Introduction
Whoever examines the contents of this report carefully, he will learn that Customs performs several roles and many tasks. Customs has a security role stemming from its mission to prevent entry of everything that affects the security of this country. It has another role which is economic as it is one of the main sources of the Kingdom›s budget. This is besides its indirect economic role in the commercial aspects related to imports and exports, and the great effort it performs to facilitate flow of goods between the Kingdom and other countries, and maintain the country›s resources by banning exit of goods subsidized by the government for the benefit of the citizen. As to what the Saudi Customs carries out in terms of religious and social aspects, it is considered one of the tasks that it gives a special attention. It prohibits entry of drugs, intoxicants and everything that is inconsistent with the tolerant Islamic Shari›a as well as everything that affects the fundamentals of the community. This report presents all such roles in detail, besides the indirect tasks performed by Saudi Customs. In 2012, Saudi Customs achieved customs revenues amounted to 22.25 billion riyals, of which around 2 billion riyals incurred by the government as a part of support to some goods imported to the Kingdom, with increase by13.5% as compared with the fiscal year 2011. This revenues did not include the customs duties that have been exempted for a number of commodities imported to the Kingdom which its total value amounted to 6.4 billion riyals.
In the fiscal year 2012, the value of the Kingdom’s imports of commodities amounted to 587.8 billion riyals with increase by 19%
as compared with 2011 in which their value was 495.5 billion riyals.
The Kingdom’s non-oil exports increased by 8% where their value amounted to 170.4 billion riyals. Regarding customs work activity, the total number of customs declarations «import, export, transit, re- export» increased to 3.29 million declarations with increase by 6%.
In the last year, the number of vehicles «cars – trucks» that crossed through land and sea customs ports between the Kingdom and neighboring countries increased by 19.9% to reach a total number of 18.62 million vehicles as compared with 15.53 million vehicles in 2011.
As for contrabands which the land, sea and air customs ports were able to seize in 2012, the number of seizure cases increased from 14,997 seizure cases in 2011 to 19,171 seizure cases in 2012 i.e., with increase by 27.83%. In that year, many types of contrabands were seized. As for the items measured in number the total amounted to 87.69 million units. As for the items measured in units of weight, the total weight amounted to 916.82 kg. As for the items measured in liter, the total number of liters seized amounted to 3.36 million liters. The number of counterfeit and fake units seized in 2012 was also increased to a total amount exceeding 54.86 million pieces as compared with 48.6 million pieces in 2011. The value of these commodities amounted to more than 763 million riyals with increase by 53.4% as compared with the

value of counterfeit and fake commodities seized in 2011 in which their value amounted to 497.29 million riyals. According to the instructions that require the passengers to declare what is in their possession of cash amounts or precious metals which their value exceeds 60,000 riyals, the passengers leaving or arriving in the Kingdom in 2012 declared the cash amounts and precious metals they carried during their travel which amounted to 157.67 riyals.
In order for Saudi Customs to be able to achieve its prescribed objectives, which on top of them comes the acceleration of release of permissible goods and prevention of entry of prohibited ones, it sought actively to raise the capability and efficiency of the staff at Saudi Customs headquarters and land, sea and air customs ports by giving attention to participation in the events and activities pertaining to training and capacity building organized for Saudi Customs staff whether inside the Kingdom or outside it. As a result of this trend, 8432 employees from Saudi Customs and other government agencies participated in training programs inside the Kingdom or abroad as compared with 8029 employees in 2011. Training programs and activities were diversified as they ranged between programs organized by Saudi Customs and Customs Training Institute or joint meetings between Saudi Customs and other relevant agencies such as General Directorate of Narcotics Control and General Directorate of Border Guard, and between activities and courses organized by institutions and organizations outside the Kingdom.
The data included in this 31 annual report of Saudi Customs for the year 2012 reflects the several roles and tasks assumed by Saudi Customs, which were indicated at the beginning of this introduction.
There is no doubt that the increase in the volume of work and the diversity of activities and tasks undertaken by Saudi Customs require big efforts together with accuracy and attention during work performance. This is what Saudi Customs is keen on through raising of customs sense and careful observation by its officers working at land, sea and air customs ports.
This report highlights the important works and activities performed by Saudi Customs in 2012, which give a clear evidence of the big support which this vital organization received from Custodian of the Two Holy Mosques, His Crown Prince, and the Second Deputy Premier – may Allah protect them – which had a big impact on having Saudi Customs achieve its economic, security and social goals. The close follow up by His Excellency Dr. Ibrahim bin Abdulaziz Al Assaf, Minister of Finance, to the customs organization and his support to its staff also played an effective role in raising the performance level and accurately achieving its aims ..
