The existence of two separate and distinct salary scales in the University will obviate the University's efforts to show a compar- ability of salaries across the three types of University positions, t.e..
faculty, academic non-teaching staff and administrative personnel.
The N,B.C. scheme also in effect grants higher percentage salary adjustments to faculty positions (from 5.016% to 5.525%1 than to rank-and-file employees (a flat 5%). This situation is somewhat Jess than satisfactory in that it is slightly anti-equity.
The N.B.C, scheme furthermore leaves indeterminate what is to bedone for the position of Professor VIII.
The alternative scheme proposed above, on the other hand, will result in just one common basic salary scale for all U.P. personnel, whether faculty, academic non-teaching staff or administrative per- sonnel: will maintain intact the comparability of salaries across the three types of University personnel; grants a somewhat higher per- centage salary adjustment to Custodial Workers {5.9%l than to Professors VIII (5.0%); and of course specifies what is to be done for the position of Professor VII I as well as others.
This alternative scheme in effect extends to all University per- sonnel what the N.B.C. No. 305 has authorized only for teaching personnel.
The N.B.C. scheme will require approximately P4,775,073.00 additional expenditures for personnel services per year. The pro- posed scheme will require approximately P5,l11 ,529.00 or an addi- tional P336,456.00 over and above that required by the N,B.C.
scheme. Either scheme, however, whether the N.B.C. or the pro- posed one, can be funded from the P9,953,906.00 authorized by Batas Parnbansa Big. I in the 1979 U.P. budget for salary adjustment purposes .
2. Pending authorization from the Ministry of Budget to imple- ment the new
cess,
the Board approved, for the meantime, the implementation of N.B.C. 305 which authorizes the granting of (a) an adjustment equivalent to a one-step salary increase for teach- ing positions, and (b) an adjustment of 5% of actual basic salaries, for non-teaching positions.3. UPO~ authorization by the Ministry of Budget of item 1 above, the Board approved the granting of the remaining differen- tials to non-teaching personnel (who, by virtue of N.B.C. No. 305, received only an adjustment of 5% of actual basic salaries, whereas teaching personnel received an adjustment equivalent to a one-step salary increase) such that their salary adjustment would now be equivalent to a one-step salary increase.
OTHER MATTERS CONSIDERED BY THE BOARD The Board approved the change in the name of a unit of the Philippine General Hospital (PGHI from Radioisotope Laboratory to Nuclear Medicine Unit, in keeping with advances in modern
technology.
