for DIO -Cybernetlcs Regional Development Center -CAESAR Center for Advanced Environment Science and Agricultural Researcli & Life Science Center for Wellness and Preventive lvledicine with the following QUALIFICATIONS:

Management and Technical Skills

DUTIES and RESPONSIBILITIES:

1. Partnership and program development planning

• Develop a comprehensive partnership and program development plan in line with the Institutional strategie plan and Regional Development Strategies;

• Identify main partners, Strategic positioning of cybernetics Regional Development centers (Cybernetics RDCs) and SPARKS Innovation and Entreprenourship Centers (SPARKS IECs) in the potential niches identified, as well as growing a pipeline of opportunities;

• Ensure plan reflects in-house capacity, typology of projects and the internal tools and knowledge resources;

• Examine risks and opportunities presented by the strategie positioning of cybernetics RDCs and SPARKS IECs in proposing appropriate responses to ensure sustalnable growth and development;

• Collaborate with relevant partnerships and personnel at intemationavnationavregional/provinciavmunicipav institutional level, as well as project managers and project personnel, to ensure alisned and coherent interactions with partners.

2. Develop opportunities

• Monitor and evaluate development trends and needs to identify areas Of collaboration within the institutional mandate and existing poHcy;

• Research events, publications and announcements, to track and screen opporfunities for possible institutional interventions and identify trends that will drive partnership opportunities;

• Provide recommendations and feedback to the University Board Of Regents or to the President on the development Of framework partnership agreements that can increase opportunities;

• Contribute to the identification, design, formulation and negotiation Of new projects and programs and dra+fft concept notes and project document briefs for discussion with partners;

• Create and maintain Cybernetics RDCs and SPARKS IECs opportunities and engagement functionalities in alisnment with the institutional vision, mission, and policy;

• Coordinate technical and financial requirements, and negotiate proposals to close nenr project opporfunities;

• Draft agreements and/or contractual documents required for signature, and implementatton of new projects;

• Understand and explain clearly institutional policy to partners;

• Contribute to the diversification Of the Cybernetics RDCs SPARKS IECs in line witli intemationavnationav regionavprovinciaMnstitutional strategic goals;

• Coordinate with the communicatiene and reporting personnel, and gather content for communications and outreach materials.

3. Representation and interagency partnership

• Establish and further develop partnerships with international organizations, national government agencies, foundations, international NGOs and private sector organizations to diversify project opportunities;

• Undertake advocaey, public information and communication activities in collaboration with the External and Relation lntemationalization Office, when required;

• Participate in and report on the relevant donor and government coordination meetings including addressing project development issues in consultation with technical experts, when required;

• Take part in common planning and programming processes, including strategic analysis;

• Build a networi( Of key partners, keeping abreast Of evolving trends (social, economic, and political), including the appMcation Of inrovatien to project and partnership development.

4. Knowledge and management innovation

• Implement standards, tools and templates provided in the different manuals of operation to effectively manage partnershto and project development within the team to enhance/maintain Cybernetics RDCs and SPARKS IECs

effectiveness as a provider of project services for sustainable results;

• Contribute to the ongoing researoh, development, and implementation of best practice and innovative approaches to maximize performance and sustain achievements in project and partnership development;

• Help build partnerships capacity and negotiation skills among team members;

• Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building within project and partnership development;

• Provide regular feedback on existing systems, tools and resources to ensure its relevance to day-to-day operations.

5. PAPs Generation

• Implement standards, tools and templates provided in the different manuals of operation to effectively manage partnership and project development within the team to enhance/maintain Cybernetics RDCs and SPARKS IECs' effectiveness as a provider of cproject services for sustairrable results.

6. Facility lvlanagement

• Facilitates preventive, corrective, predictive maintenance;

• Conducts inventory of equipment regularly;

• Facilitates identification and procurement of new equipment.

7. Financial planning Management and sustainabll[fy

• Perform financial controls wherein the procedures, policies, and means of the organization are monitored to control the direction, allocation, and usage of its financial resources. Financial control is the very core of resource management and operational efficiency of the organieation;

• Ensure financial sustainability to start, grow and maintain personnel in line with short-term and long-term financial stability;

• Provide project assessment to have sufficient funds to meet all organization resources and financial obligations.

4. Performance rating in the fast rating period (for private companies/ institution) / lpcR for government;

5. Photocopy Of the following supporting deouments: (Original copies shall be presented for validation) o Transcript of Records

o Diploma

o Certificate of Grades (number of units earned in Graduate studies (if applicable) o Seminar/ Certificates attended for the last five (5) years

o . Certificate Of Board Of Ratings / Enoibilfty (if applicable) o Certificate/s of Employment signed by previous employer.
