BOUNDARIES OF CONSTITUENCY MAPS AND SELECTION OF VOTING CATEGORIES

The 1904 constituency boundaries on the map on page 30 was obtained from the then Department of Internal Affairs in August 1984. only the original map for the Cape Province, as prepared uy the Delimitation Commission, was available in Cape Town. Haps for the other three provinces were only available at the regional offices of the Department in the given province. However, since the bulk of 'coloured' voters and constituencies in the coloured elections were in the Cape, this was not too big a problem.

Because of the size of the map(about the size of a big room), a machine photo-copy could not be made. Officials of the Department indicated that such copies of the map for the whole country would only be available in 1985.

We were obliged therefore, to draw the approximate boundaries from the room-sized map to a smaller map. In some instances, boundaries of constituencies did not co-incide with magisterial or statistical boundaries. In these cases, our uoundaries were necessarily approximations. An accurate representation of voting patterns in map-form will only be possible when the Department releases copiea of maps.

The large number of constituencies in the Cape Peninsula made any attempt to represent voting patterns difficult. Some of the densely populated constituencies in the Peninsula were too small to be reflected on the map. We could prepare a map specifically on the Peninsula boundaries but, since virtually all constituencies in the Peninsula registered a low poll, we decided that the value

at such a ma~ would be limited.

uoundarieH of CWC constituencies were freely available, and the 2 maps which reflected the proportion of votes in such constituencies are relatively accurate.

Areas where more than 40% of the 'coloured' workforce were employed in the agricultural sector were regarded as being predominantly farming in character. The data used to determine such areas were obtained from the results at the 1980 Population Census. An area is the same as the census statistical region.

To select the voting categories used in the three election maps, the following cr1teria were employed:

1. The Cape Constituency with the lowest poll outside the

Peninsula had to be accomodated in the first category. This would roughly define the base (starting point) of the categories.

2. As far as possible, a cluster of votes around a particular percentage point (eg 35,6\: 37\: 37,9\: 38\) had to be allocated to the same category, or else allocation would have .been too arbitrary and eventually meaningless.

3. A range of 10\ was applied to the base, and to each successive category to yield a total of six categories.

It is acknowledged that other combinations are possible.
