year, while the local faculty fellowship costs about P270,OOO a year.) The University, too, will more rapidly improve its PhD faculty profile by means of lateral recruitment of PhDs. Since V.P.cannot compete in terms of salary, the provision of research support will provide an incentive for PhOs the University wishes to attract and retain. Moreover, the incentive will enable the recipient to continue to be intellectually productive whiles/beissettling into the University.
Guidelines
1. Only faculty hired through lateral recruitment after the approval of this incentive may be recommended for the grant of the incentive.
Faculty whose doctoral study was supported by the University in any way, including the grant of salary, shall not be eligible for the incentive.
2. To be eligible for the incentive, the applicant must:
have a PhD from a reputable university;
present recent publications/creative work; and
display high potential for further contributions to knowledge through 'teaching and research.
3. The recipient shall receive research incentive of P500,OOO a year in his/her first two years in the University under a research contract.
4. During the two-year period, the recipientmaynot compete for other research grants offered by the University. S/he, however, shall be eligible for the International Publication Award or International Award for the Arts subject to the implementing guidelines.
5. The recommendation for the grant of the incentive shall emanate from the department. Strong justification shall be provided. A special committee shallbeformed by the President to evaluate the recommendation prior to the President's decision.

Rationale
Information Technology, as an academic field, has overlapping areas with Information Systems, Computer Science and Information Engineering. The Information Systems perspective assumes that the systems are technically working and focuses on how to integrate the system into the workplace so that people will actually use it. For this reason, the study in this area is less concerned with programming and the actual "how-to" and more on the human and business side. The Computer Science discipline ranges from the design of the hardware, to the development of algorithm and implementation of software systems. Information Engineering blends electronics, communication and computer engineering. Information Technology has a broad responsibility to develop, implement, deploy and manage the three areas ofITsolutions to support organizational processes. The IT discipline has the task to track new information technology innovations and assist in incorporating emerging IT trends into the organization's strategy, planning. and practices.
It has been recognized that the arrival of the information age provides a new window of opportunity. In the August 2000 E·ASEAN task force meeting, three prerequisites were identified to leapfrog from a developing agricultural or production-based economy to a knowledge- based economy. First, a country requires to put in place the basic infrastructure, namely, the electricity and communications infrastructure.
Second, it requires a pool of Information and Communication Technology (ICT) skilled manpower from system developers to system strategists. Third, it needs a well-established regulatory and policy network and the necessary mindset and commitments of society that would facilitatetherealization of the strategic valueofICT. The proposed Master of Information Technology program addresses the second requirement- the need to produce the required pool of ICT personnel.

Thereare,at present,more than600 colleges and universitiesinthe Philippines offering Information Technology, Computer Science and Information Management degreeprogramswith a totalof about 1,800 instructors teachingin these fields.Morethan 90%ofinstructorsin these schools are without a graduate degreeinIT.Also,there are more than 150softwarehousesinthe country and morethan 98% oftheirworkforce is without a graduate degreei!,IT.Boththese sectors arefastexpanding anditis foreseen that the numbers givenwillincreaseinthe very near future. Aside from these, every business establishment andgovernment agency is building its ownITmanpower. Through the institution of the Master of Information Technology, the University could help provide the high-level manpower neededbythese establishments and agencies.
The programwillprovide IT professionals with formal advanced training in planning, designing, as well as synthesis and integration of various information systems using leading-edge technologies.
This Master of Information Technology (MIT) program is designed to further train IT practitionersby providing them with advanced knowledgeinIT for them tobeabletodesign and implement IT solutions in their workplace. This is unlike the existing UPLB Master of Sciencein Computer Science (MSCS) program which is designed to prepare students for R&D and for further studies in computer science. In short, the courses in MIT are mostly applied while coursesinMSCS are mostly theoretical. Hence, the two degree programs have different clientele.
Additional resources and cost required
There are currently 8 computer laboratories existing in ICS. Hence, no additional facilities are needed.
Alaboratory fee ofP1 ,500for each coursetakeninthis program isbeing proposed. Even those courses which are of lecture type only will need the laboratories to do the projects requiredinthe course.
One (1) additional faculty member will be required. The existing faculty can handle the additional load created by this program.

The yearly enrollment in the Diploma in Computer Science program averages80per study centerinthe distance education mode and10in the residential mode. The average yearly enrollmentinthe B.s.Computer Science program is200.These are the potential numbers of students whowillinitially enter the program.
This program was favorably acted upon bythe Ll.P, Los Banos University Council at its meeting on 27July 2001.
