RESEARCH AND DEVELOPMENT AGENDA

As the lone university in the province of Ifugao, the Ifugao State University envisions itself to be a globally recognized university amidst its rich cultural heritage. It aims to lead in conducting basic and applied research that is responsive to the needs of its stakeholders, as it acknowledges the importance of research as one of the pillars in higher education. The university in consonance with its mandate to perform its priority functions in instruction, research, extension, training, planning, and resource generation, will provide policy directions in the management, administration, and support systems in the planning and implementation of research, extension, and training programs for the furtherance of its vision, mission, goals, and objectives.

The Research and Development functions of the University are basically geared toward human resources and countryside development. They are designed to facilitate the development of human and agricultural resources, enhance food technology, information and communication technology, assist in crime prevention, preserve culture and support allied services through the generation, verification, and adaptation of appropriate technologies to increase productivity and sustainability, as well as to seek for new knowledge and alternatives for the maintenance of a balanced ecosystem and the improvement of professional services in support of the University’s vision and mission. The RDET is committed to delivering research, extension, and training programs to improve instruction and empower communities to foster

development for a better quality of life among the people. This shall be done by working closely with the Local Government Units and other government agencies which are directly in touch with the local people.

To achieve strong research leadership and culture, IFSU through the Department of Research and Development, endeavors to establish a strong brand and strengthen the image building of IFSU as a research leader; intensify the conduct of research and dissemination of RD outputs, and intensify conservation of the rich cultural heritage

Planning starts with the identification of provincial, regional as well as national critical RDET agenda. The identification of the university RDET shall be based on LGU, Commission on Higher Education (CHED), Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD), Department of Agriculture (DA), Highland Agriculture and Resources Research and Development Consortium (HARRDEC), Department of Environment and Natural Resources (DENR) and Department of Science and Technology (DOST) research, and development, extension, and training thrusts.

In parallel with the Vision, Mission, and Goals of the university, the Research and Development, Extension, and Training Department is mandated with the end view of improving instruction, technology generation, and human and natural resources development. The different research is categorized into different clusters of specialization.

Industrial, Energy, and Emerging Technology. The IEET focuses on the competitive industry concerning GIS Generated Maps, Information Technology, Fabrication & Development of Small Scale Machines electronics, and semi-conductor on big data analytics and the Internet of Things (IoT), intelligent transportation solutions, renewable energy, remote sensing for agricultural and fisheries applications, mechanization of agricultural farm production, additive manufacturing, and technology of cutting-edge tools and machinery for food processing that will increase output in innovative food processes and products. This category also includes post-harvest, food processing, and health and nutrition.

Agriculture, Aquatic and Natural Resources. The AANR category focuses on agricultural, post-harvest, and utilization of natural resources. Research under AANR is focused on animal, soil, crop sciences, agricultural production, livestock, and organic agriculture.

Social Studies and Socio-economic. This category includes priority research areas and disciplines that will undoubtedly address significant issues affecting gender, nation-

building, politics, history, IKSP, disaster risk reduction, climate change adaptation, promotion and conservation of indigenous people and marginalized groups' culture and arts, disaster preparedness and response, hazards and risk perception behavior and social preparedness and response to a disaster. Also, business, technology adoption, and supply/value chain are included in this category.

Education. Among the research priorities in the education category, are studies on instructional materials, educational technology, assessment, assessment of program and curriculum studies on higher education for curriculum development, policy-oriented studies on HEIs, research quality and standard in international rankings and global benchmarking, and studies on education and manpower demand- supply.

In line with the priority thrusts, Ifugao State University (IFSU) formulate its Research and Development programs with the end view of improving instruction,

generating technology, and developing natural resources. Thus, researchers are advised to align their research studies to the research priorities of the University.

The research agenda of the university consists of long-term impact, immediate output or impact, programs, and commodities. Long-term impacts are the goals of the university that can lead to alleviating poverty through different programs over lengthier periods of time. The agenda includes sustainable agriculture, empowered communities, innovation, productive lives, empowered innovation, peace and order, risk reduction, and health. Realization of the programs will seem to reduce poverty.

Immediate impacts are the direct outputs/goals that can be attained in shorter period through the attainment of the different priority programs. Programs includes increase in production, Biodiversity conservation, Forest/soil/water conservation, employment, entrepreneurship, Reforms in specific areas, Crime prevention/risk reduction, Climate change mitigation/adaptation, Health risk reduction, Wellness promotion. Meanwhile, commodities are the possible products or services as an output of research.

The research agenda of the college is congruent with the University’s research priorities. Hence, the college draws from the expertise of its faculty members, emerging thrusts and needs of the Bachelor of Elementary Education (BEEd) Program.

The college research agenda is also deduced from the priorities of the Commission on Higher Education (CHED), Department of Science and Technology (DOST), National Integrated Basic Research Agenda (NIBRA), Harmonized National R&D Agenda (HNRDA), and National Higher Education Research Agenda (NHERA). Therefore, the college research agendum are as follows:

Language. The College of Education supports research in the field of languages.

Students and faculty researchers are encouraged to conduct research, specifically on Mother Tongue Based-Multilingual Education (MTB-MLE), Filipino Language, Literature, and English Language. Deep diving into the language research arena is expected to enrich the English, Filipino, and native dialects. Also, orthography and instructional materials are some of the outcomes that can be realized.

Social Sciences and Humanities. This priority area under research involves in documenting and investigating History and Culture, Indigenous Knowledge Systems and Practices, Governance, Politics, Arts, Societal Issues, Policy, Humanities, Psychology, and Tracer Study.

Science, Food, Technology, and Allied Disciplines. Faculty and student researchers are also encouraged to do technical research along areas on Waste

Management, food processing, Food and Beverage, Water pollution, Communication Technology, Climate Change, Biofuel, Renewable Energy, Information Systems, Herbal plants, and Health and wellness products.

Curriculum, Pedagogy, and Assessment. This category focuses on exploring the Teaching Pedagogy, Curriculum Revision, Assessment tools, Outcomes-based Education, Student assessments/ test development, Teaching-learning processes, Alternative education/ inclusive education/ distance learning, Curriculum vs. Industry. As an output, researchers can produce and develop curricular development programs, theories, curricular reforms, curriculum revisions, and others.

Educational Systems and Management. This college research agenda revolves around the topics of School Culture, Educational Leadership, School management, Technological Leadership, Learning Environment, and Policy Reforms. Output from this research includes policy reforms and policy development in education.

Instructional Materials and Technology. As an educational institution, instructional material development is a part of the tradition. Thus, research under this category focuses on Instructional Technology, ICT, Educational Books, Modules, and Appropriate instructional materials. Materials crafted from the research are encouraged for intellectual property rights registration, dissemination and utilization.

Physical Education and Human Kinetics. This area of research solely focuses on human kinetics, sports science, sports management, and Sports Education. It also includes the studies related to Health, safety, and wellbeing.

Early Childhood Education. As an institution that offers Bachelor of Early Childhood Education, this section of research agenda focuses on the management of early childhood students, pedagogies and instructional materials related to early human development.

Research Proposal Development, Implementation and Monitoring a) Preparation of Proposals

To ensure meaningful research output, IFSU adopts a single commodity-based research approach. That is, a researcher will work on a single commodity until an expected output is realized. Expected output pertains to those that can be patented, registered, and/or copyrighted at the Intellectual Property Office (IPOPHL), preferably with potential for commercialization; it also includes the package of technology that can be utilized by the community or other target clientele. Proponents shall propose research

on a particular commodity in line with their field of specialization. All proposals are expected to be redirected toward the development of the method/process/technology/product of said commodity. For instance, researchers majoring in product development should consider studies from production (of raw material) to marketing (of product) that normally involve other co-researchers with diverse field of specialization. Researchers that are geared towards product/method/process/technology development should be backed up by extensive patent search/literature review to avoid duplication.

b) Presentation in the Agency In-House review

Agency In-House Review is the only venue for selection of proposals for funding.

Hence, proponents must be present to defend his/her proposal. The principal or main proponent must be the one to present, otherwise an explanatory letter must be demanded. For student- research, the student(s) must be the presenter. In any event that the main researcher, including student researcher, is unable to present due to valid reason, a written consent must be presented for validation and approval of the UERC.

Research proposals are reviewed and evaluated during the University Extension and Research Council Review (UERCR). Relevant proposals are to be recommended by the UERCR for presentation during the Agency In-House Review (AIHR).

Evaluation and screening of research proposals shall conform to the policies and guidelines set by the University in pursuance to the priority goals of the Local Government Units, DOST, PCARRD, CHED, and other agencies through HARRDEC. All GAA-funded research, extension and training programs of the University shall fall within the identified priorities of the University for the improvement of instruction, technology generation and human and natural resources development.

During the AIHR, proposals are reviewed, evaluated, and recommended for approval. The rating of research proposals is as a) Outstanding proposals. Good as approved with very minimal corrections; b) Very Satisfactory. For funding consideration subject to the incorporation of correction; and c) With major revision. Not to be implemented.

Then, the proposal is reviewed by the local Research College Coordinators with the Dean of the College and its subsequent endorsement to the office of the Research Director for consolidation. The Research Director convenes the university Research

Council to review the proposals and make the necessary recommendations. If approved, the proposal is scheduled for presentation during the Agency In-house Review.

Comments, suggestions and recommendations are integrated in the proposal by individual proponents and sent back to the office of the Research Director. The proposals are forwarded to the Office of the Research Director then to the Vice President for RDET for final endorsement to the Office of the President.

Bachelor of Elementary Education Cash Rewards and Honoraria

Rewards in the form of cash are also given to researchers for publishing, presenting, or being cited for their research outputs.

Research outputs registered as patent or copyright are also given rewards. Disbursement of honoraria should be based on the nature of services rendered and should strictly conform to the issuances of DBM, COA, DOST, and other applicable guidelines.

Rewards for Presentations. Incentives are given to researchers who presented their research from the local to international conferences. However, for the presentation of the same paper in different levels, the researcher will claim the reward only for the highest level of presentation.

Also, in

conference/fora held within the province, the travel expenses

Reward for Publications. Researchers whose papers are published in Clarivate, Scopus-indexed journals and ISI journals can claim incentives amounting PhP 50,000.00. Publications in CHED-Accredited journals are also awarded PhP 30,000.00 as incentive. Publication fees shall be shouldered by the University, only for

papers published in Clarivate/ISI/Scopus indexed and CHED- accredited journals. If e- journal/book with a printed copy, only one incentive can be claimed.

Rewards for Patented/Registered Technology. Technologies and materials as an output of research also have corresponding incentives. This includes patented inventions, utility models, Industrial designs, trademarks, copyright, and even university-

approved technology flyers or brochures.

Engagement in Research

The College of Education of the Ifugao State University-Potia campus has continued its diverse research projects today, from the proposal to presentation, publication and utilization of the results for the improvement of services to clients and the community. The commitment of faculty members to support local, regional, and national development are evident by the

increasing number of research proposals and completed research throughout the year.

Faculty researchers from 2016-2022 also increased as they become more engaged in advancing knowledge anchored on the research agenda of the college. Even in the height

of the pandemic, researchers worked to address the needs and issues along learning, pedagogy, and even the need of the community. Many researchers published their work and presented it in the local and international fora/conference. As outputs of the research conducted, extension programs, product development, and commercialization are initiated and realized to help the community. Eventually, the research culture of the college is strengthened throughout the years.

Research is an avenue which new knowledge is discovered, applied or verified and through which appropriate technologies are generated. The faculty are required to undertake or conduct research especially in their fields of specialization to supplement and improve the teaching-learning process. Through the fervent and incessant support of the Dean and the Office of the Research and Development, Faculty Members of the College have already fifteen (15) approved research and five (5) completed research and more will be written/ published for the years to come. These research outputs addressed the college and university research agenda and contributed to the bunch of knowledge regarding the topic that they have studied. The university provides a cash incentive for every research project completed on time which is also a way of engaging, encouraging, and undertaking the faculty to comply and complete their projects based on schedule stated in their Work and Financial Plan (WFP). The table below shows the completed research projects of the faculty members of the college from 2016 to 2022.

Faculty members are mandated to carry out research functions aligned to the research agenda of the University and expected to be equipped with the technical know- how of research in order to conceptualize and conduct research that will further improve the processes and practices in teaching and learning which are evidence-based. One way to prepare teachers is by providing training and learning opportunities where they will be exposed and be familiarized with the processes involved in conducting research.

Faculty researcher shall prepare the research proposal in line with their specializations as well as the flagship priorities of the research and development of the university. The URC personnel shall screen and review the submitted research proposals.

All research proposals shall be presented in the Local Agency In-House Review for Presentation (AIHR) across campuses as scheduled. The Agency In-house Review is an avenue for sharing research findings and the only venue for selection of best papers for presentation in the Regional RDE symposium by CorCAARD, thus all completed research required to be presented during AIHR.

The College of Education proposed and conducted research activities. This is the output research of some faculty members presented during the Agency In-house Review and in the Regional Research Conference held on October 27-28, 2021.

Project DREAM or otherwise known as Developing of Research Enthusiasm and Acumen through Mentoring’ is anchored on the goal of the university which is building a strong culture of research. With this, the proponents who are research enthusiasts have conceived the goal of instilling the impetus and love of doing research among the school heads, secondary and elementary teachers of the Department of Education Alfonso Lista District, Alfonso Lista District. This project aims to cultivate and strengthen the research culture of DepEd Alfonso Lista by empowering school heads and teachers in the field to embrace research as essential component of their academic undertaking through the conduct of research which are contextualized and custom-fit, common and perennial classroom constraints that affect delivery of quality education to learners will be addressed.

Research is creative and systematic work undertaken to increase the stock of knowledge. It involves the collection, organization and analysis of information to increase understanding. Publication of a research paper in a journal is a long and painstaking process. It involves many stages that need to be completed at the author’s end before submission to a journal. Faculty members also aim for the publication of their research in International refereed journals. The faculty are very much steadfast in looking for reputable international journals where they can have their works published and get cited eventually. The high number of research publications is due to the fact that the university has set a clear policy on publishing in highly peer-reviewed journals. This is due to the sheer encouragement of the dean to push the faculty members to their limits so that they can realize their potential for writing and publication. Faculty members of the College of Education directly presented their completed research internationally.

International Research Presentations by the Faculty Members of the College of Education from 2016 to 2022

The faculty members of the College of Education presented their paper before an international audience. Besides showcasing their research, these opportunities allowed them to travel to different places, meet new collaborators and expand their horizons so they can encourage fellow researchers to their cause. The international conferences on education and learning give everyone the chance to exchange ideas and information, and to build networks between professionals in the field. The different panels and sessions at these events allow people to explore new topics and to learn from experts. Moreover, the international paper presentations gave them the platform to discuss their research and begun a discussion about their findings and how relevant are these results in creating new knowledge or improving the wealth of information about the topic. Even during the pandemic, the faculty members found ways to look for international conferences where they shared to the world the findings of their studies.
