Banos on 20 April 1979 was the formal investiture of Dr. Emil Q. Javier as its second Chancellor. Of his role as head of this autonomous unit of the U.P. System, he had this to say: "Today I will affirm the commitment of U.P. at Los Banos as a center of learning, of wisdom, to the traditions of the ancient universities. In addition, our mission is our commitment to agricultural and rural develop- ment." He proposed to direct this commitment specifically to development for the rural poor.

alumni of this University. The bitterness of years . _ . . . ~ past all mellow down to gentle reminiscenses, as they look forward to a homecoming which their Alma Mater lovingly prepares for them.

Spirits did rise in the annual alumni homecoming this year on 21 April. Jubilarians or no jubilarians, they were there to feast together, all for a tradition kept alive when alumni come home

to reaffirm loyalty and.atfection to the Alma Mater.

This year's jubilarians were members of Classes 1919, 1929, 1939, and 1954.

Dean Malay was a former editor of the Philippine Collegian in 1934-1935. He served as reporter of the Manila Tribune from 1935-1945. After the war, he was again report- er of Victory News and the Manila Post, and was one of the founding members of the Manila Chronicle. He edited the Daily Mail, Panorama magazine, and the Filipino Farmer.

retired effective 31 March 1979, was awarded a diploma of merit as he bade farewell to U.P.

in quiet rites held in the Office of the Presi- dent. He served his Alma Mater from 1954 as professorial lecturer in English and later as professor of Journalism. His able stewardship of the Office of Student Affairs was witness to one of the more turbulent periods in U.P.

History.

A journalist by profession, he authored

seven books and numerous articles. He was a

recipient of several distinguished awards like

the Philippine Booklovers Society Presidential

Citation of Merit in 1966, the Quill Achieve-

ment Award of the Philippine Council of

Industrial Editors in 1969, and the U.P. Serv-

ice Award in 1977, to name a few.

"1. The faculty, each one, to examine himself in private (since one ought to beone's own strictest judge) and determine for himself where he has been amiss and where he might improve himself, to measure up to Chaucer's noble portrait of the teacher and scholar;

"2. all deans, directors, and heads of units, each one, to submit to this Office, at the end of every semester, a truthful assessment of both successes and failures in the college with respect to teaching, together with specific recommendations or suggestions, for our information and ~idance regarding appropriate measures to take;

and

"3. all students, each one, to report to this Office (the confi- dentiality of such reports shallbe respected). either individually or as a class, both outstanding successes and resounding failures with respect to their teachers, for appropriate action by this Office."

The Board approved the following appointments, reappoint- ments, etc.:

The Board confinned the Outcrop Charter (i.e. the rules govern- ing the official student publication of the U.P. College Baguio), as revised and approved by the President in January 1977, subject to the following conditions:

a. The following shall be added, as a second sentence to Article 13, paragraph a) of the Outcrop Charter -

"The Editor and the other members of the editorial staff shall be paid compensation, chargeable to the Outcrop fees in accordance with such schedule and guidelines as may be prescribed by the President."

b. Article 4, last paragraph, of the Outcrop Charter shall read -

"The faculty adviser shallbe paid honorarium from funds other than the Outcrop fees, in accordance with such schedule and guidelines as may beprescribed by the President."

c. Article 12 of the Outcrop Charter shall read -

"The financial and business management of the Outcrop shallbe vested in a faculty business manager who shallbe appointed by the Dean of the U.P. College Baguio; prOVided, that the Outcrop editor shalt submit to the Dean, within one week from assuming his office, a list of nominees for the position of business man- ager. The faculty business manager shall be paid honorarium, from funds other than the Outcrop fees, in accordance with such schedule and guidelines as may be prescribed by the President."

d. Payment of honorarium to the faculty adviser and the faculty

business manager shall be approved by the Dean, subject to certiflca-

tion of availability of funds by the Budget Director; provided. that if University funds (as distinguished from Outcrop fees) other than those in the budget of the U,P. College Baguio are utilized therefore, prior clearance from the Office of the President shallberequired.

e. All payments of compensation and honorarium to editorial staff and the faculty business manager, respectively, already made as of approval hereof are hereby deemed properly authorized;

provided, that succeeding payments, beginning not later than the day immediately following the general commencement exercises of the Universltv, shall be in accordance with schedules and appro- priate guidelines prescribed by the President."

The Board likewise authorized the payment of honorarium of P100.00 each to the Outcrop faculty adviser and faculty business manager, effective August 1978, chargeable to the lump sum for lecturers of the U.P. College Baguio; provided, that it shallbeunder- stood that the foregoing rate of honoraria may be adjusted by the President without necessity for further Board action.

The Board authorized the Institute of Public Health to conduct jointly with the Ministry of Health a ten-month training course entitled "Sanitarian Training Course," starting June 1979. Registra- tion fee is pgOO.OO per student. The Institute is likewise authorized to disburse the proceeds from participants' registration fees.
