Masters of vessels and others concerned are requested to forward any reports of dangers to navigation and other information affecting Philippine Charts and Coast Pilots which may be brought to their attention to the Director, Hydrographic Branch. The Hydrographic Note form on the back cover of this publication should be used to report information on hazards to navigation, lighting aids and other features that should be included on nautical charts. Subscribe to the Online Philippine Maritime Safety Information System (OMSIS), http://namria.gov.ph/omsis/landing.aspx to access the Service of Maritime Chart Corrections (e-NCC), List Cumulative Notices to Mariners and online Hydrographic Notes (e-HNote).

Index of Charts Affected Contains the list of all charts affected by Notices to Mariners and the Notice Numbers they affected. Notices to Mariners - Contains corrections to sea charts in consecutive number indicating the month and year of their issue. Temporary and Preliminary Notices Contains Notices to Mariners that temporarily affect the charts or have preliminary information which are respectively subject to the number of notices.

A list of Temporary and Preliminary Notices that are still in force, as well as those that have been cancelled, is published monthly in this publication. Corrections to the List of Lights Contains corrections to the latest edition of the Philippine List of Lights. This section is intended to be cut and pasted into the section of the List of Lights being debugged.

The visibility assigned to the lights never exceeds the calculated distance at which they can be seen from a height of 4.57 meters above the level of the water at high tide. Modifications to aids to navigation, their maintenance and correction of operational deficiencies are under the purview of the Philippine Coast Guard. The defect report and recommendations regarding aids to navigation should be forwarded to the Commandant of the Philippine Coast Guard.

Sailing Warnings Contains reprints of all previously issued sailing warnings still in effect as of the publication date of this edition of Philippine Notices to Mariners. NAMRIA issues notices to mariners and navigational warnings sourced from private entities, foreign publications, national government agencies and local government units. Such information is published for the sake of safety of navigation in Philippine waters and does not imply recognition of the legal validity of the information released by the aforementioned sources.

Ship captains are warned to exercise great caution when navigating Philippine waters due to poor visibility and intermittent failure of some navigation lights. Positions obtained from satellite navigation systems, such as GPS, are normally referred to the WGS-84 datum. Such a position may only be plotted on NAMRIA nautical charts that also refer to the WGS-84 Datum.

Mariners should note that due to the age and quality of some information, such satellite derived positions may be more accurate than charted details.

Mariners are requested to Notify the Hydrography Branch, NAMRIA of any changes or discrepancies found on Nautical charts and Nautical publications

Position: When a position is defined by sextant angles or bearings (true or magnetic given), more than two must be used to provide a check. Latitude and longitude should only be used specifically to position the details when they have been determined by astronomical observations or GPS, and a full description of the method, equipment and datum used should be given. When requested, a new copy will be sent in place of a chart that has been used to relay information, or when extensive observations are made it is preferred to show the changes on a trace of the largest scale chart (rather than the chart itself). be in red as above, but sufficient detail from the scheme shall be traced in black ink to enable the alterations to be properly fitted.

Electronic Navigational Charts (ENCs): A screenshot of the largest usage band ENC with changes and additions shown on it in red. Soundings: When soundings are obtained, it is important to ensure that all details of the collection method are included in this report. Whether the sonar is set to record depths below the surface or below the keel; in the latter case, the vessel's draft must be indicated.

Time, date and time zone should be provided so that corrections to the tide height can be made where necessary, or it is indicated which corrections to the tide have already been made. Where larger amounts of bathymetric data have been collected, only those areas where a significant difference from the current chart or ENC are specifically noted on the H102. Older electromechanical echo sounders often record signals from echoes returned after one or more rotations of the stylus have been completed.

As a check that apparent shoal soundings are not due to echoes received beyond the nominal range of the set, soundings should be continued until reasonable agreement with charted soundings is obtained. However, soundings received after one or more rotations of the pen may still be useful and should be submitted if they show significant differences from charted depths. Shortcomings should be emphasized and any firm expectation of being able to verify the information on a subsequent trip should be mentioned.

Reports using this form and relevant information should be sent either by post to NAMRIA-Hydrography Branch, 421 Barraca St San Nicolas, Manila or by email to [email protected] and [email protected]. To explain the use of contributions from all corners of the world would be too great a task, and further communication is to be expected only if the information is of exceptional value or of unusual qualities. The sections should be used as a reminder to apply or closely monitor whenever appropriate.
